Newport Harbor Dredging Needs
Full project funding in federal FY20 budget and/or Work Plan ($23 million)
Remove accumulated material above federally authorized design depths
City is prepared to contribute 20% of total project costs
• Newport Harbor is 2.2 square miles consisting of:
Commercial and Recreational Harbor (1.3 square miles)
Ecological Reserve (.9 square miles)
Largest small -craft harbor in western U.S.
• Newport Harbor Proudly Hosts:
- U.S. Coast Guard Station and the 87'Cutter Narwhal
Orange County Sheriff's Harbor Patrol (law enforcement along Orange County coastline and
assistance with U.S. Customs and Immigration)
Major commercial ferry to Catalina shuttling passengers and cargo
Regionally significant publicfishing and boating harbor serving approximately 4,500 vessels
Regionally significant harbor with the largest shipyards and fuel docks between Los Angeles
and San Diego
Safe navigation for thousands of first responders, com mercia I and recreational vessels that visit
or home -port in Newport Harbor
Safe Harbor of Refugefor all boaters in distress

ISSUES OF CONCERN,
Newport Harbor was authorized and created by Congress in 1936. U.S. Army Corps of Engineers is responsible
for dredging and maintaining to depths of minus 10 to 20 feet
Unlike other ports and harbors acrossthe country, Newport Harbor does not require annual Corps
maintenance
- Partially dredged by Corps in 2012. Removed 550,000 cubic yards of navigation impeding shoals.
City contributed over $4.5 million.
1.2 million cubicyards of material above original federally authorized design depths remains.
Dredging is atop priority of the City with broad, regional support. Shoaling and high spots within
the channels currently impedes navigation and create risks

CURRENT STATUS:
Palboa Island Ferry Basin Marine Shipyard
Estimated fu II project cost: $23 million
FYI Corps Work Plan provided $2 million towards construction ($21 million remains)
City and local Corps Los Angeles District Office are closely partnering and coordinating planning efforts
City has already contributed $1.3 million toward pre -project planning, including:

✓ 100% of pre -project engineering, design, environmental (NEPA & CEQA), and permitting
