Trustee Conrad Richter introduced a Resolution entitled: A Resolution of the Board of Trustees of the City of Newport Beach confirming the assessment for the improve- ment of Central Avenue and certain other streets and avenues and of certain alleys in said City. The resolution Resolution No. 258, the the following vote: Ayes, Trustees Dloes, Trustees Absent Trustee was ordered filed, read, considered, designated Poll was called and the Resolution passed by J. J. Schnitker, H. C. Sloan, Conrad Richter, L. S. Wilkinson. None. Geo. P. Wilson. City Engineer Kressly and Treasurer Wallace were continued as a cmr=ittee to keep after the Pacific Electric and Southern Pacific Officials in regard to lowering their grade through the City. The matter of providing for electric lights on 36th Street and Finley Avenue before the paving is in was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee II. C. Sloan and carried, the City Electrician was instructed to install three lights, one at the bridge, one at the corner of 36th and Finley Avenue and one half way between there and Newport Boulevard; same to be installed under the direction of the City Engineer. Trustee H. C. Sloan introduced an Ordinance amending section 14 of Ordinance No. 189; the Ordinance was ordered filed, read, considered, designated Ordinance No. 243 and referred.to the City Attorney. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, that demands No. 470 to 473 inclusive having been signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. A Map of Tract No. 493 being a subdivision of Fairview Farms of Donald and Edna Gibson Place, was returned to have alleys included. There being no further business, on motion of Trustee Ii. C. The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock p.m. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called showing all the members present except Trustee Geo. P. Wilson. The minutes of the previous meeting were read and approved. The reports of the heads of the departments were read, and on motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the action taken at the last meeting in regard to lights on 36th Street and Finley Avenue was recinded. On motion of Trustee Conrad Richter seconded by Trustee L. S. Wilkinson and carried, the City Electrician and City Engineer were instructed to make an estimate of the cost of lighting 36th Street and Finley Avenue from the Rivo Alto Bridge to the Boulevard and report at the next meeting. n 141 On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the Harbor Laster was instructed to take whatever action is necessary towards installing lights on the jetty When he receives the plans from Ir1r. Rhodes, Superintendent of Lighthouses. On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and .carried, the reports of the heads of the departments were accepted and filed. The City Attorney was to report on the Fred Ruben Lot at East Newport at the next meeting. On motion of Trustee H. C. Sloan seconded by Trustee Conrad ' Richter and carried, the City Clerk was instructed to advertise for bids for the removal of the railroad grade, the bids to be opened October 29, 1923. This being the time fixed for opening bids for certain work on certain portions of Santa Ana Avenue, Ocean Drive, Twelfth Street and Fourteenth Street as contemplated by Resolution of Intention No. 249 of this Board, the Board in open session publicly opened, examined and declared all sealed bids received for said work, to -ait: ?jells and California Bressler. This being the time fixed by Resolution of Intention I ?o. 253 passed September 10, 1923, for hearing protests in the matter of the improvement therein described, and no written protests having been filed with the City Clerk in the matter, and no persons desiring th be heard in the matter of said protests, whereupon Trustee L. S. PBilkinson presented and moved the adoption of Resolution No. 259 entitled: A Resolution of the Board of Trustees of the City of Newport Beach, ordering the improvement of Ocean Boulevard and certain other streets, avenues, and alleys in Tract No. 518, as per Irlap thereof recorded in Hiscellaneous Maps Book 17, Pages 33, 34, 35 and 36 Records of Orange County California, within said City under the Improvement Act of 1911 and the Amendments to said Act, Y:inich motion rtas seconded by Trustee H. Sloan presented and moved the adoption of Resolution No. 266 entitled: A Resolution of the Board of Trustees of the City of Newport Beach directing certain :cork or improvement to be done under the direction of the City Engineer of said City; which motion was seconded by Trustee L. S. Wilkinson and carried by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Conrad Richter, L. S. Wilkinson, Noes, Trustees None. Absent, Trustee Geo. P. Wilson. 142 Trustee L. S. Wilkinson introduced an Ordinance entitled: An Ordinance of the Board of Trustees of the City of Newport Beach declaring vacant for public street purposes a certain portion of Coast Boulevard within said City. The Ordinance was ordered filed, read, considered, designated Ordinance No. 244 and referred to the City Engineer. On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the City Engineer was instructed to check up on the deeds to the lots to be purchased for the State Highway as soon as possible. ORDINAI'CE IIO. 243, entitled An Ordinance of the City of Newport Beach amending Section 14 of Ordinance No. 189 thereof, was taken up for final action, read, considered, the roll was called and the Ordinance passed by the affirmative tote of the following named members of the Board of Trustees: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees Geo. P. Nilson. The cormmunicat.ions. were read and referred to the proper order of business. 1TE71 BUSIIIESS. On motion_ of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson and carried, the City Attorney was instructed to report in two weeks by what means the sewer assessments against the lots taken for the State Highway can be taken care of by the City. On motion of Trustee H. C. Sloan seconded by Trustee L.S. Wilkinson and carried, the City Attorney was instructed to prepare an amendment to Ordinance No. 204 changing the boundaries of the Industrial Zone from 28th Street to 30th Street. The City Engineer reported that Wells L. Bressler is the lowest bidder for the work to be done on certain portions of Santa Ana ' Avenue, Ocean Drive, 12th Street and 14th Street, and thereupon Trustee L. S. Wilkinson presented Resolution No. 261 entitled: A Resolution of the Board of Trustees of the City of Newport Beach awarding the contract for certain work on certain portions of Santa Ana Avenue, Ocean Drive, Twelfth Street and Fourteenth Street within said City, and on his motion, duly seconded, said Resolution was adopted by the following vote: Ayes, Trustees J. J. Scrnit4er, II. C. Sloan, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Geo. P. 17ilson. Certain persons protesting on the improvement to be made under Resolution of Intention No.250, having filed objections to the said work by depositing with the Clerk, which objections were this day presented to the Board of Trustees. The hearing on said objections was fixed at the hour of 7:30 o'clock p.rp. of T.'.onday, October 22, 1923, and the Clerk was instructed to notify the objectors by depositing a notice thereof in the Post Office, postage prepaid, addressed to such objectors. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the City Engineer was instructed to secure the necessary data and get the right -of -way for a wooden pipe line from the reservoir to Ne•rrport Heights. On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the plumbing bond of Erling Rohde was accepted and filed. On motion of Trustee Ii. 0. Sloan seconded by Trustee L. S. Wilkinson and carried, the application of Frank Early for a permit to build a boat landing in front of the i'ly 37 feet of Lot 146, Block A East Ne-srport, was granted subject to the will of the Board. On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the communication from the Balboa Charriber of Commerce asking for ;,;1,000.00 for advertising purposes, was referred to Harry Welch the City Publicity man to take up with them and report at the next meeting. L M On motion of Trustee Conrad Richter seconded by Trustee H.C. Sloan and carried, the request of 17. Li. Ledbetter & Co. for an extension of 60 days time din their contract for building the bulkhead on Balboa Island was granted. On motion of Trustee L. S. 17ilkinson seconded by Trustee H.C. Sloan and carried, the communication from the Orange County Harbor Realty Co-. in regard to extending water mains to Section 4 Balboa Island, was referred to the Water Superintendent for an estimate of the cost of same. The application of R. H. Summers for permission to bilild a boat landing in front of Lots 3 and 4 of Block 2-.Balboa Bayside Tract ' was referred to the City Engineer. . The connnunication signed by a number of property owners on Balboa Island objecting to.a horse and goat corral, vras tabled as the stock had been removed. The request signed by a number of people asking that the railroad grade be lowered at once, was tabled as the matter had already been taken mare of. The communication from the Taxpayers League accompanying a petition was filed. On motion of Trustee L. S. Wilkinson seconded by Trustee H.C. Sloan and - carried, the Clerk was instructed to give a report on the petition by next I;Ionday night. On motion of Trustee H. C. Sloan seconded by Trustee Conrad Richter and carried, that demands No. 476 to 62o inclusive, having been signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. On motion of Trustee L. S. l?iilkinson seconded by Trustee H.C. Sloan and carried, the City Engineer and City Treasurer were instructed to interview the Railroad Officials again in regard to lowering the grades, and also in regard to the new depot. It was decided to alloy the paving assessments against the City to go to bond. There being no further business, on motion of Trustee L. S. Wilkinson seconded by Trustee H. C. The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7:30 o'clock p.m, on above date. The meetinC was called to order by President J. J. Schnitker. The roll was called showing all the members present except Trustee Geo. P. Wilson. The minutes of the previous meeting were read and approved. ' City Engineer Kressly reported that the Pacific Electric Officials were willing to give the City a 10 foot easement along the property in Blocks 128 and 129 of Lake Tract to 30th Street, and the report was accept and the Committee continued. The -report of the T9ater Superintendent in regard to the cost of carrying water to Blocks 13 and 14 in Section 4, Balboa Island was read, and on motion of Trustee 11. C. Sloan seconded by Trustee L. S. Wilkinson and carried, the City Engineer and [later Superintendent were asked to give an estimate of what the actual cost would be for putting in the proper lat'.erals all over the Island, and to advertise for bids for the construction of the hater mains. The report of the City Engineer and City Electrician in regard to the cost of installing lights on 36th Street and Finley Avenue was read, and on motion of Trustee L. S. Wilkinson seconded by Trustee H.C. Sloan and carried, the Cite Attorney was instructed to draw up a Resolu- tion for the formation of an assessment district to pair the cost of same.
