City Hall, Newport Beach, May 15, 1923.
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 4 :00 o'clock p.m. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing all the members present except
Trustee Conrad Richter.
Attorney L. A. West of Santa Ana representing Thomas W.
Simmons of San Francisco, presented a lease for an oil pipe line
along or under the wharf at Newport Beach for loading oil tankers
which was discussed and corrected.
On motion of Trustee Geo. P. Wilson seconded by Trustee H.C.
Sloan the President and City Clerk were authorized to sign the lease
as corrected by the following vote:
Ayes ", Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustee Conrad Richter.
There being no further business on motion of Trustee Geo. P.
Wilson seconded by Trustee H. C. Sloan and carried, the meeting
adjourned to 7:30 o'clock p.m, on Monday, May 21, 1923.

City Hall, Newport Beach, May 21, 1923.
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock p.m. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing the fmll Board present.
The minutes of the previous meetings of May 14th and 15th
were read and approved.
Trustee Geo. P. Wilson reported in regard to the jail and
Comfort Stations that plans should be gotten under way, and on motion
of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and
carried, the report of progress was accepted and the .Committee empowered
to act "in getting the plans for the two Comfort Stations and the new
Jail to place before the Board as soon as possible.
The communications were read and referred to the proper order
of business.
UNFINISHED BUSIESS;.
This being the day and hour set for opening bids on the bonds
of the unpaid assessments for the improvement of portions of Ocean Ave.
between Ninth and Nineteenth Streets with a boardwalk as described in
Resolution of Intention No. 156 of said City, but the Clerk reported
that no bids had been received, and on motion of Trustee Geo. P.
Wilson seconded by Trustee Conrad Richter and carried, the bonds were
awarded to the Contractor in satisfaction of his debt.
NEW BUSINESS.
The deeds of the Pacific Ranch Co. and Standard Oil Co. for
rights -of -way from the primping plant to the reservoir were referred
to the City Engineer.

- The partial release of the California Bank referring to
property deeded by the Pacific Ranch Co. and the Standard Oil Co. to
the City of Newport Beach from the lien of the mortgage held by the
California Bank therein, is ordered filed and directed to be placed
on record.
The matter of the Southern California Edison Co, setting poles
in Central Avenue betweon Nineteenth and 21st Streets was referred to
the City Engineer.
A Map of Tract No. 444 of Newport Heights in which it was
necessary to vacate and abandon certain streets and alleys, was discussed
and the City Engineer was instructed to proceed with the vacation and
abandonment proceedings for next meeting.
A Map of Tract No. 322 being a- Subdivision of Tract No. 278
on Newport Heights putting the tract back where it was before .being
subdivided, was taken up, and on motion of Trustee H. C. Sloan seconded
by Trustee Geo. P. Wilson and carried, the Map was approved.
ORDINANCE NO. 230, Entitled as follows:
"An ordinance of the Board of Trustees of the City of
Newnport Beach accepting a certain easement granting to
said City the right to lay, construct, maintain, operate
repair and renew a pipeline for the transportation of water
over and under and through and along a certain parcel of
landsituated in the County of Orange, and authorizing the
President of the Board of Trustees and the City Clerk of
said City to execute the same for said City."
The ordinance was ordered filed, read, considered, designated
Ordinance No. 230 and referred to the City Engineer.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.C.
Sloan and carried, the petition signed by 37 property owners below Balboa
to have Central Avenue oiled, was referred.to the Street Committee and
Street Superintendent.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the request of the City Clerk for permission to
cross the sidewalk along Lot 1 in Block 27 of Newport Beach Tract, was
granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the request of J. H. Hansen for a permit and
license to operate a lunch counter in front of Lot 7 in Block 21 of
Newport Beach Tract was granted.
On motion of Trustee Conrad Richter seconded by Trustee Geo. P.
Wilson and carried, the appointments by City Marshal Porter of Elmer
Cubbon, D. E. Moore, Charles Irwin and Walter Racker as Deputy Marshals
without pay, were approved by the Board.
On motion of Trustee Conrad Richter seconded by Trustee Geo. P.
Wilson and carried, the demand of Joseph H. Mefford for drilling a 14"
well at the pumping plant, having been signed and approved by the Finance
Committee, was allowed and a warrant to be drawn for same.
On motion of Trustee L. S.'Wilkinson seconded by Trustee Geo.P.
Wilson and carried, the Street Superintendent was instructed to proceed
at once to have the beach front cleaned up for Decoration Day.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.C.
Sloan and carried, the request of Dr. Tischhauser for permission to
break the curb for some garages on Lot 146 in Block "A" of East Newport,
was referred to the City Engineer to report on at the next meeting.
Attorney L. A. West of Santa Ana presented a Notice of Sale of
Franchise to lay, construct, operate and maintain an oil pipe line in
the City of Newport Beach which was read and discussed, and on motion of
Trustee Geo. P. Wilson seconded by Trustee Conrad Richter the Clerk was
instructed to advertise for bids on the Franchise by the following vote:
Ayes, Trustees J. J. ScYnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
There being no further business on motion of Trustee Geo. P.
Wilson seconded by Trustee H. C. Sloan and carried,, the meeting adjourned
to 7:30 o'clock p.m. on Monday, Ilay 28, 1923.
