The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7 :30 o'clock p.m. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called showing the full Board present. The minutes of the previous meeting were read and approved. The communications were read and referred to the proper order of business. UNFINISHED BUSINESS. ORDINANCE NO. 228, entitled as follows: "An Ordinance of the Board of Trustees of the City of Newport Beach designating the names by which certain public streets in said city shall be known and called, and changing the name of a certain public street within said city, and establishing the grades and curb lines of certain streets, and the grade of a certain alley within said City," was taken up for final action, read and considered, the roll was called and the Ordinance passed by the affirmative vote of the following named two - thirds and more of all the members of the Board of Trustees of the City of Newport Beach: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. Ordinance No. 228 having been passed by the vote of two - thirds and more of all the members of the Board of Trustees was signed by the President and attested and certified by the Clerk. NY.'] BUSINESS. Fire Chief Jackson referred to the matter of the iron braces under the Main Street Wharf at Balboa needing; repainting, and on motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson and carried, the Street Superintendent was instructed to see what it would cost to paint the iron work with crude oil, and was given power to act in the matter. The poor condition of Central Avenue from 30th Street to the bridge was placed in the hands of the Street Committee to make the road passable. Chairman J. J. Schnitker and Treasurer Lew H. Wallace presented a letter to the Southern Pacific Railway Co. in regard to location of the new depot and making'it a union depot; also in regard to lowering their tracks down to grade, and on motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter and carried, the Committee were authorized to forward a copy of the letter to the Pacific Electric Railway Co. and the Southern Pacific Railway Co. The request of the Standard Oil Company for permission to place and maintain a moored barge at or near the junction of the city and county channels in Newport Bay was discussed, and on motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, the request was granted subject to the approval of the Harbor Master and the approval of the Street Superintendent as regards the pipe line from the curb to the outer end of the pier at Washington Street. The Board of Trustees of the City of Newport Beach being duly convened in adjourned regular session at the hour of 7:30 o'clock p.m. of Thursday, the 29th day of March, 1923, at the City Hall of said City, the same being the date, hour and place for hearing protests fixed in Ordinance No. 227 thereof, proceeded to hear all protests filed, and no person interested or objecting to the formation of the proposed municipal improvement district described in the petition filed the 13th day of February, 1923, or as set forth in Ordinance No. 227, or to the proposed improvement or to the inclusion of his property in said district, having filed with the Clerk a written or-any protest setting forth any objection, or appeared to object or protest, or did object or protest, the Board of Trustees of the City of Newport Beach deem that it has acquired jurisdic- tion to proceed further. It was ordered that the boundaries of that portion of the City of Newport Beach described in the petition, and set forth in Ordinance No. 227 of the City of Newport Beach, and proposed to be formed into a 'T7 MLM municipal improvement district, be and the same are hereby defined and established as the boundaries thereof as follows: Located in the City of Newport Beach, County of Orange, State of California, and Beginning at the U. S. Bulkhead Station No. 150 as laid out and shown upon a Map of Newport Bay, California, showing harbor lines approved by the War Department January 18, 1917; thence easterly in a direct line to U. S. Bulkhead Station No. 151;, thence easterly in a direct line to U. S. Bulkhead Station No. 152; thence southeasterly in a direct line to U. S. Bulkhead Station No. 153; thence southeasterly in a direct line to U. S. Bulkhead Station No. 154; thence southeasterly ' in a direct line to U. S. Bulkhead Station No. 155; thence westerly in a direct line to U. S. Bulkhead Station No. 156; thence northwesterly along the U. S. Bulkhead line to U. S. Bulkhead Station No. 157; thence northwesterly in a direct line to U. S. Bulkhead Station No. 158; thence northwesterly in a direct line to U. S. Bulkhead Station No. 159; thence northwesterly in a direct line to U. S. Bulkhead Station No. 160; thence northerly in a direct line to U. S. Bulkhead Station No. 150, to the place of beginning. All of said hereinbefore mentioned U. S. Bulkhead Stations and Bulkhead lines are laid out and shown upon the aforesaid map of Newport Bay, California, ahowing harbor lines. The described district and the territory embraced therein to be known as Municipal Improvement District No. 3 of the City of Newport Beach. It was thereupon ordered that an election be called to be held in MUNICIPAL ILiPROVEMENT DISTRICT NO. 3 of the City of Newport Beach for the submission to the qualified voters thereof the proposition of incurring a bonded debt of said district by issuing the bonds thereof for the purposes set forth in Ordinance No. 227. On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter and carried, the request of John S. Welsh for a 10 days leave of absence, was granted without pay. On motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, the request of W. L. Harvey for transfer of Shooting Gallery License to R. Clark, was granted subject to the approval of the City Marshal. On motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the request of Edw. D. Morris for transfer of License No. 59 to S. P. Kennedy and V1. R. Sagner, was granted subject to the approval of the City Marshal. The copies of resolutions from the League of California Municipalities was discussed, and on motion of Trustee L.'S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the resolutions were adopted and the Clerk instructed to send copies to our Setator and Assemblyman at Sacramento. On motion of Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson and carried, the application of Freda Hulin for a permit and license to operate a lunch counter on the Ely 30 feet of Lots 9, 10 & 11 of Block 12, Balboa Tract, was granted subject to the approval of the City Marshal. The communications from H. M. Worcester and C. P. Visel in regard to the water conditions on Balboa Island were referred to the Water Superintendent to report on at the next meeting. The.communication from AT. M. Ledbetter explaining in regard to the delay in starting the work on the bridge over the Rivo Alto on 36th Street and reconstruction of the wharf at Newport Beach, was referred to the City Engineer to see if they could not bring the material in by water. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, a Map of Tract No. 443, being a resubdivision of Lots 1 and 2 of Block A and Lots 1, 21 3 and 4 in Block 5 of Boulevard Addition to Newrport Heights was approved. There being no further business on motion of Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson and carried, the meeting adjourned Sine Die.
