City Hall, Newport Beach, May 110 1922.
Pursuant to a call thereof by the President of the Board of
Trustees, and notice delivered to each member at-least three hours
before the time specified for the meeting, the Board of Trustees met
at the place and on the date above mentioned at 2:00 o'clock P. M.
The meeting was called to order by President J. J. Schnitker.
The roll was called showing all the members present except
Trustee 0. H. Burke.
The call was read and the Board proceeded to consider the
first subject for which the meeting was called.
Trustee Conrad Richter introduced a Resolution entitled as
followis:
"A Resolution of the Board of Trustees of the City of Newport
Beach declaring their intention to levy a special tax to provide
for the delinquent assessments in connection with street
improvements for which serial bonds will be issued under the
Improvement Bond Act of 1915."
The Resolution was ordered filed, read, considered, designated
Resolution No. 183; the roll was called and the Resolution passed by
the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter.
Noes, Trustees None.
Absent, Trustee 0. H. Burke.'
The Board then proceeded to outline an industrial district which
was to be incorporated in a report to the Board at the next meeting.
No further business appearing on motion of Trustee Conrad Richter
seconded by Trustee Geo. P. Wilson and carried, the meeting adjourned.

The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock P. M. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing the Trustees all present except
Trustee 0. H. Burke.
The minutes of the meeting of Inay 15th were read and approved.
The communications were read and referred to the proper
order of business.
On motion of Trustee Geo. P. Wilson seconded by Trustee H.C.
Sloan and carried, Leeds & Barnard were allowed permission to use the
City's Tide Gauges, the same to be returned in good shape.
The communication from Chas. E. Stanton was tabled, the
Clerk to notify him that the matter referred to was up to the property
owners.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the application of Smith & Weiner for transfer of
their business license in the Pavilion at Balboa to Finster & 117hitson
was granted.

On motion of Trustee Conrad Richter seconded by Trustee Geo. P.
Wilson and carried, the request of A. Suttora for a lease on a portion
of Lot 5 in Block 218 of Section B was referred to the Street
Committee for investigation.

The City Engineer reported that the Independent Asphalt Paving
Company of Seattle, Washington is the lowest bidder for the work to
be done on Central Avenue and certain other streets and avenues and
of certain alleys, and thereupon Trustee Conrad Richter presented
Resolution No. 185 entitled;
"A Resolution of the Board of Trustees of the City of
Newport Beach, awarding the contract for certain work on
Central Avenue and certain other streets and avenues, and of certain
alleys within said City," and on his motion duly seconded, said
Resolution was adopted by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter.
Noes, Trustees None.
Absent, Trustees 0. H. Burke.
Trustee Geo. P. Wilson introduced a proposed ordinance
amending Section 1 of Ordinance No. 200 and Sections 1 - 4 & 6 of
Ordinance No. 105. The Ordinance was ordered filed, read, considered
and designated Ordinance No. 207 and submitted to the City Attorney
for consideration.
The request of the Telephone Company for permission to erect
telephone poles in Central and Bay Avenues was discussed at length,
and on motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the matter was deferred to next PRonday night
subject to their presenting a contract as tallied.
Trustee H. C. Sloan introduced a proposed ordinance amending
Section 3 of Ordinance No. 110. The Ordinance was ordered filed, read,
' considered and designated Ordinance No. 208 and referred to the City
Attorney for consideration.
On motion of Trustee Conrad Richter seconded by Trustee H.G.
Sloan and carried, the matter of placing signs prohibiting the playing
of ball on the beach was placed in the hands of the Street Committee
with power to act.
The matter of proper flushing of the Comgort Stations at
Balboa was placed in the hands of the Street Committee to investigate.
The City Engineer was asked to make estimates in detail of
the amounts necessary to fix up the Newport Beach wharf as soon as
possible.
On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried,demand No. 981 covering adjustment of taxes, having
been signed and approved by the Finance Committee, was allowed and a
warrant to be drawn for same.
On motion of Trustee Conrad Richter seconded by Trustee H.C.
Sloan and carried, the meeting adjourned to 7:30 otclock P. Di. on
1�onday, L4ay 22, 1922.
