City Hall, Newport Beach, May 19, 1921.
The Board of Trustees of the City of Newport Beach met in
ourned session at 7:30 o'clock P. M. on above date. The meeting
called to order by President J. P. Greeley.
The roll was called as follows: Present, Trustees J. P.
eley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S.
kinson. Absent, Trustees None.
The minutes of the previous adjourned meeting were read and
UNFINISHED BUSINESS.
City Engineer Kressly reported for the committee on the bids
or the Air Compressor, Motor and Reservoir for the Pumping Plant, to
he effect that he had figured it over carefully and finds that the
it Compressor figured on by the Mercereau Bridge & Construction Co.
he lowest bidders, would do the work all right but that the figures
f Frank J. Kimball Co. by using the same size Air Compressor would be
ut little more than the lowest bid and was worth considering.
The matter was discussed at length and as the work required
eing done at once the motion was made by Trustee J. J. Schnitker
econded by Trustee L. S. Wilkinson and carried, that all bids be
ejected except the one from the Mercereau Bridge & Construction Co.
nd the checks returned to the unsuccessful bidders.
On motion of Trustee Geo. P. Wilson seconded by Trustee J. J.
chnitker the bid--of the Mercereau Bridge & Construction Co. was
ccepted with the provision that the work is to be completed by June
0, 1921, on the following vote:
Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
NEDII BUSINESS.
Trustee Schnitker stated that it was reported the teams. were
hauling top dirt on the camp ground which would not pack and it was
referred to the Street Committee to look into.
Trustee Geo. P. Wilson referred to the unsightly condition of
the pavilion at Newport Beach and did not think the parties were livinjl
up to their contract.
I On motion of Trustee J. J. Schnitker seconded by Trustee L.
S. Wilkinson the matter was referred to the Street Committee with
power to act by the following vote:
Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
Mr. Porter suggested that there should be a sign placed on
the streets directing the people to the city toilets, and on motion
of Trustee J. J. Schnitker seconded by Trustee L. S. Wilkinson and
carried, the Health Officer was instructed to get signs printed and
ut them up.'
Mr. Timmons asked what prtgress was being made towards
vacating the alley in Block 3 of Balboa Tract, and upon motion of
Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried
that it is the sense of the present Board of Trustees that when the
sewer matters now standing in the way are cleared up, there is no
Abjection to abandoning the alley for street purposes as far as this
Board is concerned.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the ballots for the special election to be held
June 7, 1921 were to be printed by the Newport News following the form
given in Ordinance No. 184.
Mr. Porter stated that three of the toilets at the camp group
were not working and the matter was referred to the Street Committee
to look into.
Mr. Porter also referred to communications he had received
from persons wanting to camp at the end of the dirt road at Balboa,
and he was instructed to make the sign read that there,r.would be no
camping allowed there without a permit from the owner of the property.

The Clerk was asked to have ready to read at the next meet
the contract with Joseph A. Beek for operating an automobile ferry
across the bay, and to ask Mr. Beek to be present at that meeting.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Conrad Richter and carried, the meeting adjourned Sine Die.

The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'clock P. M. on above date. The meeting
was called to order by President J. P. Greeley.
The roll was called as follows: Present, Trustees J. P.
Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S.
Wilkinson. Absent, Trustees None.
The minutes of the previous adjourned meeting and the
special meeting of June 1st were read, corrected and approved.
The reports of the heads of the various departments were
read and wiith reference to the Electricians report, on motion of
Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carri
the Clerk was instructed to notify the electrician to take the matte
up with the Southern California Edison Co. .and advise them not to
connect up any more houses without a clearance.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo
P. Wilson and carried, the reports were accepted and ordered filed.
REPORTS OF COMMITTEES.
Trustee Wilkinson referred to the condition of the approach
to the hill just across the bridge and suggested widening the culvert.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.
Schnitker and carried, the matter was referred to the Street Committee
to take up with the Supervisors and have it remedied as soon as
possible.
The communications were read and referred to the proper
order of business.
UNFINISHED BUSINESS.
City Attorney Bishop presented 4 copies. of Building Ordinance
No. 182 of 76 pages each which was discussed, and on motion of Trustee
Conrad Richter seconded by Trustee Geo.' P. Wilson, the Ordinance as
drawn was to be submitted to a practical builder or architect for
inspection before its final passage; the same was carried by the
following vote:
Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson,
Conrad Richter.
Noes, Trustee L. S. Wilkinson.
Absent, Trustees None.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the application of George Swanson for license to
operate a lunch stand in the Pavilion at Balboa, was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.
Schnitker and carried, the application of H. B. Tudor for license to
operate a Country Store on part of Lots 14, 15 and 16 Block 10 Balboa
Tract, was granted providing that it is not a game that is prohibiter
by law.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the application of H. B. Tudor for license to
operate a Dart Game on part of Lots 14, 15 and 16 Block 10 Balboa
Tract was granted.
