City Hall, Newport Beach, Mar. 28, 1921.
The Board of Trustees of the City of Newport Beach met in
adjourned session at 7:30 o'clock P. M. on above date. The meeting
was called to order by President J. P. Greeley.
The roll was called as.follows: Present, Trustees J. P.
Greeley, J. J. Schnitker, Geo. P. Wilson,_Conrad.Richter, L. S.
Wilkinson. Absent, Trustees None.
' The minutes of the previous regular meeting were.read and
approved. The minutes of the s.peclal meeting of March 15th were
read, and after the name of Leeds and Barnard, Engineers was filled
in the Resolution the minutes were approved.
The committee reported having contracted with Leeds•& Barnard
Engineers to get the labor and material for repairing and constructin;
the jetty as per their plans and specifications.
Trustee Greeley reported that the committee appointed to
attend the meeting at Pasadena in the interest of public parks and
camp grounds could neither one go.
Trustee Geo. P. Wilson reported that the dredger was ready to
fill along the road on both sides of the bridge, and he was therefore
appointed a committee of one to keep in tough with the filling.
The map of Fairview District coming within the three mile limi-
which was approved at the last regular meeting prematurely,-was
approved upon motion made by Trustee Geo. P. Wilson seconded by
Trustee L. S. Wilkinson and duly carried.
This being the day and hour fixed for opening the bids; for th
work heretofore ordered to be done in Resolution No. 136 of the Board
of Trustees passed on the 15th day of September, 1920 and Resolution
' No. 139 of the Board of Trustees passed on the 7th day of March, 1921
in the matter of the construction of cement pipe sanitary sewers,
septic tank, pumping stations, buildings and other appurtenances, the
Board in open session opened, examined and declared all sealed bids.
received for the said work, which bids are as follows.:
Peter L. Ferry of Glendale, California at the unit price
specified in his proposal.on file, the total of said bid being
3880263.80.
Thomas Haverty Company of Los Angeles, California at the unit
rice specified in his proposal on file, the total of said bid being
356,537.15.
The bids were discussed at length, and on motion of Trustee
Geo. P. Wilson seconded by Trustee J. J. Schnitker and carried, the
matter was laid over for one week for further consideration, and the
bids were put in the hands of a committee of the whole with the City
Engineer to report on at the next meeting.
A communication from City Engineer Kressly giving the
boundaries and drawings of the improvements desired by the Improve ten
District to be formed at Balboa together with the cost of same, was
read and discussed and was left with the City Attorney for considera-
tion.
Advertising Manager Wayne Goble introduced M:b.'Silversmith of
the Santa Ana Register, who stated they were getting out a special
Indmstrial and Developement number of the Santa Ana Register consisti
of two magazines of 36 pages each to be published about April 15th,
and thought the City of Newport Beach should be represented in its
advertising columns.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the City agreed to take one page of advertisin
in the Indtlatrial and Developement edition of the Santa Ana Register
at a cost of $250.00, and the Clerk was authorized to sign the
contract for same
Trustee J. J. Schnitker presented a petition from Earl J.
Easton with map in regard to dirting Apolina, Amethist, and Onyx
Avenues on Balboa Island, and on motion of Trustee L. S. Wilkinson

seconded by Trustee J. J. Schnitker and carried, the matter was:
eferred to the Street Superintendent to take up with Mr. Easton in
egard to the advisability of paving the streets instead of'dirting
hem as the difference in cost is so slight, and report at the next
Meeting.
On motion of Trustee Geo. P. Wilson seconded by Trustee J. J.
chnitker and carried, the meeting adjourned Sine Die.

The Board of Trustees of the City of Newport Beach met in

The minutes of the adjourned meeting of March 28, 1921 were
ad and approved.
The reports of the heads of the departments were read, and on
tion of Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson
Ld carried, the reports were accepted and ordered filed.
In the Electricians report he referred to the breakage of .
.obes from 30th Street to the bridge, and on motion of Trustee Conrai
.chter seconded by Trustee Geo. P. Wilson and carried, the globes
re ordered to be taken off the lamp posts from 30th Street to the
-idge and used where most needed, the lamps to be turned down to
,oid moisture which ruins them.
The report of Water Superintendent Me Millen was read recom-
nding renewing the contract on Oils and Grease with the Standard
.1 Co., and on motion of Trustee L. S. Wilkinson seconded by Trustee
o. P. Wilson and carried, the report was accepted and recommendatioi
.opted, and the Clerk authorized to sign the contracts.
City Attorney Bishop referred to the agreement with Leeds &
.rnard engineers for the completion of the jetty, and stated they
tuld take on the entire matter for $3,000.00, or just their compensa.
.on alone for $1,500.00, and on motion of Trustee L. S. Wilkinson
conded by Trustee Gep. P. Wilson and carried, the Committee was
ithorized to enter into an agreement or contract with Leeds & Barnar
the bagis of $1,500.00.
The communications were read and referred to the proper order
business. .
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
Wilson and carried, the application of the Balboa Beach Amusement i
it transfer of business licenses No. 107 and 110 to Messrs. Clark &
tampion was granted.
On motion of Trustee Geo. P. Wilson seconded by Trustee L. S.
.lkinson and carried, the application of the Balboa Beach Amusement i
it transfer of business license No. 106 to Ben R. LaDow was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
lson and carried, the application of Wm. Howard for license to oper
