J. A. Beek asked for an appropriation of �"s250.00 for the

Tournament of Lights, and on motion of Trustee H. C. Sloan seconded
by Trustee Goo. P. Wilson, the request was granted and 53250.00 allowed
out of the advertising fund for music and advertising the Tournament
of Lights, by the following vote:

The old wreck of a boat in front of the Simons property at
East Newport was again referred to, and on motion of Trustee Conrad
Richter seconded by Trustee L. S. Wilkinson and carried, the Harbor
Piaster was instructed to select a proper place for the boat and

request Mr. Burge to move it there, and if he does not within a
reasonable time the Iiarbor Piaster to move it there himself'.

Lew H. Wallace stated that the Santa Ana Lumber Co. would
like to get a 25 year lease on a lumber yard site between Block 117',
Section B and the Bay which was discussed; and on motion of Trustee
L. S. Wilkinson seconded by Trustee Goo. P. Wilson and carried, the
City Attorney was instructed to draw up a lease upon the suggestions
as laid down by iar. Wallace.
On motion of Trustee L. S. Wilkinson seconded by Trustee Goo.
P. Wilson and carried, demands No. 135 to 315 inclusive having been
signed and approved by the Finance Committee, were allowed and

warrants to be drawn for same.

There being no further business on motion of Trustee H. C.
Sloan seconded by Trustee L. S. Wilkinson and carried, the meeting
adjourned to 7:30 o'clock p.m, of I,Ionday, August 13, 1923.

The Board of Trustees of the City of Newport Beach met'iii
regular adjourned session at 7:30 o'clock p.m. on above date. The
meeting was called to order by President J. J. Scluzitker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved. g
The report of Fire Chief Jackson in regard to the damaged
Fire Hydrants was discussed, and on motion of Trustee H. C. Sloan
seconded by Trustee Conrad Richter and carried, the City Clerk was
instructed to notify the City Engineer to give the California Con-
struction Co. three days in which to repair the.fire hydrants by
order of the Board of Trustees. '

The franchise for laying oil pipe lines in the streets of
the City was taken up, and on motion of Trustee L. S. Wilkinson
seconded by Trustee Geo. P. Wilson, it was declared that the bid of
Thomas C1. Simmons Co, for the franchise be and the same is hereby
awarded to them at the price bid of 5;100.00, by the following vote:

Trustee Geo. P. Wilson introduced an Ordinance granting to
r Thomas Simmons a franchise. The Ordinance was ordered filed,
{ read, considered, designated Ordinance No. 242 and referred to the
City Attorney.
Lew H. Wallace reported that the Pacific Electric would be
)' 4 ready to lower their grade about September 15th, and if the City would
furnish them a site between the tracks on the east side of 26th Street
the7 would build a nice stucco depot. The report was accepted and
the Committee continued.

Wilkinson and carried, the City Engineer was instructed to draw up a
resolution of intention to abandon a portion of 26th Street for the
Pacific Electric Railway Co.

An Ordinance of the Board of Trustees of the City of
Ner;port Beach designating the name by which a certain
alley in.said City shall be knrnvn and called,

An Ordinance of the City of Newport Beach dividing
a portion of said City into districts, describing the
same, declaring the carrying on of certain trades or
callings, and the erection, construction or maintenance
of certain buildings therein to be unlawful, providing
'for the.destruction of any such buildings, and a penalty
for.all violations of this Ordinance,
was taken up for final consideration, read, considered,
the roll was called and the Ordinance passed by the vote of the

On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
7.11ilson and carried, the Clerk was instructed to notify the City
Engineer to give the City Attorney a legal description of the 5 acres
A of land adjoining the present pumping plant on the south.

City Attorney Bishop stated the terms on which the Santa
Ane Lumber Co. were trilling to enter into a lease vrith the City, and
on motion of Trustee E. C. Sloan seconded by Trustee Geo. P. Wilson
and carried, the City Attorney -, °as instructed to drat; up a proper
lease on the terms stated.
A Map of Tract No. 521 of Newport Heights was presented for
approval, but the map was returned to have proper alleys included.
An unfavorable report was made by the Committee in regard
to a diving board at Balboa, and on motion of Trustee L. S. Wilkinson
seconded by Trustee Geo. P. Wilson and carried, the report was accepted
and the petition for a diving board denied.
On motion of Trustee L. S. Wilkinson seconded by Trustee !T.

C. Sloan and carried, the Clerk was instructed to acknowledge with
thanks the invitation of the Civilians Military Training Camp to be
present at the ililitary Tournament at Del ILonte on August 18th.
On motion of Trustee Geo. P. Wilson seconded by Trustee 7.
C. Sloan and carried, Trustees Geo. P. Wilson and _i. C. Sloan were
appointed a Committee to be at the meeting with Hr. Williams repre-
senting the Railroad Commission at Bat boa next Thursday.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Conrad Richter and carried, the communication of F. :... Rugg in regard
to cement blocks on his lot, was referred to the City Engineer to
take up with the California Construction Co.
On motion of Trustee Geo. P. Wilsor seconded by Trustee L.
S. `,ilkinson and carried, the request of L. A. Smith for transfer of
his business license No. 78 to A. E. Reed, was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Geo. P. Wilson and carried, the Street Superintendent was instructed
to comply with the request of R. G. Roberts for sprinkling and
installing two valves on the Heights.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Geo. P. Wilson and carried, the request of J. S. Welsh for two weeks
leave of absence was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, all proceedings required to be printed are to be
proof read with the Clerk from the original documents, and the Clerk
to be responsible for the correctness thereof.

On motion of Trustee Geo. P. Nilson seconded by Trustee
L. S. Wilkinson and carried, the bill of the Southern California
Edison Co. for electricity used in pumping water on Corona Del I,Iar
for the past three months, was allowed.
Mr. Deraga presented a list of Life Guards eligible for
service and on motion of Trustee L. S. Wilkinson seconded by Trustee
Conrad Richter and carried, the list of Life Guards was filed for
future use when the Ordinance becomes effective.
The matter of a site for the Jail was referred to a
Committee of the whole, and the Clerk was instructed to- notify Er.
Barrows to come down at his earliest convenience.
The matter of painting the boxes put out by the Life Saving
Corps was taken up, and on motion of Trustee Conrad Richter seconded
by Trustee Geo. P. Wilson and carried, authority was given to hire a
man for two days to paint the boxes.
On motion of Trustee Conrad Richter seconded by Trustee Geo.
0. Wilson and carried, the Clerk was instructed to get a report from
the Electrician on the working of the electric clocks.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, demand No. 316 having been signed and approved
by the Finance Committee, was allowed and a warrant to be dravin for
same.
There being no further business on motion of Trustee H. C.
Sloan seconded by Trustee Geo. P. Wilson and carried, the meeting
adjourned to 7:30 o'clock p.m. on `,iionday, August 20, 1923.
