The request of J. A. Geissinger for permission to build a
pier in front"of his property on Balboa Island was referred to the
City Engineer.
On motion of Trustee H. C: Sloan seconded by Trustee Goo. P.
Wilson and carried, that demands Pio. 152 to 300 inclusive having been
signed and approved b-y the Finance Committee, were allowed and warrants
to be drawn for same.
On motion of Trustee Geo. P Wilson seconded by Trustee H. C.
Sloan and carried, the meeting adjourned to 7:30 o'clock P. H. on '.'onday,
August 21, 1922.

The Board of Trustees of the City of Newport Beach met in regular
adjourned session at 7 :30 o'clock P. : °, on above date. The meeting was
called to order by President J. J. Schnitkcr.
The roll was called showing the full Board present.
The minutes of the meetings of July 31st and August 7th were
read and approved.
The reports of the heads of the departments were read and on
motion of Trustee Geo. P. Wilson seconded by Trustee-Conrad Richter and
carried, the reports were accepted and ordered filed.
The communications were read and referred to the proper order
of business.
UNFINISHED BUSIPIESS.
This being the day and hour set for opening bids for a Centrifugal
Punp for the Water Department, the Board in open session publicly opened,
examined and declared all sealed bids received, which bids are as follows:

On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P.
Wilson and carried, the bids were referred to a Committee of the Whole
with the City Engineer and Water Superintendent to report on at the next
meeting.
This being the first ISonday after August 15, 1922, the date on
which a special election was held for submission to the qualified voters
of the City of Newport Beach, the proposition of incurring a bonded debt
in the stun of 050,000.00 for the acquisition of a City Hall. The Board
of Trustees being duly convened in regular session, proceeded to canvass
the returns of said election and from.the returns and canvass thereof,
the Board of Trustees find that at the special election the votes were
cast for and against the proposition as follows:
Precinct No. 1 - - Yes 41 votes. Precinct No. 2 - - Yes 35 votes

It appearing that.t -he votes of less than two - thirds of all the
voters voting at the special election mere voted "Yes" and in favor of
the proposition, the Board of Trustees of the City of Newport Beach
ordered and directed to be here established of -record that the incurring
of a bonded debt by said City in the suns of $50,000.00 is not authorized,.
NEW BUSINESS.
Four protests on the senor assessments were presented and on
motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson and
' carried, the protests were referred to the City Attorney for his
advice.
On motion of'Trustee Goo. P. Wilson seconded by Trustee L. S.
Wilkinson and carried, the lunch room license of i:iary Hately was
transferred to irs. Fred Williams.
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C.
Sloan and carried, the Restaurant License of Byron Hall was transferred
to F. E. Baker.
On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad
Richter and carried, the request of 1.1rs. Sadie Hart for transfer of her
lunch counter license to 'Vlm. J. Dunn eras granted.
On motion of Trustee Conrad Richter seconded by Trustee H. C.
Sloan and carried, the resignation of Wm. T1,1cCulloch as plumbing
inspector was accepted.
On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad
Richter and carried, S. L. Collins was appointed to serve as plumbing
inspector subject to the :rill of the Board.
The report of the Water Superintendent in regard to the crater
conditions on Balboa Island vias considered, and on motion of Trustee
L. S. Wilkinson seconded by Trustee Geo. P. Nilson and carried, the
Water Superintendent was instructed to take steps to better the condition
on Balboa Island at once.
On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad
Richter and carried, the Board approved the order for two pumps placed
by the t" Jate-r•Superintendent and notice of the ratification to be sent
to Fairbanks, ?Norse & Co. as per their request.
' On motion of Trustee L. S. Wilkinson seconded by Trustee Ti. C.
Sloan and carried, the suggestion of ?,.r. Wallace of having the Haverty
Co. Dredger dredge out Some mad flats for the City ryas referred to the
City Engineer rrith instructions to make the necessary arrangements for
havin,: this done at the time the dredger is here.
On motion of Trustee L. S. Wilkinsor seconded by Trustee Geo.
P. Wilson and carried, it was decided to run a notice in the Newport
News from now until election day Sept. 12th, that while the election
was called for 5160,000. it was the decision of the Board to only spend
at the present time what ryas necessary to buy the wharf and level the
railroad grade down, fix the approach to the shore end and put in
sufficient piling to make a safe.
On motion of-Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the corh•:mznication from V. U. Tresslar complaining
of a sewer outlet on Balboa Island, was referred to the Water Superinten-
dent to remedy same if possible.
The City Clerk was instructed to notify Frank Smith and C. P.
Visel that the water condition on the Island was being taken care of.
On motion of Trustee Geo. P. VJilson seconded by Trustee L. S.
Wilkinson and carried, the request of G. l7. Brormell for permission to
cross the sidevralk opposite Lot.16 Block 17 in Section_ B, was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee H. C.
Sloan and carried, the City Clerk •uas instructed to notify ,r. Iiadlener
that there has been no provision made for diving off the Balboa pier
' and people do so at their own risk.
On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad
Richter and carried, the communication from Clement Shinn, Attorney for
Albert Taylor, reporting a nuisance, was referred to the Street Co:7=mittee
to report on at the next meeting..
On'motion of Trustee Geo. P. Wilson seconded by Trustee H. C.
Sloan; $100.00 was set aside out of the :.usie Fund for the Booster Club
celebration to be held Sept. 5d, by the'followin„ vote:

Conrad Richter, L. S. Wilkinson.

On motion of Trustee Goo. P. 1.ilson seconded by Trustee H. C.
Sloan, not to exceed 950.00 was set aside out of the advertising fund
in advertising the $1.00 round trip fare from Los Angeles in two of
the Los Angeles papers, by the following vote:

Conrad Richter, L. S. Wilkinson.

The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock P. T:. on above date. The
meeting eras called to order by President J. J. Sehni'tker.
The roll wl's called showing all the members present except '
Trustee H. C. Sloan.
The minutes of the previous meeting were read and approved.
Trustee Geo. P. Wilson reported for the Street Com.nittec that
Irir. Crosier's property was in a healthy and sanitary condition, and on
motion of Trustee Conrad Richter seconded by Trustee L. S. F'lilkinson and
carried, the Clerk was instructed to notify the Attorney for I;Tr. Taylor
to that effect.
The communications were read and referred to the proper order
of business.
TTr. T.'e illan stated that the .Cormiittee i,o whom the bids for a
pump were referred would recommend the Byron Jackson Rimp, and on motion
of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried,
all bids for the'punp except the one from Byron Jackson Iron Works were
rejected and any checks accompanying same were to be returned..
On mdti.on of Trustee L. S. Wilkins -on seconded by Trustee Geo. P.
'Milson and carried, the bid of the Byron Jackson Iron Works for the pump
was accepted and the necessary contract to be entered into with them.

Trustee H., C. Sloan introduced an " Ordinance entitled as follows:
"An Ordinance of the City of Newport Beach for the
preservation of the public health of said City, prohibiting
certain acts therein, and providing a penalty for all
violations of this Ordinance. I
The Ordinance was ordered filed, read, considered, designated
Ordinance No. 215 and submitted to the City Attorney.
Trustee Geo. P. Wilson introduced : -n ordinance entitled r,s
follows:
"An Ordinance of the City of Hcwport Beech for the
preservation of tho public health, safety and morals of
said City, prohibitinm certain acts therein, and providing a
pen., ^.lty for all violations of this Ordinance,"
