The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock P. I.I. on above date. The meeting was called to order by President J. P. Greeley. The roll was called as follows: Present, Trustees J. P.Greel J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Absent, Trustees None. The minutes of the adjourned meetings of August 8, 11 and 15, 1921 were read and approved. 6= 9zi. The reports of the heads of the various departments were bead and on motion of Trustee Geo. P. Wilson seconded by Trustee J.J. Schnitker and carried, the reports were accepted and ordered filed. Trustee Schnitker reported for the Committee appointed to see about getting a lot for a driveway on the Northerly side of the City Hall, that we could get either Lot 8 or Lot 11 in Block 20 First Addition for 01,000.00, and vie pay half the expense of moving the house on the adjoining lot, and the Committee recommended that vie buy Lot 8 next to the burgalettes. On motion of Trustee Conrad Richter seconded by Trustee Geo.P. Wilson and carried, that we act on the recommendation and the City Clerk authorized to enter into a contract with Mr. Luxembourger on the basis of 9300.00 down and the balance January 3, 1922 or more time will be granted if the City desires. On motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker and carried, that we act at once on the recommendation of Street Superintendent Knight for repairing the County bridge and tha same be Bond now. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the City Engineer was instructed to look over the Balboa Island bridge and report at the next meeting the expense of "repairing same. After some discussion in regard to the expense of the Police Department, on motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the extra police officers put on for the summer months were to be dispensed with on the b5th of September. Trustee Richter referred to the report of the Water Superin- tendent to the effect that it was absolutely necessary to renew the line from the pumping plant to the reservoir for which we would have to get a right -of -way, and also to buy additional water bearing land which would approximate X75,000.00 and which would have to be done by a bond issue. The matter was discussed at length and on motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the matter was referred to the City Engineer for an estimate of the cost by next 1.11onday night. & M4 b City Attorney Bishop wanted the Board of Trustees to define and designate definitely the anchoring grounds within the bay so he could, properly draw up an amendment to Ordinance No. 180; the same was discussed and on motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker and carried, the Chair was to appoint the ) City Engineer and Harbor Blaster J. A. Beek to make an estimate of the limitations of the harbor for the City Attorney's aid in . drafting the Ordinance, and the Harbor Master to be given power to enforce it. ' The communications were read and referred to the proper order of business. UNFINISHED BUSINESS. Trustee Conrad Richter reported for the committee appointed to look into the games at Balboa, that it was their opinion that the) six games of the Balboa Amusement Co. and Soto Nishikawa were one devise and should come under one license. The matter was discussed) at length and the Committee continued for recommendation. A petition from the residents of West Newport asking that Ocean Boulevard from 30th Street Westerly be repaired, was presented and the matter was referred to the City Engineer as to location of the sewer, and the Clerk was instructed to notify them of same. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the application of City Recorder Byron Hall for a 10 days leave of absence beginning September 7th was granted. On motion,of Trustee Geo. P. Wilson seconded by Trustee J. J.! Schnitker and carried. the application of T. V. Longmore for a permit And license to operate a Restaurant on Lot 6 Block 21 of Newport Beach Tract, was granted. On motion of Trustee L. S. Wilkinson seconded by Trustee J.J. Schnitker and carried, the Clerk was authorized to advertise for bid for a Ford Runabout such as is required by the Water Superintendent. The application of C. A. Lasher and Frank Gribes for -a permit to build a pier between lots 17 and 18 of Section 5 Balboa Island, having been approved conditionally by the City" Engineer, was laid over for the crostomary two weeks. The Official Call of the League of California Municipalities for the Convention to be held at Santa Monica, Calif.'Sept. 27th to 30th 1921 was read, and on motion of Trustee L. S. Wilkinson second by Trustee J. J. Schnitker and carried, all the Officials of the Ci who can are authorized to attend the Convention with expenses paid by the City. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the City Clerk -was instructed to notify the property owners in Block C Newport Bay Tract who desired an alley dieted, that the City Engineer advises waiting until the sewer is in before dirting the alley. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, Mr. Porter was authorized to employ I:Ir. J. S. Welsh to help getting out the tax bills for three months at $p75.00 per month as Mrs. Porter will be unable to help this year. On motion of Trustee J. J. Schnitker seconded by Trustee Geo P. Wilson and carried, the Street Superintendent was instructed to place a lamp post at the corner of 3d Street and Bay Avenue and one at 4th Street and Bay Avenue. On motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker and carried, the Street Superintendent was asked to 16ok up the matter of electric light globes and report at the next meetin .1 On motion of Trustee J.J. Schnitker seconded by Trustee Geo. 1. Wilson_ and carried, the following Resolution was adopted: I CNZA 449 TAX LEU`l. RESOLUTION NO. 143. A Resolution of the Board of Trustees of the City of Newport Beach fixing the rate per centum and levying a tax upon all of the taxable property within the City of Newport Beach which is taxable. therein for municipal purposes. The Board of Trustees of the City of Newport Beach do resolve and declare as follows: 1st. Resolved that there be and is hereby levied upon all of the taxable property within the City of Newport Beach which is taxable therein for municipal purposes, a tax for the purpose of raising the necessary money with which to carry on the various departments of the City of Newport Beach for the current fiscal year 2d. Resolved that the rate per centum of the tax hereinafter levied shall be and is hereby fixed at the sum of 100 cents on each One Hundred Dollars ($100.00) of value designated for each fund as follows: For the Salary fund, - - - - - - - - - 20 Cents, For the Street fund, - - - - - - - - 42 Cents, For the Current Expense fund, - - - - 35 Cents, For the Library fund, - - - - - - - - 03 Cents. Total tax levy, = Cents. 3d. Resolved that in addition to all other taxes herein levied for municipal purposes, there is hereby levied on all of the taxable property within the City of Newport Beach, a tax for the purpose of raising the necessary and sufficient money to pair the annual interest on all issued outstanding and unpaid municipal bonds of the City of Newport Beach, and also such part of the principal thereof.as shall become due before the time for fixing the next general tax levy in and for said city: the rate of the tax hereby levied for said purpose is fixed at 80 Cents on each One Hundred Dollars ( 100.00) of value, and the same shall be collected at the same time and in the same manner as all other municipal taxes are collected. 4th:. Resolved that in addition to all other taxes herein levied, there is hereby levied on all the taxable property within the City of Newport Beach, a tax of 15 Cents on each One Hundred Dollars ( §100.00) for advertising purposes, pursuant to the provisio of Ordinance No..144 submitted to, and carried'by a. majority of the votes of all the voters toting at an election held for the purpose of voting for or against said Ordinance on the 24th day of September .1918. The above and foregoing Resolution was passed, adopted and approved by the Board of Trustees of the City of Newport Beach at a regular meeting thereof held on the 6th day of September, 1921 by the following vote, to -wit: .Ayes, Trustees J. P. Greeley, J.J. Schnitker, Geo. P. Wilson, Conrad Richter„ L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. Harbor Llaster Beef: stated that it was quite necessary that w should have some additional buoys marking the channel in the bay, an on motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schni and carried, the Harbor Master was authorized to secure 10 of the buoys as recommended at a cost of approximately $30.00 each, and place them where necessary. Mr. J. A. Beek also wanted permission to build a waiting room and ticket office at the end of Palm Street which was discussed, and the City Engineer and Trustee Conrad Richter were appointed to confe with Pair. Beek in regard to the structure and report at the next meeting. 450 Mr. Beek stated that the piers at Opal and Topaz Streets on the Island needed repairing and that the property owners were willini to do it if the City would maintain them afterwards. On motion of I Trustee Geo. P. Wilson seconded by Trustee Conrad Richter and carried, Harbor Blaster Beek was authorized to repair the piers at the propert� owners expense and the City would maintain them afterwards. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, that demands No. 83 to 162 inclusive having been signed and approved by the Finance Committee, be allowed and warrants drawn for same. On motion of Trustee J. J.
