On motion of Trustee L. S. Wilkinson seconded by Trustee J.J.
Schnitker and carried, the report was aceppted and recommendation
adopted establishing the above rates.
On motion of Trustee Geo. P. Wilson seconded,by Trustee L.S.
Wilkinson and carried, the meeting adjourned to 7:30 o clock P. M. on
Monday, May 9th 1921.

The Board of Trustees of the City of Newport Beach met in
adjourned session at 7:30 o'clock P. M. on above date. The meeting
was called to order by President J. P. Greeley.
The roll was called as follows: Present, Trustees J. P.
Greeley, J. J. Schnitker, Conrad Richter, L. S. Wilkinson.
Absent, Trustee Geo. P. Wilson.

UNFINISHED BUSINESS.
read and referred to the proper
Ordinance No. 180 prescribing regulations for the government
of persons in charge and control of vessels in Newport Harbor and
prohibiting certain acts therein and creating a penalty for all
violations thereof, having been regularly introduced on the 2d day of
May, 1921, came on for final consideration by the Board of Trustees:
the roll was called and Ordinance No. 180 passed by the following vote
Ayes, Trustees J. P. Greeley, J. J. Schnitker, Conrad Richter,
L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustee Geo. P. Wilson.
Ordinance No. 181 being an Ordinance prohibiting the playing
of certain games and the performance of certain acts along or upon
certain portions of the shore of the Pacific Ocean within the City
of Newport Beach, having been regularly introduced on the 2d day of
May, 1921, came on for final consideration by the Board of Trustees;
the same was discussed and on motion of Trustee L. S. Wilkinson
seconded by Trustee J. J. Schnitker and carried, the Ordinance was
laid over to next meeting to make some changes in same.
ORDINANCE NO. 183, being an Ordinance mending Sections 16 and
38 of Ordinance No. 110 of the City of Newport Beach, and by adding
' one new section thereto to be numbered Section 1612, having been
regularly introduced on the 2d day of May, 1921; came on for final
consideration by the Board of Trustees; the same was discussed and
amended by adding the words "for each game" after the words "per ann
at the end of Section 38; the roll was called and Ordinance No. 183
as amended passed by the following vote, to -wit:
Ayes, Trustees J. P. Greeley, J. J. Schnitker, Conrad Richter,
L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustee Geo. P. Wilson.
In the matter of closing the alley in Block 3 of Balboa
yside Tract, a letter was presented by 0. V. Noble from the Thomas
verty Company to the effect that they are willing to lay the sewer
pe at once if the owners of the property are willing to excavate

and backfill the trench from manhole to manhole. On motion of
Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carrie
the communication was referred to the City Engineer to report on at
the next meeting.
The petition complaining abmut the ferry service was taken up
and Mr. Beek explained that they had given the 30 minute service as
per contract and any complaints sent in to him would have been taken
care of.
On motion of Trustee Conrad Richter seconded by Trustee J.J.
Schnitker and carried, the Clerk was instructed to notify the signerf
of the petition through the one presenting same, that the Boa rd had
taken the matter up with Mr. Beek and he is perfectly willing to
adjust any complaints if sent in to him.
NEW BUSINESS.
On motion of Trustee L. S. Wilkinson seconded by Trustee J
Schnitker and carried, demand No. 864 of J. A. Beek as ferryman for t
month of April, 1921, having been signed and approved by the Finance
Committee was allowed and warrant ordered drawn for same.
On motion of Trustee L. S. Wilkinson seconded by Trustee J
Schnitker and carried, the application of 0. M. Crafts for a permit a
license to operate a Kewpie D &ll game on Lots 12 and 13 in Block 10 o
Balboa Tract, was granted with the usual provisions governing such
games.
On motion of Trustee J. J. Schnitker seconded by Trustee
Conrad Richter and carried, the application of M. Weiner for a permit
and license to run a lunch counter &n the Pavilion at Balboa was gran
On motion of Trustee L.S. Wilkinson seconded by Trustee Corr
Richter and carried, the application of Storing & Jordan for transfer
of their business license No.. 394 to J. F. Mathy was granted.
On motion of Trustee L.S. Wilkinson seconded by Trustee J.J.
Schnitker and carried, the application of Miller & Blair for a permit
to operate a restaurant in the Pavilion at Balboa was granted.
On motion of Trustee L.S. Wilkinson seconded by Trustee J.J.
Schnitker and carried, the application of 0. M. Crafts for a license
to operate a "Watch -La" Game on Lots 12 and 13 in Block 10 of Balboa
Tract, was granted with the understanding that firearms are barred
out as prizes.
On motion of Trustee J.J. Schnitker seconded by Trustee L.S.
Wilkinson and carried, the application of Hoffpauir & Ballew for a
license to operate a lunch counter on parts of Lots 15 and 16 in
Block 10 of Balboa Tract was granted.
On motion of Trustee L.S. Wilkinson seconded by Trustee Cony
Richter and carried, the application of John Thyson for transfer of
his general business license No. 118 to Hoffpauir & Bellew V +as grante
In regard to the communication from the League of Cal ifornis
Municipalities asking us to send a representative to a joint meeting
with the State Irrigation Association to be held at Sacramento May 2C
1921, on motion of Trustee L.S. Wilkinson seconded by Trustee J.J.
Schnitker and carried, the Clerk was instructed to reply to the
communication thanking them for the invitation and expressing our
regrets that we could not have a representative there.
Trustee L.S. Wilkinson introduced an Ordinance calling an
election to be held within Municipal Improvement District No. 1 of
the City of Newport Beach described in Ordinance No. 178 and providir,
for the submission to the quallified voters thereof the proposition c
incurring a debt by the issuance of the bonds of such district for th
purposes set forth in said Ordinance No. 178, and also reciting the
objects and purposes for which the proposed indebtedness is to be
incurred, the nature of the improvement work contemplated thereby, tY.
estimated cost thereof, the amount of the principal indebtedness to t
incurred therefor and the rate of interest to be paid on said indebt-
edness; and fixing the date on which such election shall be held, the
manner of holding the same and the manner of voting for or against
said proposition.

On motion of Trustee L.S. Wilkinson seconded by Trustee J.J.
Schnitker and carried, the meeting adjourned to 7:30 o'clock P.M. on
Monday, May 16, 1921.
