City Hall, Newport Beach, May 2, 1921.
The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'clock P. M. on above date. The meeting
was called to order by President J. P. Greeley.
The roll was called as follows: Present, Trustees J. P.
Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S.
Wilkinson. Absent, Trustees None.
The minutes of the - regular meeting of April 4th were read,
corrected and approved.
The minutes.of the special meeting of April 25th 1921 were
read and approved.
The reports of the heads of the various departments were read
and on motion of Trustee J. J. Schnitker seconded by Trustee Geo. P.
Wilson and carried, the reports were accepted and ordered filed with
the exception of the report of the Water Superintendent and the
Street Superintendent which were to be taken up later.
Trustee J. J. Schnitker introduced an Ordinance providing
certain regulations concerning the use and operation of vessels in
Newport Harbor, so far as it is situated in the City of Newport Beach
The Ordinance was ordered filed, designated Ordinance No. 180, was
read and considered and referred to. the City Attorney for considera-
tion and report.
Trustee J. P. Greeley introduced an Ordinance prohibiting
and declaring to be a misdemeanor certain acts upon and along
described portions of the shore of the Pacific Ocean within the City
of Newport Beach. The Ordinance was ordered filed, designated
Ordinance No. 181, was read and considered and referred to the City
Attorney for consideration and report.
Trustee J. P. Greeley introduced an Ordinance providing
certain regulations concerning the erection:.of buildings in the City
of Newport Beach. The Ordinance was ordered filed, designated
Ordinance No. 182,,was read and considered and referred to the City
Attorney for consideration and report.
Trustee Geo. P. Wilson introduced an Ordinance making certain
amendments to Ordinance No. 110 of the City of Newport Beach. The
Ordinance was ordered filed, designated Ordinance No. 183, was read
and considered and referred to the City Attorney for consideration
and report.
City Attorney Bishop gave a brief synopsis of the four
harbor bills which he had been instrumental in getting through the
legislature and which were now ready for the Governor s signature,
and on motion of Trustee J. J. Schnitker seconded by Trustee L. S.
Wilkinson and carried, the report was accepted and the City Attorney
highly complimented for the success of his efforts by the Board of
Trustees on behalf of the Board and the citizens at large.
The report of Water Superintendent Me Millan was taken up
and discussed, and on motion of Trustee L. S. Wilkinson seconded by
Trustee Geo. P. Wilson and carried, the Clerk was instructed to
advertise for bids for the requirements at the pumping plant, all
necessary data to be furnished by the Water Superintendent and City
Trustee L. S. Wilkinson introduced a Resolution determining
that the public interest and necessity demands the completion of the
Municipal Water Works of the City of Newport Beach in order to carry

the objects, purposes and powers of said City; the coat of which
ill be too great to be paid out of the ordinary annual income and
revenue of the City of Newport Beach.
The Resolution was ordered filed and designated Resolution
No. 139, was read and referred to the City Attorney for consideration
and report.
The Street Superintendents report of the camp ground was
taken up and discussed and on motion of Trustee Conrad Richter
seconded by Trustee J. J. Schnitker and carried, the Street Superin-
tendent was instructed to complete the unit as laid out in.his plan.
The matter of prices to be charged for camping privileges
came up for discussion and on motion of Trustee J. J. Schnitker
seconded by Trustee Geo. P. Wilson and carried, the matter was
referred to the Camp Ground Committee and Mr. Porter.

Mr. Ames of the Ames Brothers Company was present and gave a
eport-on the distribution of our folders, and stated he had about
,0,000 still on hand in Los Angeles.. On motion of Trustee Goo. P.
ilson seconded by Trustee L. S. Wilkinson and carried, the contract
pith Mr. Ames for distributing the folders was continued for another
,0 days from May 1st at a price of $25.00 per month.
The communications were read and referred to the proper ordez
if business.
The petition signed by a number of people living at Balboa
.nd on Balboa Island complaining about the ferry service to the Islanc
ras taken up and on motion of Trustee L. S. Wilkinson seconded by
,rustee Goo. P. Wilson and carried, the Clerk was instructed to notif;
Ir. Beek of the complaint and also to inform him that the current
rarrant was held up pending an explanation of the ferry service.
UNFINISHED BUSINESS.
Trustee J. J. Schnitker stated that he understood Santa
Ana was intending to connect their sewer into the Delhi Sugar Factory
sewer and run same into the ocean in the raw state, but City Attorney
3ishop stated that this was not the case. On motion of Trustee J. J1
Schnitker seconded by Trustee L. S. Wilkinson and carried, City Attorney
Bishop was to arrange a meeting of our Board with the Santa Ana Trusties
and have an understanding on the sewage proposition.
The communication from C. P. Clifford in regard to renting his
pier for ferry landing was laid on the table.
On motion of Trustee L. S. Wilkinson seconded by Trustee J.J.
Schnitker the application of L. L. Hall for transfer of business
license to Nick Collins was granted on the following vote, to -wit:
Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Absent, Trustees None.
Noes, Trustees, None.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the commtnication from the Secretary of the
Chamber of Commerce in regard to the camp ground was referred to the
camp ground committee for attention.
The request of the Newport Harbor Marine Corp. for permission
to build a pier for John Cubbon in front of Lot 12 in Block 1, Sectioi
1 of Balboa Island which was referred back for proper data, was
returned with sketch and on motion of Trustee J. J. Schnitker seconded
by Trustee Geo. P. Wilson and carried, the matter was placed in the
hands of the City Engineer for his approval.
On motion of Trustee J. J. Schnitker seconded -by Trustee Geo.
P. Wilson and carried, the communication from Recorder Byron Hall
suggesting the employment of a motorcycle officer was p &aced in the
hands of the City Marshal for a recommendation.
On motion of Trustee Geo. P. Wilson seconded by Trustee L.S.
Wilkinson and carried, the contract with Wayne Goble as publicity man
expiring May 1, 1921 was continued for six months.
On motion of Trustee L. S. Wilkinson seconded by Trustee J.J
Schnitker and carried, the communication from Fire Chief Jackson
asking for the removal of lumber and trash on the bay front between
Palm and Adams Streets, was referred to Harbor Master Beek.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo:
P. Wilson and carried, the request of E. R. Roehm to build a pier in
front of Lot 4 in Block 8 Section 1 of Balboa Island was referred to
the City Engineer for his approval.
On motion of Trustee L. S. Wilkinson seconded by Trustee J.J.
Schnitker and carried, the application of A. A. Woodside for license I'
to operate a lunch counter on Lot 9 Block 12 of Balboa Tract was. granted
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J!
Schnitker and carried, the application of Clark &.Champion for license
to operate a dp.nce hall on Lots 6, 7 & 8 in Block 10 of Balboa Tract
Was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo!
P. Wilson and carried, the application of F. A. and Ruth Rising for a
license to operate a Kewple Doll Game in the Balboa Pavilion was
granted with the usual restrictions governing those games.
On motion of Trustee Geo. P. Wilson seconded by Trustee L.S.j
Wilkinson and carried, the application of Henry Seidel for transfer of
business license to Way & Driggers was granted.
A petition from the owners of lots on the alley in Block 3
of Balboa Bayside Tract asking to have same closed up was taken up and

discussed, and on motion of Trustee L. S. Wilkinson seconded by
Trustee Geo. P. Wilson and carried, the matter was referred to the
City Engineer as to the feasibility of the water and gas lines in the
alley, and to report on same at the adjourned meeting next Thursday
night.
On motion of Trustee Geo. P. Wilson seconded by Trustee J.J.
Schnitker and carried, demands No. 786 to 862 inclusive, having been
signed and approved by the Finance Committee, be allowed and warrants
' drawn for same.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the meeting adjourned to 7:00 o'clock P. M.
on Thursday, May 5, 1921.

The Board of Trustees of the City of Newport Beach met in
adjourned session at 7:00 o'clock P. M. on above date. The meeting
was called to order by President J. P. Greeley.
The roll was called as follows: Presnet Trustees J. P.
Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S.
Wilkinson. Absent, Trustees None.
The minutes of the previous regular meeting were read and
approved.
On motion of Trustee Geo. P. Wilson seconded by Trustee L.S.
Wilkinson and carried, the demand No. 863 of the Dixon Pump Works of
Santa Anaacovering their charge for brazing the connecting rod to our
pump at the pumping plant, having been signed and approved by the
Finance Committee, was allowed and warrant ordered drawn for same.
Trustee Conrad Richter stated that Miss Alice Plummer was
willing to give her time circulating a petition on Newport Heights,
and would like to have our Board cooperate with them in trying to get
the Southern California Edison Co. to put in electric lights on the
Heights.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo
P. Wilson and carried, the Clerk was instructed to prepare a petition
to be circulated by Miss Plumer on the Heights, and that the City is
in harmony with the move and if they will present the signed petition
to the Board we will take the matter up with the Southern California
Edison Co. and see if we cannot get the lights installed.
On motion of Trustee L. S. Wilkinson seconded by Trustee J.J
' Schnitker and carried, the application of Mark M. Baker for the
position of Camp Guardian was referred to City Marshal J. A. Porter
for a recommendation.
The report of Paul E. Kressly City Engineer on the petition
to close up and vacate the alley in Block 3 of Balboa Bayside Tract
in which he said it could not be vacated until after thebsewer was in
(met with a lengthy discussion, and City Attorney Bishop stated it
could be done providing the property owners could make an arrangement
_with the sewer contractor to put the sewer in the alley themselves.
No definite action was taken in regard to it.
This being the date, hour and place fixed by Ordinance No. 17
of the City of Newport Beach for hearing of the protests in the
matter of the formation of Municipal Improvement District No. 1 of th
City of Newport Beach, the President of the Board of Trustees declare
