The City Engineer presented a diagram of the assessment
district showing lands to be assessed for the re- construction of the
ornamental street lighting system upon certain portions of Central Avenue
and other streets and avenues under Resolution of Intention No. 188.
Upon motion of Trustee Geo. P. Wilson seconded by Trustee L. S. '.Jilkinson
said diagram was approved by the following vote, to -wit:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson. '
Noes, Trustees None.
Absent, Trustees None.
The communication and sketch of the roof the Balboa Boat forks
desire to erect over the pier in front of their building at Balboa was,
referred to the Street Committee and City Engineer be report on at the
next meeting.
A blue print of Tract No. 444 Alta Vista Terrace on Wewport
Heights was laid over pending receipt of the original map.
The request of the mercereau Bridge & Construction Companyfor
an extension of 60 days on their contract for building the bridge over
the Santa Ana River was discussed, and on motion of Trustee Conrad
Richter seconded by Trustee Geo. P. Wilson and carried, 40 days time
was allowed them providing they assume all engineering and inspection.

The request of Mrs. E. G. Walker for an extension of time on
their lease of the Newport Pavilion to October 1, 1923 was taken up, and
on motion of Trustee Conrad Richter seconded by Trustee Geo. P. ? ?ilson
and carried, the request was granted with the understanding that the Board
reserves the right to request them to vacate at any time on 30 days
notice.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the application of L. B. Schaefer for transfer of
General Business License No. 9 to V. N. Norden was granted.
Trustee Conrad Richter made a report on the communication of
the Balboa Life Saving Corps referred to him at the last meeting,
recommending that some assistance be given them, and on motion of Trustee
Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, "?250.00 was
set aside as an initial fund, a decision of what it will cover to be
decided by the Corps in conference with a Committee appointed by the
Board. The Committee are Trustees Geo. P. Wilson, L. S. Wilkinson and
Fire Chief A. '. "d. Jackson.
There being no further business, on motion of Trustee Geo. P.
Wilson seconded bja Trustee H. C. Sloan and carried, the meeting adjourned
to 7:30 o'clock p.m. on I.Tonday, April 16, 1923.

On motion of Trustee Geo. P. Wilson seconded by Trustee H.C.
Sloan and carried, the request of Peter Peterson to build a small wharf
in front of Lots 25 and 26, Block 5, Section 5, Balboa Island, was granted.

The request of the Balboa Boat Works for permission to build
a roof'over the pier in front of their building at Balboa was discussed,
and on motion of Trustee Conrad Richter seconded by Trustee H. C. Sloan
and carried, the Clerk was instructed to write and ask them what they
propose to do with the structure.
NEC? BUSINESS.
The Board of Trustees having offered for sale the bonds of the
City of Newport Beach in the sum of ;;8,000.00 for a comfort statthon at
Balboa, and a further sum of 02,500.00 for a comfort station at East
' Newport, and a further sum of ;,71000.00 for a jail, the same having been
advertised by publication of notice and mailing a notice to the State
Controller and Treasurer of the State of California, and the time having
arrived for the opening thereof, no bids having been made or received,
the Board of Trustees now order the bonds sold at private sale without
any further or additional advertisement or notice; provided that no
bonds shall be sold for less than par value and interest thereon at date
of delivery.
On motion of Trustee H. C. Sloan seconded by Trustee Geo, P.
Flilson and carried, the bond of Ptadsen Iron '.Yorks for 5'1,000.00, guaran-
teeing the Adams Diesel Engine purchased from them, for one year as per
contract, was accepted.
I,r. Sims of the Sims - Guedel Company urged the Board to estend
the water system to Corona del I,Iar Tract as soon as possible, and on
motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and
carried, the City Engineer was instructed to prepare an ordinance
accepting and naming; the streets and fixing grades thereof, and to
furnish the City Attorney with specifications for a water system.
Trustee Geo, P. I- Iilson brought up the matter of having the
County fill in the triangular piece between. the County highway and the
Southern, Pacific right -of -tray at the other end of the bridge, so that
the bridge Contractor can straighten out the county road leading to the
bridge, and on motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the matter was referred to the Street Committee
and City Engineer to take up with I.,r. Me Bride.for attention as soon as
possible.
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C.
Sloan and carried, the application of Andrew I'_. Gilson for permission
to cut the curb for motor vehicles and to install a storage tank and an
air and grater stand in front of the East Newport Garage, was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee H. C.
Sloan A. J. Twist was employed for 30 days as Publicity Agent at a salary
of 5?50.00. by the following vote:
Ayes, Trustees, J. J. Schnitker, H. C. Sloan, Geo. P. Clilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
On motion of Trustee H. C. Sloans econded by Trustee Geo. P.
Wilson and carried, the application of Don I::. Loveridge for permit and
license to operate a dance hall and also a cafe at 711 to 715 Central
Avenue, Balboa, was granted. ,
The application of the Balboa Boat ;forks for permission to build
a pleasure pier for P. B. Plumb in front of Lot 4, Block 21, Balboa was
laid over for the customary two weeks. ,
The application of Geo. H. Bayer for license to operate a lunch
can on the beach and other places was laid over for one week.
The protests from C. G. i[hite and H. A. Cherrier against
allowing Dr. Tischhauser to build a half dozen garages on his Lot in .East
Newport .Jas discussed, and on motion of Trustee L. S. 1-7ilkinson seconded
' by Trustee Geo, P. 71ilson and carried, the Clerk was instructed to answer
the communications and state that while the sympathy of the Board is with
them, the City cannot refuse to grant him a permit to build the garages
if he so desires.
A number of those present referred to the bad odor arising from
the bu-rnin;; of garbage at the garbage dump and asked that something be
done to eliminate it.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.P.
Wilson and carried, the Street Superintendent was instructed to investi-
gate the matter and report at the next meeting as to the possibility of
overcoming the objectionable feature and the expense of an incinerator.
On motion of Trustee L. S. Wilkinson seconded by Trustee H,
Sloan and carried, the meeting adjourned to 7 :30 o'clock p.m. on 1:onday,
April 23, 1923.
