On motion of Trustee L. S. Wilkinson seconded by Trustee H. C.
Sloan and carried, the application of Harry B. Tudor for a permit and
license to operate a Roll Do ;-m Game at 105 Eain Street, Balboa, was granted
if it is a game of skill.
A communication vrith 13 signatures attached protesting against the
passage of the contemplated tenting or camping groLud ordinance eras presented,'
and on motion' of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan
and carried, the protest was laid on the table until the Ordinance comes
up for final passage.
On motion of Trustee L. S. Wilkinson seconded_ by Trustee H. C.
Sloan and carried, that demand Ile. 152 having been signed and approved
by the Finance Comnittec be allowed and aarrant drarm for same.
On motion of Trustee Goo. P. Wilson seconded by Trustee L. S.
Wilkinson and carried, the Harbor ilaster was authorized to employ a. deputy
to help him during Regatta l.reek.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P.
t7ilson and carried, 125.00 was set aside out of the Advertisin; and
Promotion fLmd for the Tournament of Lights.
On motion of Trustee Conrad Richter seconded by Trustee Geo. P.
Wilson, :..r. Lehr H. Wallace was asked to arrange a personal interview
with 1dr. James Irvine as soon as possible and if necessary to go to
San Francisco at the Citys expense, was carried by the following; vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Hoes, Trustees hone.
Absent, Trustees None.
The City Clerk wo.s asked -to refer the matter of compelling the
people on Balboa Island to clean up in front of their property outside
the bulkhead line to the City Attorney for -report at the next meeting.
On motion-of Trustee Conrad Richter seconded by Trustee Geo. P. ,
Wilson and carried, 1'.r. EerLy was appointed a Deputy i:larshca.l to serve
without compensation.
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C.
Sloan and carried, the meeting adjourned Sine Die.

The Board of Trustees of the City of Nermort Beach met in -regular I
session at 7:30 o'clock P. on above date. The meeting was called
to order by President J. J. Schnitker.
The roll Bras called shorrin_; o %ll the members present except
Trustee Conrad Richter.
The reading of the minutes and reports from the heads of the
departments was omitted.
MITFINISHED BUSIAESS.
Ordinance No. 213, entitled as follovrs:
"An Ordinance of the City of Uewport Beach calling an
election to be held within a certain district of and in
said city, providing for the submission to the qualified
voters thereof the proposition of incurring a debt by the

issuance of bonds of such district, for certain purposes, recitin, the
objects and purposes for which the proposed indebtedness is to be
incurred, the nature of the improvement work contemplated, the estimated
cost thereof, the amount of the principal of the indebtedness to be
inclmred therefor, and the rate of interest to be paid on said indebted -
ness, firinf; the date on which such election shall be held., the manner
of holdinS the same, and the manner of voting for or against said propo-
sition, provided that in all particulars not recited =in this Ordinance
such election shall be held as provided by law for holding general
mrincipal elections in the City of Newport Beach,"
' was taken up for final consideration, read, and on motion of
Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson, the roll was
called and Ordinance No. 213 passed by the vote of the followinu, named
members of the Board of Trustees:
Ayes, Trustees J. J. Schnitkor, H. C. Sloan, Goo. P.,Wilson,
L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustee Conrad Richter.
The Ordinance having been passed by the vote of more than two -
thirds of the members, it %,ias signed by the President and attested by
the Clerk.
ORDINANCE FiO. 214, entitled as follows:
"An Ordinance relocating and establishing the curb
lines of certain parts of Central Avenuo in the City of
Newport Beach,"
was taken up for final consideration, read, and on motion of
Trustee Goo. P. Wilson seconded by Trustee H. C. Sloan, the roll was
called and Ordinance No. 214 passed by the vote of the following n1.med
members of the Board of Trustees:
Ayes, .Trustees J. J. Schnitker, H. C. Sloan, Goo. P. Wilson,
L. S. Wilkinson.

Absent, Trustee Conrad Richter.
The_Ordinance having been passed by the vote of more than two-
' thirds of'the members, it was signed by the President and attested by
the Clerk.
Trustee H. C. Sloan introduced a Resolution entitled as follows:
"A Resolution of the Board of Trustees of the City of
Iiewport Beach adopting certain plans for the improvement of
Central Aver-tie and other streets, avenues and alleys in
said City."
The Resolution was ordered filed, read, considered, designated
Resolution I•io. 195 , the roll was called and the Resolution was passed
by the vote of the following named mambers of the Board of Trustees:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Goo. P. Wilson,
L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustee Conrad Richter.
RESOLJTI01iI10. 196, entitled as follows:
"A Resolution of the Board of Trustees of the City of
Newport Beach declaring their intention to order the
improvement of Central Avenue and certain other streets
and avenues, and of certain alleys, and to change the grade
of certain portions of streets and avenues, under the
Improvement Act of 1911. ".
On motion of Trustee E. C. Sloan seconded by Trustee Goo. P.
Wilson the foregoing Resolution was adopted by the vote of the following
named members of the Board of Trustees:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Goo. P. Wilson,
L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustee Conrad Richter.
On motion of Trustee L. S. Wilkinson seconded by Trustee Goo. P.
Wilson and carried, the Clerk was instructed to notify the City Harshal
that the City Attorney had some directions in regard to serving some
papers which he dished him to follow.
On motion of Trustee Goo. P. Wilson seconded by Trustee H. C.
Sloan and carried, the application of A. B. Miller for permission to
cross the sidewalk with a motor vehicle ir_ front of Lots 16 and 17 in
Block 8 of East Newport was granted, to be done under the direction of
the Street Superintendent.

The request of J. A. Geissinger for permission to build an
pier in front'of his property on Balboa Island was referred to the
City Engineer.
On motion of Trustee H. C. Sloan seconded by Tpu.stee Geo. P.
Wilson and carried, that demands No. 152 to 300 inclusive having been
signed and approved b# the Finance Committee, were allowed and warrants
to be draGm for same.
On motion of Trustee Geo. P Wilson seconded by Trustee H. C.
Sloan and carried, the meeting adjourned to 7:30 o'clock P. I. on = 'onday,

The Board of Trustees of the City of Newport Beach met in regular
adjourned session at 7 :30 o'clock P. I'. on above date. The meeting was
called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the meetings of July 31st and August 7th were ,
read and approved.
The reports of the heads of the departments were read and on
motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter and
carried: the reports Were accepted and ordered filed.
The communications were read and referred to the proper order
of business.
UNFINISHED BUSINESS.
This being the day and hour set for opening bids for a Centrifugal
Pump for the Mater Department, the Board in open session publicly opened,
examined and declared all sealed bids received, which bids are as follo•rs:

On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P.
Wilson and carried, the bids were referred to a Committee of the Whole
with the City Engineer and Water Superintendent to report on at the next
meetin '
This being the first Iionday after August 15, 1922, the date on
which a special election eras held for submission to the qualified voters
of the City of Newport Beach, the proposition of incurring a bonded debt
in the sum of x;50,000.00 for the acquisition of a City Hall. The Board
of Trustees being duly convened in regular session, proceeded to canvass
the returns of said election and from the returns and canvass thereof,
the Board of Trustees find that at the special election the votes were
cast for and against the proposition as follo% ^rs:
