City Hall, Newport Beach, May 28, 1923.
The Board of Trustees of the City of Newport Beach mct in
regular adjourned session at 7:30 o'clock, p.m. on above date. The
meeting was called to order by President J. J. ScI itker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
The communications were read and referred to the proper order
of business.
UNFINISHED BUSINESS.

ORDINANCE NO. 23�, Entitled as follows:
An Ordinance of the Board of Trustees of the City of
Newport Beach accepting a certain easement granting to
said City the right to lay, construct, maintain, operate
repair and renew a pipeline for the transportation of
water over and through and under and along a certain
parcel of land situated in the County of Orange, and
authorizing the President of, the Board of Trustees and
the City Clerk of said City to execute the same for
said City,
came up for final action; was read, considered, the roll
was called and Ordinance No. 230 was passed by the vote of the following
named two - thirds and more bf all the members of the Board of Trustees;
signed and approved by the President thereof and attested by the Clerk;
the same being passed by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
L. S. Wilkinson, Conrad Richter.
Noes, Trustees None.
Absent, Trustees None.
Trustee H. C. Sloan introduced a resolution entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach adopting a certain plan showing grades and
curb lines of certain portions of Santa Ana Avenue, Ocean
'
Drive, 12th Street and 14th Street within said City.
The Resolution was ordered filed, read, considered, designated
Resolution No. 236; the roll was called and the Resolution passed by the
vote of the following named members of the Board of Trustees of the City
of Newport Beach:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad_Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
Trustee Geo. P. Wilson introduced an Ordinance entitled as
follows:
An Ordinance of the Board of Trustees of the City of
Newport Beach designating the name by which a certain
public street in said City shall be known and called, and
establishing the grades and curb lines of certain portions
of Santa Ana Avenue, Ocean Drive, 12th Street and 14th
Street within said City.
The Ordinance was ordered filed, read, considered, designated
Ordinance No. 231 and referred to the City Engineer.
IN THE MATTER OF THE PROPOSED IMPROVEMENT OF
certain portions of Coast Boulevard Place, Coast '
Boulevard, 29th Street, 36th Street, Finley Avenue
and of a certain alley in said City.

This being the time fixed by Resolution of Intention No. 233
passed May 7, 1923, for hearing protests.in. the matter of the improvement
therein described, and no protests having been filed wjth-the City Clerk
in said matter; thereupon Trustee Geo. P. Wilson presented and moved the
adoption of Resolution No. 237 entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach ordering the improvement of certain portions
of Coast Boulevard Place, Coast Boulevard, 29th Street,
36th Street, Finley Avenue and of a certain alley within
said City under the Improvement Act of 1911,

which motion was seconded by Trustee H. C. Sloan and carried
by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None,
Absent, Trustees None.
Trustee H. C. Sloan presented and moved the admption of
Resolution No. 238 entitled:
A Resolution of the Board of Trustees of the City of
' Newport Beach directing certain work or improvement to be
done under the direction of the City Engineer of said City,
which motion was seconded by Trustee Geo. P. Wilson and
carried by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
The City Engineer reported that he had been trying to get deeds
to the ends of some lots in Block 1 of Newport Bay Tract from Alvarado
Street down, to straighten out Central Avenue, but so far had not been
able to hear from the owners of but one, and on motion of Trustee Geo.
P. Wilson seconded by Trustee H. C. Sloan and carried, the City Engineer
was instructed to furnish the City Attorney with proper descriptions,
etc. so he can start-condemnation proceedings on the lots..
On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, the request of Ira E. Pooler for permission to
install a drinking fountain at the ferry landing on Balboa Island was
granted, to be done under the supervision of the Water Superintendent.
On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, the request of Thomas E. Bouchey for permission to
cross the sidewalk with a motor vehicle at Bay Avenue and Palm Street
was granted, to be done under the direction of the Street Superintendent.
The recommendation of Water Superintendent Me Millan that a
new storage reservoir be constructed holding 1,000,000 gallons or more
was discussed, and on motion of Trustee L. S. Wilkinson seconded by
Trustee Geo. P. Wilson and carried,, the matter was referred to the
Water Committee, Water Superintendent and City Engineer to report on
at the next meeting.
The communication from the Orange County Harbor Chamber of
Commerce recommending the appointment of Harry Welch of Phoenix Arizona
as business manager of the Orange County Harbor Chamber of Commerce
at a salary of y 'P350.00 per month was discussed, and on motion of Trustee
L. S. Wilkinson seconded by Trustee H. C. Sloan the recommendation was
accepted and a warrant to be drawn on the publicity fund for $;4200.00
in favor of the Orange County Harbor Chamber of Commerce for one years
salary of the Manager, was carried by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.

The Finance Committee of the Orange County Harbor Chamber of
Commerce presented a budget of the advertising fund for the coming year
which included in addition to the above, $$1,000.00 for pamphlets,
0500.00 for music and 5250.00 for incidentals, and on motion of Trustee
L. S. Wilkinson seconded by Trustee Geo. P. Wilson the amounts named and
recommended by the Finance Committee were to be set aside out of the
advertising fund by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees Nore.
Absent, Trustees None.
The communication from I. Polhamus in regard to the dusty
street below Balboa was referred to the Street Committee.
On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, the application of Dinger & Collyer for license to
operate a-Restaurant in the Newport Hotel was granted.
The communication from the Newport Beach Chamber of Commerce
in regard to allowing the Sherman Institute Band free camping space for
which they would furnish music for the public, was taken up, and on
motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter and

carried, the Clerk was instructed to write Per. Censer that the City
would allow them the space in the camp ground, and to ask in regard to
their terms.
Trustee Geo. P. Wilson introduced a resolution entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach declaring their intention to vacate, close up
and abandon for public street purposes, a certain portion
of Smeltzer Avenue and a certain alley within the said City.
The Resolution was ordered filed, read, considered, designated
Resolution No. 239; the roll was called and the Resolution passed by the
vote of the following named members of the Board of Trustees of the City
of Newport Beach:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. I'Vilkinson.
Noes, Trustees None.
Absent, Trustees None.
Trustee H. C. Sloan introduced an ordinance amending Parking
Ordinance No. 211. The Ordinance was ordered filed, read, considered,
designated Ordinance No. 232 and referred to the City Engineer to be put
in shape for final passage.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, it was decided that each and*every map presented
to the Board for approval must be accompanied by a blue print for the
city records..
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, a map of Tract No. 492 of Fairview Farms presented
by E. A. Spaulding coming within the three mile limit, was approved.
On motion of Trustee Geo. P. Wilson seconded by Trustee
Conrad Richter and carried, a map of Tract No. 495 of Newport Heights
presented by Newport Engineering Co. was approved.
The matter of a live bait stand on the end of the wharves was
discussed and on motion of Trustee Geo. P. Wilson seconded by Trustee
H. C. Sloan and carried, the matter was referred to the Fire & Water
Committee.
Mr. J. P. Greeley referred to the matter of some parties
wanting to start a passenger line of boats from Balboa to Long Beach,
but they could not get up to the Municipal Pier on account of some piling.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson
and carried, the matter was referred to the Harbor blaster and City
Engineer to see what arrangements can be made with the people, and give
us an estimate of the cost of removing the piling at the next meeting.
Trustee L. S. Wilkinson called attention tq� papers blowing
around on Newport Heights from rubbish being dumped along Santa Ana
Avenue, and the matter was referred to the Street Committee to look into.
The matter of trying to get the Pacific Electric Railway Co.
to oil their right -of -g=ray to keep down the dust at Balboa, and the
matter was referred to the City Engineer to take up with them tomorrow.
Mr. Lewis asked permission to lay water lines and fix the
streets at Corona Del Mar to fulfill statements made in their sale
contracts, and on motion of Trustee L. S. Pilkinson seconded by Trustee
GeO. P. Wilson and carried, the request was granted the work to be done
under the supervision of the Street Department, Water Superintendent
and City Engineer.
On motion of Trustee Conrad Richter seconded by Trustee H. C.
Sloan and carried, the matter of drinking fountains as referred to-by
H. L. Sherman was referred to the ?later Superintendent, and he was also
instructed to put a drinking fountain at the outer end of each wharf
and a sink for cleaning fish, the same to be arranged for attaching hose
for cleaning the deck. -
Mr. Film. Elkins referred to the three signs placed at various
places leading to Newport Beach, being in bad condition, and on motion
of Trustee Conrad Richter seconded by Trustee H. C. Sloan and carried,
t.Ir. Elkins was requested to report at the next meeting what he would
replace the signs for.
Commodore Albert Soiland referred to the lack of anchorage
ground in front of the Yacht Club and thought with the addition of a
booster pump attached to the dredger pipe, the dredging could be done
cheaper and at the, same time they are dredging for the County. The
matter was referred to the City Engineer to see Mr. Craig in regard to
the matter.

The matter of furnishing garbage cans along with the trash
burners on the beach as called for in Ordinance No. 215, was referred
to the Street Superintendent.

The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'clock p.m. on above date. The meeting was
called to order by President J. J. Schnitker.
Owing to the absence of Trustee L. S. Wilkinson the President
appointed Trustee Geo. P. Wilson to act on the Finance Committee.
The roll was called showing the full Board present except
Trustee L. S. Wilkinson who carne in later.
The minutes of the previous meeting were read and approved.
The reports of the heads of the departments were read and on
motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and
carried, the reports were accepted and ordered filed.
UNFINISHED BUSINESS.
This being the time set for opening bids for the sale of the
bonds of Municipal Improvement District No. 3 in the sum of 158,000.
but the Clerk reported that no bids had been received.'
Mr—Patterson was present and stated his Company would be
willing to go ahead on a ten year lease if the lease of the oil pipe
line would not conflict, and on motion of Trustee H. C. Sloan seconded
by Trustee Conrad Richter and carried, the pipeline lease and the
prepared lumber lease were referred to the City Attorney to take up
with the parties concerned and report on same at the next meeting.
The communications were read and referred to the proper order
of business.
