City Hall, Newport Beach, Aug. 20, 1923.
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock p.m. on above date. The
meeting was called to order by President J. J. Scluzitker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
The Committee reported that the Pacific Electric Railway
officials stated their had a speed limit of 20 miles an hour in the
' City, and wished to be advised of any infractions of same. On motion
of Trustee H. C. Sloan seconded by Trustee Conrad Richter and carried,
the report was accepted and filed and it was recommended that the
speed officer check up on the speed of trains.
The communications were read and referred to the proper order
of business.
On motion of Trustee II. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, that demands No. 317 and 318 having been signed
and approved by the Finance Committee, were allowed and ordered paid.
On motion of Trustee L. S. Wilkir_son seconded by Trustee Geo.
P. Wilson and carried, the bond of John R. Lugo to do plumbing was
accepted and filed.
On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, the request of the California Construction Co.
for an extension of 30 days time on contract No. 15 and 45 days time
on contract I ?o. 16 was granted.
On motion of Trustee Conrad Richter seconded by Trustee Geo.
P. Wilson and carried, the Health Officer was authorised to attend the
meeting of the Health Officers' Section of the League of California
11unicipalities at Coronado in September, with expenses paid by the City.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the 11ap of Tract No. 453 being a Subdivision of
Lots 175 and 185 of Newport Heights, was approved.
On motion of Trustee Geo. P. i3ilson seconded by Trustee H. C.
Sloan and carried, the ISap of Tract No. 521 being a Subdivision of
Lots 181, 191 and 201 of Newport Heights, was approved.
The City Engineer presented a diagram of the assessment
district for the work and improvement of Central Avenue and certain
other streets and avenues and of certain alleys initiated by Resolution
of Intention No. 196 of the Board of Trustees, passed on the 7th day
of August, 1922, whereupon Trustee Geo. P. Wilson seconded by Trustee
H. C. Sloan, moved the adoption of the diagram which was carried by
the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo, P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees Kone.
Absent, Trustees None.
The City Engineer presented a diagram of the assessment
district for the work and improvement of certain portions of Central
Avenue initiated by Resolution of Intention No. 215 of the Board of
Trustees, passed on the 5th day of February, 1923, whereupon Trustee
Conrad Richter seconded by Trustee L. S. I *Tilkinson, moved the adoption
of the diagram, which was carried. by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. '"ilson,
Conrad Richter, L. S. Wilkinson.

Absent, Trustees None.
Trustee L. S. Wilkinson introduced a Resolution entitled as
' follo ;rs:
A Resolution of the Board of Trustees of the City of
Newport Beach adopting certain plans for the improvement
of certain portions of Santa Ana Avenue, Ocean Drive, 12th
Street and 14th Street in said City.
The Resolution was ordered filed, read, considered, designated
Resolution No. 248; the roll was called and the Resolution passed by
the vote of the following named members of the Board of Trustees of
the City of Newport Beach:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.

Trustee H. C. Sloan introduced a Resolution entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach, declaring their intention to order the
improvement of certain_ portions of Santa Ana Avenue,
Ocean Drive, Ywelfth Street and Fourteenth Street within
said City under the Improvement Act of 1911 and the
Amendments to said Act.
The Resolution was ordered filed, read, considered, designated
Resolution No. 249; the roll was called and the Resolution passed by
the vote of the following named members of the Board of Trustees of
the City of Newport Beach:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
Trustee Geo. P. !"Wilson introduced a Resolution entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach, declaring their intention to vacate,
close -up and.abandon for public street purposes certain
portions of Coast Boulevard within the said City.
The Resolution was ordered filed, read, considered, designated
Resolution No. 250; the roll was called and the Resolution passed b-y
the vote of the following named members of the Board of Trustees of
the City of i ?ewaport Beach:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. '.vilson,
Conrad Richter, L. S. 17ilkinson.
Noes, Trustees None.
Absent, Trustees None.
There being no further business, on motion of Trustee L.S.
77ilkinson seconded by Trustee H. C. Sloan_ and carried, the meeting
adjourned Sine Die.

The reports of the heads of the departments were read and on
motion of Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson
and carried, the reports were accepted andordered filed.
A communication from Leeds & Barnard in regard to strengthening
the wharf for the oil pipe line was discussed, and on motion of
Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried,
the communication and accompanying map was referred to the City
Engineer to report on at the next meeting,
The cormiunications were read and referred to the proper order
of business.

Ordinance granting to Thomas `.V. Simmons, his successors
and assigns, a franchise to lay, operate and maintain a
pipe line system for the transportation, delivery and
sale of oil over, under and along certain streets, alleys,
roads and highways in the City of Newport Beach, County
of Orange, State of California,
