On motion of Trustee Goo. P. CTilson seconded by Trustee H. C, "a7
Sloan, not to exceed 950.00 was set aside out of the advertising fund
in advertising the ?1.00 round trip fare from Los Angeles in two of
the Los Angeles papers, by the folio-.iing vote:
Ayes, Trustees J. J. Schnit-ier, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees, hone.
Absent, Trustees None.
On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, the meeting adjourned to 7:30 o'clock P. I.=, on ,

The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock P. on above date. The
meeting was called to order by President J. J. Sehnitker.
The roll was called showing; all the members present except '
Trustee H. C. Sloan,
The minutes of the previous meeting were read and approved.
Trustee Geo. P. I- Vilson reported for the Street Coramittee that
I:Ir. Crosier's property was in a healthy and sanitary condition, and on
motion of Trustee Conrad Richter seconded by Trustee L. S. Wilkinson and
carried, the Clerk was instructed to notify the Attorney for I,ir. Taylor
to that effect.
The conm=ications were read and referred to the proper order
of business.
:Ir. P,icliil.lan statecl that the .Cor_naittee to whom the bids for a
pump were referred would recommend the Byron Jackson Pump, and on motion
of Trustee L. S. Wilkinson seconded by- Trustee Geo. P. Wilson and carried,
all bids for the pump except the one from Byron Jackson Iron Works were
rejected and any checks accompanying same were to be -returned.
On ::acrtion of Trustee L. S. Wilkinson seconded by Trustee Geo. P.
Wilson and carried, the bid of the Byron Jackson Iron Works for the pump
was accepted and the necessary contract to be entered into with them.

Trustee H., C. Sloan introduced an "Ordinance entitled as follows-
"An Ordinance of the City of Newport Beach for the
preservation of the public health of said City, prohibiting
certain acts therein, and providing a penalty for all
violations of this Ordinance. I
The _Ordinance was ordered filed, read, considered, designated
Ordinance No. 215 and submitted to the City Attorney.
Trustee Geo. P. Wilson introduced :.n ordinance entitled :s

"An Ordinance of the City of Newport Beach for the
preservation of the public health, safety and morals of
said City, prohibitin certain acts therein, and providing a
nen^.1ty for rn11 violations of this Ordinance,'
The Ordinance was ordered filed, read, considered, designated

A Resolution of the Board of Trustees of the City of
Newport Bead;, California.
171HEREAS on the 12th day of August, 1922, a. protest, objection
and appeal was filed by Emma H. Tibbet and Jonathan Tibbet with the
Clerk of this Board, protestin.- and objecting against the issu..nee of
bonds to be secured by certain assessments levied for the improvement of
Central Avenue and other streets, alleys, rights of way c.nd property
owned by said City, upon the grounds set forth in said protest, objection
and .appeal, and appealinP; from the act and determination of the Super-
intendant of streets of said City in levying certain assessments against
' property owned by the said ppelant >i upon the g-roti_nd that tho said
Street Superintendent did not properly estimate upon said property the
benefits arising from said sewer and that the assessments upon the said
property wore-not Cade in proportion to the benefits to be received by
said property, and that a portion of the property of the said a.ppelants
will not be in any manner benefitted by said sevrer and upon other
grounds stated in the said protest, objection and appeal c-nd

objections and appeals to this Board at its meeting held on the 21st
day of August, 1922, and
WHEF"EAS this Board did at said ;meeting refer said protests,
objections and appeals to the City Attorney of said City for his opinion
and report as to the jurisdiction of this Board, in the premises, and
WHEREAS the City Attorney has duly made his report and rendered
his opinion upon the same.
1TOF1 THEREFORE after due consideration of said protests,
objections and appeals and of said report and opinion of said City
Attorney, this Board finds that the said protest, objection c,nd appeal
of the said John King, Willa E. King and Edna R. Ferguson vtas not filed
within 30 days after the date of the assessment and warrant of the
Street Superintendent of the said City, and therefore cannot: be considered
as an appeal from the acts and determination of said Street Superin-
tendent in regard to said assessment, and that the said protests,
objections and appeals signed by '.he said Emma H. Tibbet; Jonat },.•cn Tibbct,
'laud K. Tudor and 11. E. Stevens :rare filed within a period of 30 days
after the date of said warrant and assessment, and that they should be
considered as appeals from the acts and determinations of the Street
Superintendent in levying-, the assessments upon the property of said
appelants.

published and circulated in the City of lleaport Beach, California; for
' the time and in the manner required by law.

On notion of Trustee L. S. Wilhinson seconded by Trustee GOO.
P. Wilson and carried, the report of the City Engineer that he vrould have
the plans etc., for the conveyance of certain bay front property at
East Yevrport to the City, was accepted and he was asked to get s w+ne to
the City Attorney as soon as possible.
The matter of not all of the sevrer connections having been laid
up to the curb line on some of the streets to be paved, was talre_-1 UID
and on motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, the City C1erh was instructed to call the attention
of the Engineering department; to it and have the connections browd-it u_u
to the curb before the paving is started.
The matter of come sevror connections having been made :iithont
bcin- inspected was discussed, and on motion of Trustee Geo. P. Wilson
seconded by Trustee L. S. Wilkinson and carried, the Cleric aas instructed
to notif7T the City Engineer that the nevi connections must be inspected
and the old severs plugged up.
The communication from ii. G. Z_il.ler in regard to the old sever
enterin the bay at F Street, Balboa; vas referred to the Hater Superin-
tendent.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P.
Wilson and carried, the n nropriation of 5150.00 set aside at the lust
meeting to advertise the ,J1.00 round trip fare from Los Angeles, -,-;as
rescinded.
On notion of Trustee L. S. Wilkinson seconded by Trustee Geo. P.
tililson and carried, the Cleric, -:r,s instructed to ca.11 the attention of the
Street Superintendent to the condition of the alley along the ocean front
from Alvarado Street towards Balboa.
On motion-of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, the meeting adjourned Sine Die.
