On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the salary of the Harbor Blaster was increased
from $25.00 to 075.00 per month during the months of June, July,
August and September; he to get any help necessary.
On motion of Trustee Geo. P. Wilson seconded by Trustee H.C.
Sloan and carried, demands No. 1734 to 1887 inclusive, having been
signed and approved bit the Finance Committee, were allowed and warrants
to be drawn for same.
There being no further business on motion of Trustee Conrad
Richter seconded by Trustee L. S. Wilkinson and carried, the meeting
adjourned to 7:30 o'clock p.m. on Monday, June 18, 1923.

The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock p.m. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called shorting the full Board present.
The minutes of the previous meeting were read and approved.
bIr. Lew H. Wallace reported that he found we had room enough
to build the storage reservoir without buying any additional land.
He also reported that he had heard nothing further from Mrs.
Barton in regard to part of Lots 12 and 13 in Block 20 First Addition
and the Committee was continued.
This being the time fixed for opening bids for certain work
on certain portions of Coast Boulevard Place, Coast Boulevard, 36th
Street, 29th Street, Finley Avenue and of a certain alley in said City
as contemplated by Resolution of Intention No. 233 of this Board, the
Board in open session publicly opened, examined and declared all sealed
bids received for said work, to -wit:
And thereupon said bid was referred to the City Engineer for
checking and report.
The communications were read and referred to the proper order
of business.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the City Officers were directed to submit all papers
requiring the approval of the City Attorney to him before presenting
to the Board.
The City Engineer reported that the California Construction Co.
is the lowest bidder for the work to be done on certain portions of
Coast Boulevard Place and other streets and an alley, and thereupon
Trustee H. C. Sloan presented Resolution No. 240 entitled:

On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.

A Resolution of the Board of Trustees of the City of
Newport Beach, awarding the contract for certain work
on certain portions of Coast Boulevard Place, Coast
Boulevard, 29th Street, 36th Street, Finley Avenue
and of a certain alley within said City,
and on his motion duly seconded said Resolution was adopted by
the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson, Stuart A. Cundiff was duly appointed a Deputy Engineer of the
City of Newport Beach from and including the 18th day of June, 1923,
to serve at the will of the Board, by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
The request of Robert P. Miller for permission to build a
pleasure pier at the Bay side of 1324 Central Avenue, Balboa was laid
over for the customary t,wo creeks.
On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, Maps of Tracts No. 499, 444 and 504 of Newport
Heights being accompanied with the required blue prints, were approved.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, a IrIap of Tract No. 518 on the sandspit accompanied
by a blue print was approved.
On motion of Trustee Geo. P. Wilson seconded by Trustee H.C.
Sloan, the plans as presented of the City Jail. and Comfort Stations at
Balboa and East Newport were adopted, with the change of having a door
in the back of the Jail., and the City Clerk was instructed to advertise
for bids on same with the reservation embodied that the City may reject
' all bids or reject part and accept other parts; the same being carried
by the following vote:

On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the request of City Marshal Porter for appoint-
ment of W. A. Wilcox as Deputy Marshal was granted at a salary of „';150.00
per month, subject to the will of the Board.
On motion of Trustee Geo. P. Wilson seconded by Trustee L.S.
Wilkinson and carried, the two letters sent in by the Balboa Chamber of
Commerce were referred to the Advertising Committee of the Orange
County Harbor Chamber of Commerce with the request that they present
to the Board a form of proposed folder as soon as possible.
On motion of Trustee Conrad Richter seconded by Trustee L.S.
Wilkinson, all rights granted the Standard Oil Co. on the 29th day of
March., 1923, having been relinquished by them, are hereby cancelled by
the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L.-S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
' On motion of Trustee L. S. I;Vilkinson seconded by Trustee Geo.
P. Wilson and carried, the appointment by City Marshal Porter of L. B.
Ogilvie as Deputy Marshal to serve without pay, was approved.
The communication from H. B. Tudor, Balboa Chamber of Commerce
and the petition signed by 46 residents in regard to parking on Central
Avenue at Balboa, was discussed, and Trustee H. C. Sloan introduced an
Ordinance amending Section 1 of Ordinance No. 232 of the City of Newport
Beach; the ordinance was ordered filed, read, considered, designated
Ordinance No. 233 and referred to the City Attorney.
On motion of Trustee Geo. P. Wilson seconded by Trustee L. S.
Wilkinson and carried, the application of "I'all.ace 8. Rush for permit to
operate a Restaubant on Lot 1, Block 23, Newport Beach was granted.

On motion of Trustee Geo. P. Wilson seconded by Trustee H.C.
Sloan and carried, the application of Lewis and Nellie Brush for permit
to operate a Delicatessen on Lot 7, Block 120 First Addition, was granted.
On blotion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the application of J. B. Barrett for permit to
operate a Lunch Counter on Lot 25, Block 15, Section B was granted,
On motion of Trustee Conrad Richter seconded by Trustee Geo.
P. Wilson and carried, the request of N. E. Perkins for permission to
out the curb for driveway to his garage at 218 - 20th Street, was
granted under the supervision of the Street Superintendent.
On motion of Trustee Conrad Richter seconded by Trustee Geo.
P. Wilson and carried, the request of the Blankennorn Realty Co. for
permission to..establish a construction camp on the sandspit while
doing their street work. was granted.
On motion of Trustee Geo. P. Wilson seconded by Trustee H.C.
Sloan and carried, the request of J. H. Estus for permission to cut the
curb for driveway at 2000 "lest Central Avenue was granted, under the
direction of the Street Superintendent.
On motion of Trustee Conrad Richter seconded by Trustee H.C.
Sloan and carried, the request of E. E. Roberts for permission to out
the curb at Palm and Central Avenue was granted under the direction of
the Street Superintendent.
Trustee Conrad Richter in a very nice and pleasing manner
presented Chairman J. J. Schnitker with a new gavel.
The protests 'of the Southland Sailing Club and the Newport
Harbor Yacht Club against the oil pipe line lease on the Newport wharf
were discussed, and on motion of Trustee L. S. Wilkinson seconded by
Trustee Geo. P. Wilson and carried, the Chair was asked to appoint a
Committee to investigate the resul #s of loading oil at other points
and report at the next meeting.
The Committee are Trustees Geo. P. Wilson and H. C. Sloan.
On motion of Trustee Conrad Richter seconded by Trustee H.C.
Sloan and carried, the City Attorney was instructed to prepare the
necessary papers for a bond issue for dredging more anchoring room in
the harbor, and report at the next meeting.
On motion of Trustee H. C. Sloan seconded by Trustee Conrad
Richter, the salary of the City Attorney was raised from $75.00 to
?100.00 per month by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P.-Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
Trustee Geo. P. Wilson reported that the owner of Lots 19
and 20 of Block 1 Newport Bay Tract had agreed to take ?350.00 for 12
feet off from the end of the lots to straighten out Central Avenue at
Alvarado Street, and on his motion seconded by Trustee H. C. Sloan and
carried, the Clerk was instructed to notify the owner to place a deed
with the Orange County Title Co. of Santa Ana to be furnished us when
the title is cleaned up.
The matter of condemning Central Avenue from Alvarado Street
on down was brought up and the matter was left with the City Attorney
and City Engineer to work out.
There being no further business on motion of Trustee Conrad
Richter seconded by Trustee Geo. P. Wilson and carried, the meeting
adjourned to 7:30 o'clock p.m. on Monday, June 25, 1923.
