The Clerk was asked to have ready to read at the next meet
the contract with Joseph A. Beek for operating an automobile ferry
across the bay, and to ask Mr. Beek to be present at that meeting.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Conrad Richter and carried, the meeting adjourned Sine Die.

The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'clock P. M. on above date. The meeting
was called to order by President J. P. Greeley.
The roll was called as follows: Present, Trustees J. P.
Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S.
Wilkinson. Absent, Trustees None.
The minutes of the previous adjourned meeting and the
special meeting of June 1st were read, corrected and approved.
The reports of the heads of the various departments were
read and with reference to the Electricians report, on motion of
Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carric
the Clerk was instructed to notify the electrician to take the mattes
up with the Southern California Edison Co. ,and advise them not to
connect up any more houses without a clearance.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the reports were accepted and ordered filed.
REPORTS OF COMMITTEES.
Trustee Wilkinson referred to the condition of the approachi
to the hill just across the bridge and suggested widening the culvert
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.
Schnitker and carried, the matter was referred to the Street Committc
to take up with the Supervisors and have it remedied as soon as
possible.
The communications were read and referred to the proper
order of business.
UNFINISHED BUSINESS.
City Attorney Bishop presented 4 copies. of Building Ordinanc
No. 182 of 76 pages each which was discussed, and on motion of Trust(
Conrad Richter seconded by Trustee Geo.' P. Wilson, the Ordinance as
drawn was to be submitted to a practical builder or architect for
inspection before its final passage; the same was carried by the
following vote:
Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilsox
Conrad Richter.
Noes, Trustee L. S. Wilkinson.
Absent, Trustees None.
On motion of Trustee J. J. Schnitker seconded by Trustee Gec
P. Wilson and carried, the application of George Swanson for license
operate a lunch stand in the Pavilion at Balboa, was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee J.
Schnitker and carried, the application of H. B. Tudor for license to
operate a Country Store on part of Lots 14, 15 and 16 Block 10 Balbo(
Tract, was.granted providing that it is not a game that is prohibiter
by law.
on motion of Trustee J. J. Schnitker seconded by Trustee Gec
P. Wilson and carried, the application of H. B. Tudor for license to
operate a Dart Game on part of Lots 14, 15 and 16 Block 10 Balboa
Tract was granted.

On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.
Schnitker and carried, the application of H. B. Tudor for a license
to operate a Black Cat Game on part of Lots 14, 15 & 16 in Block 10
Balboa Tract,. was,granted providing it is not a game prohibited-by lar.
On motion of Trustee Geo. P. Wilson seconded by Trustee J. J.
Schnitker and carried, the application of Theo. H. Neitz for transge
of business license No. 77 to Ira L. Evans was granted.
The communication from City Recorder Hall asking a raise in
salary was laid over'to next meeting for investigation.
The communication from H. L. SIgerman asking permission to hold
the annual Bathing Girl's Parade was referred to the City Marshal.
The comminicati6k from the Newport Beach Chamber of Commerce
asking the Board to appoint a program committee and appropriate some
money for July 4th was taken up, and on motion of Trustee J. J.
Schnitker seconded by Trustee L. S. Wilkinson and carried, $250.00 .
was voted out of the music fund for the 4th of July, $125.00 for
Newport Beach and $125.00 for Balboa, the program being left with the
Chambers of Commerce.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the request of Roehm & Sylvester to build a
pier 50 ft. from the bulkhead line in front of Lot 4, Block 8, Sectio
1 of Balboa Island was granted.
The request of the Newport Harbor Marine Corp. to put dorm
piling for a landing barge at the end of the 51 foot pier of Jeffrey
T. Ferres was laid over to next meeting.
In regard to the communication of Leo Goepper of Balboa
complaining about a fire trap near his place, on motion of Trustee
L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried,
the City Clerk was instructed to notify him that under the existing
Ordinance the trouble complained of in his neighbors yard cannot be
remedied by us.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the matter of obstruction at the intersection
of "A" Street and Bay Avenue as complained of by Isar. Goepper, was
referred to the Street Committee for attention.
ORtDINANCE NO. 185.
"An Ordinance of the Boerdoofi :Trustoes:oflithe City of
Newport Beach declaring vacant for public street purposes, a certain
portion of 24th Street within said City ", which came up for final
passage, was discussed at length, and on motion of Trustee Conrad
Richter seconded by Trustee J. J. Schnitker and carried, the matter
of final passage was postponed pemding an investigation of our water
frontage at this place.
NEW BUSINESS.
Treasurer Wallace referred to the unsightly condition of the
Pavilion at Newport Beach which is contrary to the lease, and on
motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker
and carried, the City Clerk was instructed to notify the parties that
they would have to live up to the provisions of the lease or vacate
within 3 days on the following vote:
Ayes, Trustees, J.P. Greeley, J. J. Schnitker, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
This being the first Monday in June, and the Tax Collector
having delivered to the Board of Trustees by filing the same with th
Clerk, a complete delinquent list of all persons and property owing
taxes, and at the same time returned the assessment roll.
In the delinquent list so delivered there was set down in
nemerical order all matters and things contained in the assessment
book relating to delingffient persons and.property.
The Board of Trustees having carefully compared said delin-
quent list with the assessment roll and being satisfied that it
contained a full and true statement of all taxes due and unpaid, the
Tax Collector was duly credited with all taxes charged against him
on the assessment roll, the amount of which was $65,841.15, and in
turn the Board of Trustees directed the City Clerk to charge the Tax
Collector with the amount of taxes due on the delinquent list,
together with all penalties due thereon and an additional sum of
Fifty Cents (6.50) advertising fee on each lot, parcel or tract of
land separately,and each assessment of personal property so delinque)

the amount of which is $3,174.65.
The Board of Trustees further directed the City Clerk to
forthwith deliver to the Tax Collector said delinquent list.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the above resolution was adopted.
President Greeley referred to the matter of Auto Ferry and
asked Mr. Beek what was being done with it.
Mr. Beek explained the matter thoroughly and stated he
expected very soon now to be able to take automobiles across the bay. ,
Louis Kirkpatrick referred to the unsanitary conditions out on
the end of the wharf, and Trustee Wilkinson stated the wharf had been!
declared unsafe and people were not supposed to be out there. No
action was taken in the. matter.
The demand of W. T.R. Ledbetter covering the 1) % retained on
rock placed in Newport Beach Jetty was referred to, and on motion of
Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and
carried, the City Clerk wgs instructed to,.write to Major C. T. Leeds -
in regard to it, and same to be approved if found to conform to the
agreement.
On motion of Trustee Geo. P. Wilson seconded by Trustee J. J.
Schnitker and carried, that demands No. 865 to 963 inclusive, having
been signed and approved by the Finance Committee, be allowed and
warrants drawn for same.
The matter of flying machines flying low over the City and
also the matter of a landing place for the machine staying here was
discussed at length, and on motion of Trustee L. S. Wilkinson
seconded by Trustee J. J. Schnitker and carried, the City Marshal wasi
instructed to confer with Mr. Gray in regard to a landing place that
would be safe for the people, and report.,at the next meeting.
Mr. Beek referred to the fact that if he was going to clean
the shore of the bay of old boats, spars, etc. he would have to have
a place to store them, and on motion of Trustee L. S. Wilkinson
seconded by Trustee Geo. P. Wilson and carried, the Harbor Master was
authorized to use some of the City property as a storage ground for '
same.
Trustee Schnitker referred to a piling at the 191;h Street wharf
which had been raised out of the ground by the float and which he thought
should be removed. The matter was referred to the harbor Master
for attention.
City Attorney Bishop spoke about receiving communications
from a Mr. Dunn in regard to some tidelands which were assessed to
Geo. W. Harbon but which they claimed had been dredged away. No
action was taken on same at this time.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the meeting adl}ourned to 7:30 o'clock P. I.S.
on Monday, June 13, 1921.
