City Hall, Newport Beach, May S. 1922.
The Board of Trustees of the City of Newport Beac'- met in
regular adjourned session at 7:30 o'clock P. N. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the regular meeting of May 1st were read and
approved.
The communications were read and referred to the proper order
of business.
UNFINISHED BUSINESS.
RESOLUTION NO. 179.
"A Resolution by the Board of Trustees of the City of
Newport Beach declaring its intention to order an improve-
ment made in said City, describing the improvement, the
land deemed necessary to be taken therefor, specif *ing
the exterior boundaries of a district of land to be
benefitted by the improvement, and to be assessed to pay
the damages, costs and expenses.thereof, directing the
posting and publication of notice, and designating a
newspaper for that purpose."
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C.
Sloan the foregoing Resolution was adopted by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, 0. H. Burke.
Noes, Trustees None. .
Absent, Trustees None.
This being the day and hour set for opening bids for sewers
as contemplated by Resolutions of Intention No. 158 and 160 of this
Board, the Board in open session publicly opened, examined and declared
all sealed bids received for said work, to -wit:

And thereupon said bids were referred to the City Engineer for
checking and report.
The City Engineer reported that Shepard & Weber is the lowest
bidder for the sewers, and thereupon Trustee Geo. P. Wilson presented
Resolution No. 180 entitled,
"A Resolution of the Board of Trustees of the City of
Newport Beach awarding the contract for certain work on
certain portions of 19th Street, and the first alley southerly
of Central Avenue from 19th Street to the first alley westerly
of 15th Street, and the first alley westerly of 15th Street
between Ocean Avenue and Central Avenue, and the first alley
easterly of 15th Street between Ocean Avenue and Central Avenue,
and the first, alley southerly of Central Avenue from the first
alley easterly of 15th Street to 14th Street within said City,"
and on his motion seconded by Trustee H. C. Sloan, said Resolution
was adopted by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, 0. H. Burke.
Noes, Trustees None.
Absent, Trustees None.

Trustee H. C. Sloan introduced Resolution No. 181 entitled,
"A Resolution of the Board of Trustees of the City of
Newport Beach awarding the contract for certain work on
certain portions of F Street, and the first alley northerly
of Central Avenue from F Street to I Street, and I Street,
and the first alley northerly of Central Avenue from I
Street to J Street, and J Street, and the first alley
northerly of Central Avenue from J Street to K Street, and
K Street, and the first alley northerly of Central Avenue
from K Street to L Street, within said City," and on his
motion seconded by Trustee 0. H. Burke, said Resolution was adopted
by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, 0. H. Burke.
Noes, Trustees None.
Absent, Trustees None.
It appearing that there is some $5,000 left in the Municipal
Improvement District No. 1 Main Street 14harf frond, on motion of Trustee
H. C. Sloan and seconded by Trustee Geo. P. Wilson, the President
and Clerk were directed to invest the money in Bonds by the following
vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo.-P. Wilson,
Conrad Richter, 0. H. Burke.
Noes, Trustees None.
Absent, Trustees None.
PIEVI BUSINESS.
Trustee Conrad Richter introduced a proposed ordinance
prohibiting overcasting from piers in the City of Newport Beach.
The ordinance vias ordered filed, read, considered and designated
Ordinance No. 205 and submitted to the City Attorney for consideration.
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C.
' Sloan and carried, the City Clerk was instructed to advertise for
bids for dredging a turning basin at Balboa, the bids to be opened
on Monday, May 29, 1922.
On motion of Trustee Geo. P. Wilson seconded by Trustee 0. H.
Burke and carried., the City Clerk was instructed to Request the
Harbor Commission to-allow the Dredger to dredge the turning basin,
if they get the contract, before going to the head of the channel to
complete the County work.
On motion of Trustee 0. H. Burke seconded by Trustee Geo. P.
Wilson and carried, the request of the Balboa Island Improvement
Association for permission to pave Sapphire and Diamond Avenues on
Balboa Island was granted, the City Engineer to give them the proper
grades.
The communication from the Pacific Electric Land Co. in
regard to street signs for Section B was considered, and on motion
of Trustee Conrad Richter seconded. by Trustee 0. H. Burke and carried,
.the Street Superintendent was instructed to make a report at the nest
meeting of the cost of signs and wooden posts to put them on.
On motion of Trustee Conrad Richter seconded by Trustee Geo.
P. Wilson and carried, the request of the Newport Harbor Marine
Corporation for a permit to extend J. T. Ferres pier to feet farther
out, having been approved by the City Engineer, was granted with the
usual restrictions.
The easement of the Pacific Electric Land Co. covering the
Ocean Front lots in Section B was referred to the City Attorney for
investigation and report.
The demand of W. Ta. Ledbetter for $3,115.00 covering contract
on the Washington. Street pier, having been signed and approved by the
Finance Committee, was allowed and a warrant to be drawn for same on
motion of Trustee Geo. P. Wilson seconded by Trustee 0. H. Burke and
carried.
The City Engineer was asked to report on changing the city
lighting system to the series system as soon as possible.

On motion of Trustee Geo. P. Wilson seconded by Trustee 0. H.
Burke and carried, a map of Tract No. 278 being a subdivision of Lots
196 and 206 of Newport Heights coming within the three mile limit,
having been approved by the City Engineer, was approved.
APPOINT17.E1NTS were made as follows:
On motion of Trustee Conrad Richter seconded by Trustee 0. H.
Burke the appointment of John Mc Millan as Water Superintendent upon
call of the roll was unanimously carried.
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C. I
Sloan the appointment of F. L. Rinehart as Gas Manager upon call of
the roll was unanimously carried.
On motion of Trustee H. C. Sloan seconded by Trustee Conrad
Richter the appointment of C. G. Rodger as City Electrician upon call
of the roll was unanimously carried.
On motion of Trustee 0. H. Burke seconded by Trustee H. C.
Sloan the appointment of F. L. Rinehart as Street Superintendent at a
salary of $50.00 per month, upon call of the roll was unanimously
carried.
On motion of Trustee 0. H. Burke seconded by Trustee H. C.
Sloan the appointment of J. A. Beek as Harbor P;Iaster upon call of the
roll was unanimously carried.
On motion of Trustee Conrad. Richter seconded by Trustee Geo.
P. Wilson_ the appointment of J. A. Porter as Health Officer upon call
of the roll was unanimously carried.
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C.
Sloan the appointment of Byron Hall as City Recorder upon call of the
roll was unanimously carried.
On motion of Trustee Conrad Richter seconded by Trustee H. C.
Sloan the appointment of A. W. Jackson as Fire Chief upon call of the
roll was unanimously carried.
On motion of Trustee 0. H. Burke seconded by Trustee Geo. P.
Wilson Mr. Rinehart was authorized to employ a clerk for inside work
in his departments at a salary not to exceed $100.00 per month the
same to be a charge against the City, which was upon call of the roll
unanimously carried.
On motion of Trustee 0. H. Burke seconded by Trustee H. C.
Sloan Mr. Porter was authorized to employ an assistant who was to be
a Deputy Marshal at a salary not to exceed $100.00 per month, the same
to be a charge against the City, which was upon call of the roll
unanimously carried.
On motion of Trustee Conrad Richter seconded by Trustee H. C.
Sloan 11r. McMillan was authorized to employ a man for the gas and
water departments readAng and repairing meters, etc. at a salary of
$150.00 per month, which was upon call of the roll unanimously carried.
On motion of Trustee H. C. Sloan seconded by Trustee 0. H.
Burke the City Engineer was instructed to draw up a plan of the new city
jail to use the present cages, and the Clerk was instructed to advertise
for bids in accordance with the plans, which upon call of the roll was
unanimously carried.
The matter of selection of a site for the new jail was left
,
with the Police Committee with power to act.
On motion of Trustee H. C. Sloan seconded by Trustee 0. H.
Burke and carried, the Clerk was instructed to advertise for bids for
a gas warehouse to be opened on May 29, 1922.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the matter of a light for the outer end of the jetty
was placed in the hands of the Harbor Master with power to act.
On motion of Trustee 0. H. Burke seconded by Trustee Conrad
Richter and carried, the Harbor Vaster was authorized to appoint a deputy
without pay from the City, and also to purchase police stars for himself
and deputy at the expense of the City.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the Harbor 11aster and City Engineer were instructed
to prepare maps and furnish the City Attorney with the proper data to
enable him to draw up an ordinance for anchoring ground as outlined
by.the Harbor 1.4aster.
On motion of Trustee Conrad Richter seconded by Trustee H. C.
Sloan and carried, the meeting adjourned to 7:30 o'clock P. 11. on
Monday, May 15, 1922.

The Board of Trustees of the City of Newport Beach met in
regular'adjourned session at 7:30 o'clock P. M. on above date. The
meeting,was called to order by President J. J. Schnitker.
The roll was called showing all the members present except
Trustee 0. H. Burke.
The minutes of the adjourned meeting of May 8th and of the
' special mecting of May 11th were read and approved.
The communications were read and referred to the proper order
of business.
Mr. Sims of the Palisades was present and stated the property
owners on Corona Del Mar representing about 1500 lots, were desirous
of annexing to the City of Newport Beach if proper water and gas
service could be given them. The matter was left for them to present
in proper form.
