City Hall, Newport Beach, June 25, 1923.
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock p.m. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
Trustee Geo. P. Wilson reported they had investigated the
oil conditions in a number of cities along the coast where oil is
loaded in oil tankers, and with possibly one exception the conditions
were no worse than we have been having here. Other members of the
investigating party confirmed the report, and Mr. Wallace stated the
Insurance Companies did not require the tankers to pump out their
ballast after they anchor as reported. The Committee was therefore
continued and asked to take other citizens along with then on their
investigations.
The communications were read and referred to the proper order
of business.
UNFINISHED BUSINESS.
A lease of the wharf by the Patterson Lumber interests was
presented by City Attorney Bishop which was discussed, and on motion of
Trustee IT_: C.: Sloan seconded by Trustee L. S. Wilkinson and carried,
the matter was referred to a Committee of the Wholb with the City
Attorney, City Engineer and with Mr. Patterson's Engineer to wort: out
every phase of the lease, the Committee to meet at 7:30 o'clock p.m.
on Thursday, June 28, 1923.
ORDINANCE NO. 233, entitled as follows:
An Ordinance of the City of Newport Beach amending
Section 1 of Ordinance No. 211, as amended by Ordinance
No. 232, passed by the Board of Trustees of the City of
Newport Beach on the 4th day of June, 1923,
was taken up for final action; was read, considered, the roll
was called and Ordinance No. 233 passed by the vote of the following
named tyro- thirds and more of all the members of the Board of Trustees;
,signed and approved by the President thereof and attested by the Clerk;
the same being passed by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
Trustee H. C. Sloan introduced an ordinance accepting on
behalf of the City of Newport Beach certain streets, naming said streets,
and originally fixing and establishing the grades thereof. The
Ordinance was ordered filed, read, considered, designated Ordinance
No. 234 and was referred to the City Attorney.

Trustee H. C. Sloan introduced a Resolution entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach directing the making and filing of a tenta-
tive report concerning the dividing of the City of Newport
Beach into districts.
The Resolution was ordered filed, read, considered, designated
Resolution No. 242, the roll was called and the Resolution passed by
the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Cobrad. Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
Trustee L. S. Wilkinson introduced a Resolution entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach as the legislative branch thereof, determining
that the public interest and also the public necessity
demands the completion of a certain public improvement in
and of the City of Newport Beach, the cost of which will be

too great to be paid out of the ordinary annual Z]
income and revenue of the City of Newport Beach.
The Resolution was ordered filed, read, considered,
designated Resolution No. 243 and referred to the City Attorney.
On motion of Trustee H. C. Sloan seconded by Trustee L. S.
Wilkinson and carried, the request of Winter Powell Oil Co. for per-
mission to install a gasoline filling station near the Yacht Club, was
referred to the City Engineer.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the reauest from L. H. Young for permission to
cut the curb at 128 East Central Avenge, was granted under the direction '
of the Street Superintendent.
On motion of Trustee H. C. Sloan seconded by Trustee L.S.
Wilkinson and carried, the request of James Sherry for permission to
run a service station at 15th and Central Avenue was referred to the
City Engineer.
The communication from R. W. Wilcox asking 5100.00 for 6
feet off from the back end of Lot 18 in Block 1 Newport Bay Tract, was
referred to the City Engineer for report.
On motion of Trustee Conrad Richter seconded by Trustee Geo.
P. Wilson and carried, the request of Byron Hall, Recorder for a raise
in salary to 550.00 per month the year around, was allowed.
The request of the California Construction Co. for an
extension of 60 days time on their contract for paving the 5 foot strip
in Central Avenue in order to allow for making up the assessment
diagrams and for the warrant to run, was discussed, and on motion of
Trustee L. S.,Wilkinson seconded by-Trustee Geo. P. Wilson and carried,
the-extension was allovied.
The communication from the First Trust & Savings Bank of
Pasadena for the Blankenhorn Company and one from A. Amelle complaining
of the California Construction Co. were filed.
A communication signed by the Good Government League of
Newport Beach opposing the payment of the salary recently voted to the
Secretary- IsIanager of the Orange County Harbor Chamber of Commerce was
discussed, and on motion of Trustee H. C. Sloan seconded by Trustee '
Geo. P. Wilson and carried, the communication :-;as referred to the City
Attorney to look up the law in the matter for next meeting; the Clerk
to furnish him with a copy of the minutes allowing same.
A Map of Tract No. 505 being a Resubdivision of Lot 135 of
Newport Heights was presented, and on motion of Trustee Geo. P. Wilson
seconded by Trustee Conrad Richter and carried, the I:Iap was approved.
There being no further business on motion of Trustee H. C.
Sloan seconded by Trustee L. S. Wilkinson and carried, the meeting
adjourned Sine Die.

On motion of Trustee H. C. Sloan seconded by Trustee Conrad
Richter and carried, a recess was declared until 9:30 o'clock or such
hour as the conclusion of the business meeting at the Allison Theater
to discuss whether we are to have a pleasure or commercial harbor.
