The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock p.m. on above date. The,meeting was called to order by President J. J. Schnitker. The roll was called showing the full Board present. The minutes of the previous meeting were read and approved. The protest against closing the alley under Resolution of Intention No. 207 continued from January 29, 1923 was taken up, and on ' motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan, all protests and objections were overruled and denied. Trustee H. C. Sloan thereupon introduced a Resolution closing, vacating and abandoning the alley described in Resolution No. 207; the Resolution was ordered filed, read, considered, designated Resolution No. 213'Z the roll was called and the Resolution passed by the following vote: Ayes, Trustees H. C.;Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustee J. J. Schnitker. Absent, Trustees None. The reports of the heads of the departments were read and on motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter and carried, the reports were accepted and ordered filed, except the ones from the Water and Street Superintendents which are to be taken up later. The matter of insurance on our new buildings was discussed and on motion of Trustee Conrad Richter seconded by Trustee Geo. P. Wilson, the Clerk was instructed to insure the Pump House, the pumpers residence and the water warehouse with their contents by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. The Police Committee reported that they could get a Buick car .—for the Police Department at a price of $975.00 and would recommend doing so. On motion of Trustee H. C. Sloan seconded by Trustee Geo. P. ililson the report and recommendation were accepted and the Committee instructed to purchase the car by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, ;'. Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. The communications were read and referred to the proper order of business. ORDINANCE NO. 223, Entitled as follows: "An Ordinance declaring certain land conveyed to the City of Newport Beach to be a part of Central Avenue, relocating and establishing.the curb lines of certain parts of Central Avenue and establishing the grades of certain parts of Central Avenue," came on for final action; the Ordinance was read and considered the roll was called and Ordinance No. 223 was passed by the vote of the following named ipembers of the Board of Trustees: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. ' Absent, Trustees None. Trustee L. S. Wilkinson introduced a resolution adopting certain plans for the improvement of certain portions of Central Avenue. The Resolution was ordered filed, read, considered, designated Resolution No. 214, the roll was called and the Resolution adopted by the vote of the following named members of the Board of Trustees: Ayes. Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. Q N Trustee Geo. P. Wilson introduced a resolution declaring it to be the intention of the Board of Trustees to order the improvement of certain portions of Central Avenue under the Improvement Act of 1911. The Resolution was ordered filed, read, considered, designated Resolution No. 215, the roll was called and the Resolution adopted by the vote of the following named members of the Board of Trustees: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. The matter of saving the trees in Adams Street, Balboa was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the City Engineer was instructed to save the trees and have the Contractor pave around them. On motion of Trustee Conrad Richter seconded by Trustee H. C. Sloan and carried, Lew H. Wallace and W. A. Irwin working with the Street Superintendent were empowered to have the County men and machinery make 15th Street on Newport Heights passable and charge same to the City. Trustee Geo. P. Wilson introduced a resolution determining unpaid assessments for the work done and improvement made upon Ocean Avenue between 9th,and 19th Streets, in the City of Newport Beach; the aggregate amount thereof, directing bonds to be issued, prescribing the denomination of said bonds, and the issuance of the same in annual series; the Resolution was ordered filed, considered, designated Resolution No. 218, the roll was called and the resolution passed by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees-None. The matter of improper use of the Washington Street pier at Balboa by fishing boats was referred to, and on motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the matter of putting signs to rectify any faults on the pier was referred to Trustee H. C. Sloan and Harbor Master Beek with power to ast. The recommendation of Water Superintendent Me Millan that a 75 h.p. Motor be installed at the pumping plant as an emergency measure and also the drilling of a new well, was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the matter eras referred to the Water Committee and Water Superintendent _ to report on at the next meeting. The recommendation of Street Superintendent Rinehart that a new Reo chassis be provided for the garbage department, was considered and on motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the matter was referred to the Street Committee and Street Superintendent with power to act, and the Clerk was authorized to advertise for bids on a Reo chassis. City Attorney Bishop reported that it would cost about $5500.00 to settle the two claims for rights-of-way for our pipe line from the pumping plant, and on motion of' Trustee H. C. Sloan seconded by Trustee Conrad Richter and carried, the City Attorney was authorized to adjust the claims at not to exceed $5,500.00. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the matter of disposal of the crippled team of horses was referred to the Street Superintendent and Street Committee with power to act. The Advertising Committee by R. C. Woerz reported with a sketch of the design for the window in the Pacific Electric Building in Los Angeles, and on motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the report was accepted and Mr. Woerz was authorized to close the deal for the window. `�7 On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the matter of advertising for our legal printing was tabled until the legal time for advertising next December. On motion of Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson and carried, the application of C. H. Reed for transfer of business licenses No. 90 and 227 to Way & Driggers, was granted. On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the request of the Newport News that the City take a page of advertising in the Oil and Harbor Edition of February 10 th at $40.00 was granted and the space contracted for. The request of A. W. Jackson, Captain of the Frost Life Saving ' Corps that the City procure an electric blanket for their use, was discussed, and on motion of Trustee Conrad Richter seconded by Trustee H. C. Sloan and carried, Captain Jackson was authorized to purchase the blanket. Trustee Geo. P. Wilson and L. S. Wilkinson were appointed as a Park Committee to meet with the Women's Civic League to discuss plans in regard to the Park. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, a Map of Tract No. 402 being a Resubdivision of Lots 55 and 65 of Newport Heights, coming within the three mile limit, was approved. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, that demands No. 1112 to 1273 inclusive having been signed and approved by the Finance Committee, were allowed and .warrants to be drawn for same. On motion of Trustee H. C. Absent, Trustee Conrad Richter. The minutes of the previous meeting were read and approved. The communications were read and referred to the proper order of business. UNFINISHED BUSINESS. This being the day and hour set for opening bids on the unpaid sewer assessments for sewers in 19th and F Streets, but the Clerk reported that no bids had been received, whereupon on motion of Trustee GeO. P. Wilson seconded by Trustee H. C. Sloan and carried, the bonds were awarded to the Contractor in satisfaction of his debt. WHEREAS, notification of the receipt and filing on the 29th day of January, 1923, of the petition asking that the boundaries of the City of Newport Beach be altered and new uninhabi #ed territory annexed thereto, incorporated, and included therein, was duly given to and filed with the Board of -Supervisors of the County of Orange being the County in which the City of Newport Beach is located, on the 30th day of January, 1923;
