Subject: Homelessness
The Directors of the Central Newport Beach Community Association (CNBCA) are requesting
that the Newport Beach City Council immediately move to provide shelter for the homeless
of Newport Beach in a way that fulfills the requirements of the United States Court of Appeals
for the Ninth Circuit ruling on Martin v. Boise, and U.S. District Judge David O. Carter's ruling.
Providing a shelter for Newport Beach's homeless will result in improved health and safety and
quality of life for the homeless. Once compliant, providing shelter will allow for enforcement of
the City's anti -camping and anti -loitering laws.
CNBCA's Directors recommends the formation of a Homelessness Task Force/Working Group
to support the City's efforts.
