The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'cloc'_t P. I:. on above date. The meeting
was called to order by President J. P. Greeley.
The roll'wa.s called as follows: Present, Trustees J. P.
Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter

approved. The minutes of the meeting of Sept. 26th were read and
The reports from the heads of the various departments wera
read and on motion of Trustee L. S. Wilkinson seconded by Trustee J.J.
Schnitker and carried, the reports were accepted and ordered filed.
The communications were read and referred to the proper orde
of bn.siness.
UNFINISIIED BUSINESS.
ORDINANCE NO. 188, being an Ordinance entitled as follows:
",An Ordinance of the City of Newport Beach ordering the
submission to the qualified voters of said City the proposition
of incurring a bonded debt for the purpose of the completion
of the municipal water t;orkd of the City of Newport Beach, as
set forth in Resolution No. 144 of the City of Newport Beach,
and calling an election for that purpose, reciting the objects
and purposes for which the indebtedness is proposed to be
incurred, the estimated cost of the proposed public improveme t,
the amount of the principal of the indebtedness to be incurred
therefor; the maximum rate of interest to be paid on such I
indebtedness, fixing the date on which such election_ wi1l..be
held, the manner of holding such election, and the voting fort
or against incurring such indebtedness, and providing that in
all particulars not recited in this Ordinance, such election
shall be held as provided by law for holding municipal ,
elections in the City of Newport Beach,"
was taken up for final action, read and considered, the
roll was called and Ordinance No. 188 passed by the following vote: !
Ayes, Trustees, T. P. Greeley, J. J. Schnitker, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.

Ordinance No. 188 having been passed by the vote of more
than two - thirds of all the members of the Board of Trustees of the
City of Newport Beach, it was signed and approved by the President
of the Board of Trustees.
The map of Harbor Orchard Tract No. 183 which was approved
prematurely on Sept. 12th was presented, and on motion of Trustee
Geo. P. Wilson seconded by Trustee J. J. Schnitker and carried, the i
map was approved.
The application of Edgar 11. Crowther for a permit to build a
pier 85 feet in front of his property, being Lot 10 Block 13 of Balboa
Tract having been approved by the City Engineer, was grated on motio
of Trustee Geo. P. Wilson seconded by Trustee Uonrad Richter and
carried, with the usual restrictions. .
This being the day and hour fixed for the opening of bids furl
an 800 foot wharf at :.;ain Street and a 100 foot i,.rharf at Washington
Street in I.Iunicipal improvement District No. 1, the Board in open
session opened, examined and declared all sealed bids received for
the said work, which bids are as follows:

On motion of Trustee L. S. .7ilkinson seconded by Trustee Geo.l
P 17ilson and carried, the Board adjourned to a committee of the
*thole with the Citn Engineer to consider the bids.

After considerinfF, the bids, on motion of Trustee J. J.
Schnitker seconded by Trustee L. S. Wilkinson and carried, the.
committee of the whole do now report back to the Board of Trustees
and recommend that the bid of G. 's... Ledbetter be acceoted.
On motion of Trustee L. S. Wilkinson seconded b« Trustee GOO.
P. Wilson and carried, all bids except the one from 1J. T:. Ledbetter
were rejected and any checks accompanying same to be returned.
On motion of Trustee J. J. Schnitker seconded by Trustee L.Is .
Wilkinson and carried, the bid of W. M. Ledbetter was accepted and h
was awarded the contract for building the wharfs.
On .motion of Trustee L. S. Wilkinson seconded bz- Trustee.J.J.
Schnitker and carried, the bonds of $25,000.00 and $$4,500.00 were
awarded to Banks, Huntley* `•: Go. of Los Angeles, Calif. at par and
accrued interest.

The communication from ,lead ? Rutan, Attys. of Santa Ana in
regard to the construction of the spur at the jetty was taken up, and
on motion of Trustee J. J. Schnitker seconded b77 Trustee Geo. P.
. ilson and carried, the City Clerk was instructed to notify them t;zet
the matter had been referred to the Harbor Commission who have charZe
of the work.
,r. R. G. Roberts was present and stated he had built a nice
large house on :' eeport heights and Granted the Citir to furnish hint
electric lights. ITe also wanted 14th Street improved and oiled and

President Greele,r. stated the Southern California Edison Co.

equally distribute the electricity, and on motion_ of Trustee J. J.
Schnitker seconded by Trustee Conrad Richter and carried, the Preside t
of the Board with the LiT-ht Committee were to lool•: into the natter of
a location for a substation and perhaps could arrange to give a lot
in exchange for electric lights on the heights.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.
P. Wilson and carried, the matter of electric lights for Er. Roberts
was referred to the Light Committee and that I:r. Roberts be furnished
with electric energy.
On motion of Trustee J. J. Schnitker seconded by Trustee L.S.
i icinson and carried, the matter of improving 14th Street on the

L. L. Garrigues and H. L. Sherman of Balboa were present and
brought up the matter of havi.rg an Ordinance to enable the Police
Department to properly enforce the Volstea.d Law, G;hicii was discussed,
and on motion o,f Trustee L, S. Wilkinson seconded bsr Trustee Geo. P.
::ilson and carried the City Attorney was instructed to dray, up an
Ordinance, and if our old Ordinance is obsolete to mare e,.n amendment
to eliminate it and have the new one to take its place.
Trustee L. S. "ilkinson introduced an Ordinance entitled Ps

anufacture, sale or storage of intoxicating liquor in the City of
eeport Beach; the importation thereof into or the exxportstior. ti"creo

out of said City for beverage purposes except as in this Ordinance
prescribed and providing a penelty for violations thereof.
The Ordinance was ordered filed, read, designated Ordinance No.
189 and referred to the City Attorney for consideration.
On motion of Trustee L. S. Wilkinson seconded by Trustee J. J.I
Schnitker and carried, demands No. 164 to 246 inclusive, having been
signed and approved by the Finance Committee, be allowed and warrant
drawn for same. ,
As the work in the tax department was pretty heavy, on motion
of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and I
carried. the assistant to the tax collector, J. S. lUelsh, was allowed
ti�100.00 per month beginning October 1st instead of the $75.00 as
voted September 6, 1921.
City Engineer Kressly presented a map showing the strip of
land to be condemned on Central Avenue, and on motion of Trustee J.
Schnitker seconded by Trustee Geo. P. Wilson and carried, the map
was approved.
City Attorney Bishop asked permission to get the proper data
from the Orange County Title Co. to enable him to arrange the condem
nation proceedings on Central Avenue, and on motion of Trustee J. J.
Schnitker seconded by Trustee Geo. P. Wilson and carried, he was
authorized to get what information he desired at the City's expense.
On motion of Trustee J. J. Schnitker seconded by Trustee Geo.l
P. Wilson and carried, the meeting adjourned to 7:30 o'clock P. ..
