' The Board of Trustees of the City of Newport Beach met in adjourned session at 7:00 o'clock P. M. on above date. The meeting was called to order by President J. P. Greeley. The roll was called as follows: Presnet Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Absent, Trustees None. The minutes of the previous regular meeting were read and approved. On motion of Trustee Geo. P. Wilson seconded by Trustee L.S. Wilkinson and carried, the demand No. 863 of the Dixon Pump Works of Santa Anaucovering their charge for brazing the connecting rod to our pump at the pumping plant, having been signed and approved by the Finance Committee, was allowed and warrant ordered drawn for same. Trustee Conrad Richter stated that Miss Alice Plummer was willing to give her time circulating a petition on Newport Heights, and would like to have our Board cooperate with them in trying to get the Southern California Edison Co. to put in electric lights on the L101 g11UV• ' On motion of Trustee L. S. Wilkinson seconded by Trustee Geo P. Wilson and carried, the Clerk was instructed to prepare a petition to be circulated by Miss Plumer on the Heights, and that the City is in harmony with the move and if they will present the signed petition to the Board we will take the matter up with the Southern California Edison Co. and see if we cannot get the lights installed. On motion of Trustee L. S. Wilkinson seconded by Trustee J.J ' Schnitker and carried, the application of Mark M. Baker for the position of Camp Guardian was referred to City Marshal J. A. Porter for a recommendation. The report of Paul E. Kressly City Engineer on the petition to close up and vacate the alley in Block 3 of Balboa Bayside Tract in which he said it could not be vacated until after thebsewer was in (met with a lengthy discussion, and City Attorney Bishop stated it could be done providing the property owners could make an arrangement lwith the sewer contractor to put the sewer in the alley themselves. Vo definite action was taken in regard to it. This being the date, hour and place fixed by Ordinance No. 17 the City of Newport Beach for hearing of the protests in the tter of the formation of Municipal Improvement District No. 1 of th ty of Newport Beach, the President of the Board of Trustees declare discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee Geoo P. Wilson and carried, the matter was referred to the City Engineer as to the feasibility of the water and gas lines in the alley, and to report on same at the adjourned meeting next Thursday night. On motion of Trustee Geo. P. Wilson seconded by Trustee J.J. Schnitker and carried, demands No. 786 to 862 inclusive, having been signed and approved by the Finance Committee, be. allowed and warrants drawn for same. On motion of Trustee J. J. No person interested having filed within the time provided therefor, any objection, in writing or otherwise, to the formation of said District or to the extent of sai District, or to the construction of the proposed public improvement, or to the inclusion of his property in said district, and no person appearing to protest or object thereto, and the time for filing protests and objections having expired, the Board of Trustees deemed and declared that it had acquired and now had jurisdiction to procee further in the said matter in accordance with the provisions of the Act of the Legislature under which the same was commenced. The Board of Trustees thereupon defined, fixed and establish the boundaries of Municipal Improvement District No. 1 of the City o Newport Beach as set forth in the petition and said Ordinance No. 17 as follows: Located in the City of Newport Beach, County of Orange, St of California, and beginning at a point in the center line of 10th Street, which point is 100 feet northerly of the northerl; line of Central Avenue, thence northeasterly in a direct line to U. Bulkhead Station No. 150, as shown upon a map of the War Depar ment of Newport Bay, California, establishing the harbor lines of said Newport Bay, approved January 18, 1917, thence easterl; in a direct line to U. S. Bulkhead Station No. 151, as shown upon the aforesaid map of the War Department; thence easterly in a direct line to U. S. Bulkhead Station No.,152, as shown upon the aforesaid Map of the War Department; thence south- easterly in a direct line to U. S. Bulkhead Station No. 153, as shown upon the aforesaid Map of the War Department, thence southeasterly in a direct line to U? S. Bulkhead Station No. I. as shown upon the aforesaid Map of the War Department; thence southeasterly in a direct line to U. S. Bulkhead Station No. 11 as shown upon the aforesaid Map of the War Department; thence South 15 degrees East along the Bulkhead line between U. S. Bulkhead Stations Nos. 108 and 107, and along the southeasterl; prolongation of said Bulkhead line to its intersection with thi southerly boundary line of the City of Newport Beach; thence westerly along the southerly boundary line of the City of.' Newport Beach to its intersection with the southwesterly pro- longation of the center line of 10th Street, thence north- easterly along the southwesterly prolongation of the center lii of 10th Street and along the center line of 10th Street to a point which is 100 feet northerly of the northerly line of Central Avenue, the place of beginning. Upon motion of Trustee L. S. Wilkinson seconded by Trustee Goo. P. Wilson and carried, the City Attorney was instructed to prepare an ordinance calling an election to be held within Municipal Improvement District No. 1 of the City of Newport Beach as described in said Ordinance No. 178, and provide for the submission to the qualified voters thereof the proposition of incurring a debt by the issuance of the bonds of such district for the purpose of the comple. tion of the proposed municipal improvement work, also reciting the objects and purposes for which the proposed indebtedness is to be incurred, the nature of the improvement work contemplated thereby, the estimated cost thereof, the amount of the principal of the indebtedness to be incurred therefor, and the rate of interest to be paid on said indebtedness and fixing the date on which such election shall be held, the manner of holding the same and the manner of.' voting for or against said proposition. The matter of the amount of license to be paid on the different games of skill or chance within the City of Newport Beach came up for discussion, and on motion of Trustee Goo. P. Wilson seconded by Trustee L. S. Wilkinson and carried, the license was fixed at $100.00 a year on any games of skill or chance whether Kewp Dolls, Dart Games or whatever kind, and also a general business lice of $10.00 a year on the cleaning and dyeing business. The bathing suit ordinance also was discussed and it.was th general opinion that it should be enforced and notices posted at the bathhouses and in conspicuous places to that effect. Trustee Goo. P. Wilson reported that the Camp Ground Commit would recommend that a rate of 50� per day or $2.50 per week be established for eamping; and also that a string of 8 or 10 lights be placed along the camp ground and a shower be put in in connection with the toilet. ICNZA 429 On motion of Trustee L. S. Wilkinson seconded by Trustee J -J. Schnitker and carried, the report was accppted and recommendation adopted establishing the above rates. On motion of Trustee Geo. P. Wilson seconded by Trustee L.S. Wilkinson and carried, the meeting adjourned to 7:30 o clock P. M. on Monday, May 9th 1921. s oard of rus es. city Clerk—. Ordinance No. 180 prescribing regulations for the government persons in charge and control of vessels in Newport Harbor and hibiting certain acts therein and creating a penalty for all lations thereof, having been regularly introduced on the 2d day of 1921, came on for final consideration by the Board of Trustees: roll was called and Ordinance No. 180 passed by the following vot Ayes, Trustees J. P. Greeley, J. J. Schnitker, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Geo. P. Wilson. Ordinance No. 181 being an Ordinance prohibiting the playing of certain games and the performance of certain acts along or upon certain portions of the short of the Pacific Ocean within the City of Newport Beach, having been regularly introduced on the 2d day of May, 1921, came on for final consideration by the Board of Trustees; the same was discussed and on motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the Ordinance was laid over to next.meeting to make some changes in same. ORDINANCE NO. 183, being an Ordinance mending Sections 16 and 38 of Ordinance No. 110 of the City of Newport Beach, and by adding one new section thereto to be numbered Section 162, having been regularly introduced on the 2d day of May, 1921; came on for final consideration by the Board of Trustees; the same was discussed and amended by adding the words "for each game" after the words "per annu at the end of Section 38; the roll was called and Ordinance No. 183 as amended passed by the following vote, to -wit: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Geo. P. Wilson. In the matter of closing the alley in Block 3 of Balboa Tract, a letter was presented by 0. V. Noble from the Thomas Company to the effect that they are willing to lay the sewer once if the owners of the property are willing to excavate
