regular session, the President stated that any and all persons present
would now be afforded an opportunity to be heard and invited a17. such
persons to express themselves concerning the final report and the
provisions thereof.
No person appeared to object or did object to the final
report, whereupon Trustee Geo. P. Wilson introduced a Resolution
finally adopting the final report and ordering the same to be filed
in the office of the Clerk. The Resolution was ordered filed, read,
considered, designated Resolution No. 246, the roll was called and
the Resolution passed by the following vote:
Ayes, Trustees J. J. Schnitker, Ii. C. Sloan, Geo. P. Wilson,
L. S. lVilkinson.
Noes, Trustees None.
Absent, Trustee Conrad Richter.
The report of the Committee on the bids for Jail and Comfort
Stations was postponed to next i,Tonday night.
The Committee on lowering the Pacific Electric and Southern
Pacific grades reported progress and were continued for further action.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the City Clerk was authorized to procure a set
of books for the City as recommended by Auditor Crenshaw.
There being no further business on motion of Trustee L.S.
?'Jilkinson seconded by Trustee Geo. P. Wilson and carried, the meeting
adjourned Sine Die.

City Hall, Newport Beach, August 6, 1923.
The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'clock p.m. on above date. The meeting was
called to order by President J. J. Schnitker.
The roll was called showing the full. Board present.
The minutes of the meetings of July 30th and August 4th
were read and.approved.
The reports of the heads of the departments were read, and
on motion of Trustee Geo. P. Wilson seconded by Trustee L.S. Wilkinson
and carried, the reports were accepted and filed, except the one from
Fire Chief. Jackson which rras taken up for consideration.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, the reconmiendation of the Fire Chief in regard
to the fire hydrants was referred to the City Engineer to take up
with the California Construction Co, to have them repaired under the
supervision of the Water Superintendent.
UNFINISHED BUSIFESS.
As the oil pipe line lease had not been satisfactorily
adjusted as yet, on motion of Trustee H. C. Sloan seconded by Trustee
L. S. Wilkinson and carried, further consideration of the franchise
was continued for another week.
ORDINANCE 110. 239, entitled:
An Ordinance of the City of Newport Beach providing
for the appointment of Life Guards, prescribing their
duties and qualifications, and providing for the
payment of their compensation,
was taken up for final action, read, considered, the roll
was called and Ordinance No. 239 passed by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. "'ilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees Tone.
Absent, Trustees None.

RESOLUTIOIT :0. 247, Entitled:
A Resolution of the Board of Trustees of the City of
Newport Beacii declaring their intention to vacate, close -
up and abandon for public street purposes, certain
portions of Coast Boulevard within the said City.
The Resolution was ordered filed, read, considered, the roll
was called and Resolution No. 247 passed by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
Trustee L. S. Wilkinson introduced an Ordinance entitled
as follows:
An Ordinance of the Board of Trustees of the City of
Newport Beach designating the name by which a certain
alley in said City shall be known and called.
The Ordinance was ordered filed, read, considered, designated
Ordinance No. 240 and referred to the City Engineer.
Trustee Geo. P. Wilson introduced an Ordinance entitled
as follows:
An Ordinance of the City of Newport Beach dividing a
portion of said City into districts, describing the same,
declaring the carrying on of certain trades or callings,
and the erection, construction or maintenance of certain
buildings therein to be unlawful, providing for the
destruction of any such buildings, and a penalty for all
violations of this Ordinance.
The Ordinance was ordered filed, read, considered, designated
Ordinance No. 241 and referred to the City Attorney.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. 'Nilson and carried, the communication from R. J. Briscoe in regard
to putting a lamp post on Central Avenue between Island Avenue and
Alvarado Street was referred to the Street Superintendent and City
' Electrician for a recommendation.
On motion of Trustee L. S. Wilkinson seconded by Trustee II.
C. Sloan and carried, the Clerk was instructed to take up the matter
of the temporary toilet put up by Ledbetter's men on Balboa Island,
and ask them to move it to a more uninhabited place.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, the appointment by J. A. Porter of Harry G.
Whitney as Deputy Marshal to serve without pay, was approved.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, ,x100.00 was set aside out of the advertising
fund for advertising purposes in the All Year Club.
On motion of Trustee H. C. Sloan seconded by Trustee Conrad
Richter and carried, the Clerk and Treasurer were instructed to give
the City Attorney a report of the amounts in the bond funds so that he
can formulate a resolution transferring them to the general fund.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the salary of the City 13arshal and Tax Collector
was raised to (;1160.00 per month and the City Attorney was instructed
to make the necessary amendment of the Ordinance for making the change.
A Eap of Tract No. 453 on Newport Heights was presented and
discussed, and on motion of Trustee H. C. Sloan seconded by Trustee
Geo. P. Wilson and carried, the Iap was referred back to the subdividers
with the request that a 15 foot alley be put in each of the blocks.
On motion of Trustee H. C. Sloan seconded by Trustee L. S.
' Wilkinson and carried, the request of the Laguna Beach Short Line
Automobile Stage Co. for a permit to erect a landing wharf at the foot
of L Street, was granted with the understanding that when constructed
it is to be used by the public and is to continue at the pleasure of
the Board of Trustees.
The matter of their being no street lights on Newport Heights
was discussed and on motion of Trustee L. S. Wilkinson seconded by
Trustee Conrad Richter and carried, the matter was referred to the
City Electrician in regard to putting temporary lights on Newport
Heights .
The matter of bids on the Jai]. came up for action and on motion
of Trustee Geo. P. Nilson seconded by Trustee Conrad Richter, all bids
were rejected except the one from Geo. A. Barrows and he was awarded
the contract at the price named in his bid ?5,361.00 by the following
vote:

J. A. Beek asked for an appropriation of 5;250.00 for the
Tournament of Lights, and on motion of Trustee H. C. Sloan seconded
by Trustee Geo. P. Wilson, the request was granted and ;;250.00 allowed ;
out of the advertising fund for music and advertising the Tournament
of Lights, by the following vote: 0

The old wreck of a boat in front of the Simons property at
East Newport was again referred to, and on motion of Trustee Conrad
Richter seconded by Trustee L. S. Wilkinson and carried, the harbor
Vaster was instructed to select a proper place for the boat and
request idr. Burge to move it there, and if he does not within a
reasonable time the Harbor Piaster to move it there himself'. u 4
Lew H. Wallace stated that the Santa Ana Lumber Co. would
like to get a 25 year lease on a lumber yard site between Block 117'.
Section B and the Bay which was discussed, and on motion of Trustee
L. S. Wilkinson seconded by Trustee Geo. P. Nilson and carried, the
City Attorney was instructed to draw up a lease upon the suggestions
as laid doom by Jr. Wallace.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, demands No. 135 to 315 inclusive having been
signed and approved by the Finance Committee, were allowed and °
warrants to be drawn for same.
There being no further business on motion of Trustee H. C.
Sloan seconded by Trustee L. S. 'Nilkinson and carried, the meeting
adjourned to 7:30 o'clock p.m. of Monday, August 13, 1923.

The report of Fire Chief Jackson in regard to the damaged
Fire Hydrants was discussed, and on motion of Trustee H. C. Sloan
seconded by Trustee Conrad Richter and carried, the City Clerk was
instructed to notify the City Engineer to give the California Con-
struction Co. three days in which to repair the.fire hydrants by
order of the Board of Trustees. '
Trustee Geo. P. Wilson for the committee on parking
automobiles on the streets all night, reported progress, and the.
