The request of H. Worcester for permission to build a boat landing; in front of his property on Balboa Island was referred to the City Engineer. The request of :.;rs. A. R. Kraemer to buy Lot 1 in Bloch 32 from the city was referred to the City Clerk as to the cost of the lot to the city. On motion of Trustee L. S. 17ilkinson seconded by Trustee H.C. Sloan and carried, the application of F. FI. Harding to cross the sidewall: .Tith a motor vehicle in front of Lot 11, Blocl; 28 Balboa East Side Division was granted., to be tinder the direction of the Street Superintendent. On ;notion of Trustee Geo. P. Wilson seconded by Trustee H.C. Sloan and carried, the ;matter of board sidewalk on 19th street referred to by Jonathan Tibbet, aas referred to the City Engineer to report on at the next meeting. The ,natter of parking in the alleys vas referred to the Police Con_zittee. On notion of Trustee Goo. P. Rilson.seconded by Trustee L. S. Wilkinson and carried, demands No. 1 to 151 inclusive having been signed and approved by the Finance Co;mAttee, were allowed and warrants draLm for same. On motion of Trustee L. S. The meeting was called to order by President J. J. Schnitker. The roll was called showing the full Board present. The minutes of the previous meeting were -read and approved. The communications were -read and -referred to the proper order of business. UI:FIi ?IS:� BUSI_'ESS. ORDINANCE NO. 211, entitled as follo,:rs: "An Ordinance of the. City of the City of N :evmort Beach prohibiting the parking or standin- of vehicles upon the public alleys and portions of certain public streets in the City of Newport Beach, prescribing the method of parking on other streets, and providing a penalty for all violations of this Ordinance," was taken up for final consideration; the same was read, considered and on motion of Trustee Geo. P. ',;ilson seconded by Trustee Conrad Richter and carried, the roll was called and Ordinance Ho. 211 passed by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. 1.7ilkinson. Woes, Trustees None. Absent, Trustees None. u 31 Ordinance No. 211 having received the votes of more than two - thirds of all the Board of Trustees, the same was signed and approved by the President of the Board of Trustees and attested by the Clerk. ORDINANCE NO. 212, entitled as follows: "An Ordinance of the City of Newport Beach by the legislative branch thereof, to -wit: the Board of Trustees, ordering the submission to the qualified voters of the City of Newport Beach the proposition of incurring a. bonded debt for the purpose set forth in Resolution No. 193 of the said City, calling a special election for that purpose, reciting the objects and purposes for which the indebtedness is proposed to be incurred, the estimated cost of the proposed public improvement, the amount of the principal of the indebtedness to be incurred therefor, and fixinT a maximwu rate of interest to be paid on said indebtedness, fi °ing the day on which such special election shall be held, the manner of holding such election and the voting for or against incurring such indebtedness, and providin" that in all particulars not recited in this Ordinance, such election shall be held as provided by lair for holdin municipal elections in the City of Newport Beach," was taken up for final consideration; the same was read, considered, and on motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter and carried, the roll was called and Ordinance No. 212 passed by the following votes: Ayes, Trustees J. J. Scluiitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees hone. Ordinance I+To. 212 ha.vins received the votes of more than two- thirds of all the Board of Trustees, the same was signed and approved by the President of the Board of Trustees and attested by the Clerk. Trustee L. S. Wilkinson introduced a resolution entitled as ' follows: "A Resolution of the City of Ides ?port Beach finding and determining that the public interest and also the public necessity demands the construction o£ a public improvement; that it is necessary for the City of Newport Beach to take private property for the purposes of a right-of-nay upon which to construct the same, and directing proceedings to be tai.en to acquire such right of ,ray." S. 4lilkinson seconded by Trustee Goo. ' P. Wilson and carried, the bids mere referred to a Com ittee of the Fihole with the City Engineer and City Electricman to report on at the next meeting. The natter of aeroplanes landing on the beach and flying low over tour was referred to the City Attorney. Trustee Goo. P. Wilson and Treasurer Levi H. Wallace were appointed a Committee to investigate the Housie- Housie game at Balboa. On motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried, the bond of 0. V. Dart as housemover was approved. On motion of Trustee Goo. P. Wilson seconded by Trustee 'T. C. Sloan and carried, the application of Claude G. Storing for license to operate a Restaurant on Lot 25 Block 15 Section B, was granted.. Oh motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried., the application of irrs. Elsie Golden for a: license to operate a Ferris Wheel on part of Lots 9,10 and 11 in Block 12 of Balboa Tract was granted. On motion of Trustee L. S. Wilkinson seconded by Trustee H.C. Sloan and carried, the action of City Treasurer Levi H. Flallace in ' retirinc the bonds of I.unicipal Improvement District No. 1 as per his report, was approved. On motion of Trustee L. S. Wilkinson seconded by Trustee H.C. Sloan and carried, the matter of strengthening the lc..p posts on the new piers at Balboa -aas referred to the Street Superintendent for attention. On motion of Trustee L. S. Wilkinson seconded by Trustee Goo. P. Wilson and carried, that demands No. 149 to 151 inclusive '_Having been signed and approved by the Finance Cormmittee, be alloyed and warrants dravm for same. ' The matter of putting a. board runway in 4th Street East = :e-�rport for automobiles was referred to the Street Com:iittee to report on at the next meeting. On motion of Trustee Sloan and carried, a bond of Thomas Haverty Co. to guaranty in the bay within 90 days, the City Attorney and the sureties Board of Trustees. Goo. P. The City Clerk was instructed to ask the Harbor master to see that the boat land.inr,. at the Washington Street Pier at Balboa, be kept clear of boats anchoring there. i 33 On motion of Trustee L. S. Wilson and carried, two contracts mere to be drawn up with Shepard L Weiser for the force main at the Pmrping Plant instead of one, the same to be drawn to the satisfaction of the City Attorney, and the President and City Clerk were authorized to sign the same. . Wilson presented Resolution No. 195 entitled: "A Resolution of the Board of Trustees of the City of Newport Beach awarding the contract for certain work on certain portions of Central Avenue and certain other streets and avenues in said City," and on his motion duly seconded, said Resolution 1aas duly adopted by the followin-, voter ` Ayes, Trustees J.- J.
