Trustee H. C. Sloan introduced a Resolution entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach, declaring their intention to order the
improvement of certain portions of Santa Ana Avenue,
Ocean Drive, Ywelfth Street and Fourteenth Street within
said City under the Improvement Act of 1911 and the
Amendments to said Act.
The Resolution was ordered filed, read, considered, designated
Resolution No. 249; the roll was called and the Resolution passed by
the vote of the following named members of the Board of Trustees of
the City of I ?ewport Beach:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Mikinson.
Noes, Trustees None.
Absent, Trustees None.
Trustee Geo. P. Wilson introduced a Resolution entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach, declaring their intention to vacate,
close -up and.abandon for public street purposes certain
portions of Coast Boulevard within the said City.
The Resolution was ordered filed, read, considered, designated
Resolution No. 250; the roll was called and the Resolution passed b'
the vote of the following named members of the Board of Trustees of
the City of Newport Beach:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. 71ilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
There being no further business, on motion of Trustee L.S.
71ilkinson seconded by Trustee H. C. Sloan and carried, the meeting
adjourned Sine Die.

The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'clock p.m. on above date. The meeting was
called to order by President J. J. Schnitker.
The Roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
The reports of the heads of the departments were read and on
motion of Trustee Geo. P. Wilson seconded by Trustee L. S. Nilkinson
and carried, the reports were accepted andordered filed.
A communication from Leeds & Barnard in regard to strengthening
the wharf for the oil pipe line was discussed,, and on motion of
Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried,
the communication and accompanying map was referred to the City
Engineer to -report on at the next meeting,
The communications were read and referred to the proper order
of business.

ORDINANCE NO. 242, entitled as follows:
- Ordinance granting to Thomas "J. Simmons, his successors
and assigns, a franchise to lay, operate and maintain a
pipe line system for the transportation, delivery and
sale of oil over, under and along certain streets, alleys,
roads and highraays in the City of Newport Beach, County
of Orange, State of California,

came up for final passage. The Ordinance was ordered
filed, read, considered; the roll was called and Ordinance Ito. 242
was passed by the vote of the following named members of the Board of
Trustees of the City of P ?eeport Beach:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Goo. P. Wilson,
Conrad Richter, L. S. Tilkinson.
Noes, Trustees None.
Absent, Trustees None.
' On motion of Trustee H. C. Sloan seconded by Trustee L. S.
?"Wilkinson and on call of the roll duly carried, it was ordered that
the lease of the City of Newport Beach with the Santa Ana Lumber Co.
be made to read 25 years so far as the filled tide land is concerned;
that a committee of one be appointed to represent the City of Newport
Beach for the purpose of fixing the value of that portion of the land
being leased, described as Parcel 2,in the lease, as a basis of rental,
with power to act, and when the same has been ascertained and the
lease amended as herein provided, and the form thereof approved by the
City Attorney, it be executed on behalf of the City; Trustee H. C.
Sloan being appointed on the committee is to have the advice of the
City Attorney in fixing the value, and the City Engineer to furnish
the location of the proposed street.
The Santa Ana Lumber Co. asked for a permit to cross 17th
Street with a spur track, and on motion of Trustee II. C. Sloan seconded
by Trustee L. S. PJilkinson, the permit was to be granted when the
application was approved by the City Attorney, by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Goo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
City Attorney Bishop referred to the matter of our City
Ordinance No. 7.89 conflicting with the Wright Act, and on motion of
Trustee L. S. '-Iilkinson seconded by Trustee Goo. P. Wilson and carried,
the City Attorney tiaras instructed to make our Ordinance comply with the
PJright Act either by amendment or a new ordinance.
City Attorney Bishop referred to a controversy with a Long
Beach firm over paying a city license for selling meat in the City,
and on motion of Trustee L. S. Wilkinson seconded by Trustee H. C.
Sloan and carried, the City Attorney was instructed to handle the
matter in the way he thinks best.
Trustee L. S. Wilkinson introduced a Resolution fixing the
rate per centum and levying a tai: upon the taxable property within the
City of Newport Beach and taxable therein for municipal purposes, and
also upon the taxable property within the several assessment districts
for the purposes of said districts; the Resolution was ordered filed,
read, considered, designated Resolution No. 254, the roll was called
and the Resolution passed by the following vote:
Ayes, Trustees J. J. Sehnitker, H. C. Sloan, Goo. P. Wilson,
Conrad Richter, L. S. PJilkinson.

On motion of Trustee Geo. P. 71ilson seconded by Trustee Conrad
Richter and carried, it was decided to offer James Irvine 0100.00 for
a septic tank site for Balboa Island sewer, and City Attorney Kressly
was instructed to notify him to that effect.
R. D. Crensha,:r presented the audit report of Albin E. Johnson
& Co.. and on motion of Trustee Ii. C. Sloan seconded by Trustee L. S.
Wilkinson and carried, the report was accepted and placed on file.
The affidavit, of `3m. H. Burnhaa, Jr. in regard to the oil
pipe line was filed.
The communication from the Orange County Builders' Exchange
in regard to a uniform building ordinance for the County was considered,
and on motion of Trustee Geo. P. Wilson seconded by Trustee L. S.
Wilkinson and carried, Geo. E. Spencer, S. L. Collins and C. G. Rodger
were appointed on a Committee to took into the matter.
The application oC Frank Early for permission to build a
landing pier in front of the Nly 37 feet of Lot 146 of Block A East
Newport, was referred to the City Engineer to report on in two seeks.
The communication from James Irvine Jr. refusing to grant the
Auto Stage Line permission to go across their property, was filed.

The communication of t_ie Parkinson Syndicate in regard to
their property being outside the industrial zone ryas discussed, and
on motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson
and carried, the matter was placed in the hands of the City Engineer
for a recommendation.
The communication of Goo. T. Peabody enclosing copy of an
Ordinance passed by the City of Los Angeles to regulate the spilling
of pil and pumping out of bilges within the city limits was taken up
and discussed, and on motion of Trustee L. S. Wilkinson seconded by
Trustee H. C. Sloan and carried, the matter was referred to the City*
Attorney to dray up a similar ordinance for the City of Newport Beach,
and he was also instructed to take up the matter with the County Board
of Supervisors to do likewise.
The communication of Fire Chief Jackson in regard to having
a telephone installed in his bedroom for calling in cases of fire was
read, and on motion of Trustee Ti. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the request was granted.
On motion of Trustee Geo. P. Wilson seconded bIT Trustee H. C:
Sloan and carried, demands No. 331 to 467 inclusive having been signed
and approved by the Finance Committee, were allo:aed and warrants to
be drain for same.
There being no further business, on motion of Trustee H. C.
Sloan seconded by Trustee Geo. P. Wilson and carried, the meeting
adjourned to 7:30 o'clock p.m. on Monday, September 10, 1923.

The Board of Trustees of the City of Noeyrport Beach met in
regular session at 7:30 o'clock p.m. on above date. The meeting was
called to order by President J. J. Schnitker.
The roll was called showing all members present except
Trustee Geo. P. Wilson.
The minutes of the previous meeting were read and approved.
Trustee H. C. Sloan reported that the Santa Ana Lumber Co.
notified him that the property they proposed to lease not being on
the County Channel as they supposed, and the rental of the property
being more than they figured and no knowing 'chat the rental would be
after five years, they thought best to drop the matter. The Committee
was continued to see if the obstacles could not be overcome.
This being the time and place set for hearing upon the
assessments made for paving certain portions of Central'Avenue and
certain other streets and alleys as provided in Resolution of Intention
No. 196 and 215, the Clerk reported that no objections had been filed.
The President asked if any one present desired to be heard in the
matter but no one objected to same.
Trustee H. C. Sloan introduced a Resolution entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach adopting specifications No. 34 for.the
construction of a hater distributing system for domestic
supply and fire protection within the said City of
Newport Beach. .
The Resolution was ordered filed, read, considered, designated
Resolution No. 251, the roll was called and the Resolution passed by
the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Conrad Richter,
. L. S. Wilkinson.
