City Hall, Newport Beach, Dec. 5, 1921.
The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'clock P. M. on above date. The - meeting
was called to order by President Greeley.
The roll was called as follows: Present, Trustees Greeley,
Schnitker, Wilson, Richter and Burke. Absent, Trustees None.
The minutes of the previous adjourned meeting of Nov. 28, 1921
were read and approved. j
The reports of the heads of the various departments were read,
and on motion of Trustee Schnitker seconded by Trustee Wilson and
carried, the reports were accepted and ordered filed; the reports ofd
the Electrician, Fire Chief'and Gas Departments to be considered later
in the meeting.
SPECIAL COMMITTEES. I
Treasurer We ace referred to a communication from the
Pacific Ranch Co. refusing to grant a right -of -way across their -
property for the water pipe line which was discussed, and on motion
of Trustee Richter seconded by Trustee Wilson and carried, the City
Engineer was instructed to furnish the Board with the difference in
cost between going straight across and going around the north line
of the Pacific Ranch Co. property, the Committee being continued to
get a price from the Ranch Col for the right -of -way.
The communications were read and referred to the proper order
of business.
NEW BSINESS.
This being the day and hour fixed for opening the bids for
the sale of the $80,000.00 bonds of the City of Newport Beach for the
completion of the water works therein, but inasmuch as no bids were
received the Board of Trustees were authorized to sell the bonds at
private sale at not less than par and accrued interest.
Trustee Schnitker introduced the following Resolution:
WHEREAS, the Board of Trustees of the City of Newport Beach
has heretofore duly advertised'for sale the bonds of the City of
Newport Beach in'the sum of $80,000.00 heretofore voted and issued
for the purpose of completing the municipal water works at and within'
the City of Newport Beach, and
WHEREAS, no bids were received therefor at the time in thel
said notice provided for,
NOW; THEREYORE, be it resolved that the City of Newport
Beach sell the said bonds at private sale without any or further
advertisement, provided that none of said bonds shall be sold for
less than their par value and accrued interest thereon to the date
of delivery.
The roll was called and the foregoing resolution passed by
the following vote, to -wit:
Ayes, Trustees Greeley, Schnitker, Wilson, Richter and Burke.j
Noes, Trustees None.
Absent, Trustees None.
The following Committee was appointed to sell the bonds at
private sale: Trustees Greeley and Schnitker and Treasurer Wallace.
The report of Fire Chief Jackson was taken up and discussed!
and on motion of Trustee Schnitker seconded by Trustee Wilson and
carried, the City Attorney was asked to get up a form of notice to
serve on property owners to clean up their places, and same to have a
copy of Ordinance No. 191 printed on the back.
On motion of Trustee Schnitker seconded by Trustee Wilson
and carried, Fire Chief Jackson was authorized to purchase the
articles asked for in his report for the fire truck.
The Electricians report was discussed and on motion of
Trustee Schnitker seconded by-Trustee Burke and carried, the matter of
extending the electric lights on Balboa Island was placed in the hands
of the City Engineer to form an assessment district.

The matter of delinquent taxes on a two foot strip around
Island was referred to the City Attorney to look into.
The request of the Gas Department for a storage building was
taken up and on motion of Trustee Wilson seconded by Trustee Burke
and carried, the matter was referred to the City Engineer and Water
Superintendent for a report at the next meeting as to cost.
On motion of Trustee Schnitker seconded by Trustee Wilson
and carried, the request of F. L. Rinehart for six weeks extension
of his leave of absence was granted.
On motion of Trustee Wilson seconded by Trustee Schnitker
and carried, the request of J. A. Porter to be allowed to retain J.
S. Welsh as Assistant Tax Collector until Dec. 15, 1921 was granted.
On motion of Trsutee Wilson seconded by Trustee Schnitker and
carried, that demands No. 367 to 447 inclusive having been signed
and approved by the Finance Committee, be allowed and warrants drawn
for same.
The City Electrician had a sample of a cheaper electric light
globe than we were using which was discussed, and on motion of
Trustee Schnitker seconded by Trustee Wilson and carried, the matter
was referred back to the City Electrician for a larger size with the
cost to be reported on at the next meeting.
Trustee Richter presented a petition signed by the required
number of property owners and voters to form an assessment district
to do additional dredging near the Yacht club, and on motion of.'.
Trustee Schnitker seconded by Trustee Wilson and carried, the matter
was referred to the City Attorney to look into, and if all right to
draw up an Ordinance covering same.
On motion of Trustee Wilson seconded by Trustee Schnitker and
carried, the meeting adjourned to 7:30 o'clock P. M. on Monday,
December 12, 1921.
