W. A. Irwin expressed a desire to lease the bay end. of 15th
Street to move the West Newport Pavilion on to, fix up for a dance hall
and boat landing, and on motion of Trustee Geo. P. 'Nilson seconded
by Trustee H. U. Sloan and carried, the matter was referred to the
Fire and Water Committee for a report.
Inasmuch as the bids for the Comfort Stations were not in
conformity with the notice, on motion of Trustee H. C. Sloan seconded
by Trustee L. S. Wilkinson and carried, all bids are hereby rejected
and the City Clerk is instructed to return the bids and checks to
the makers.On motion of Trustee L. S. Wilkinson seconded by Trustee
H. C. Sloan and carried, the Clerk was instructed to readvertise for.
bids on a Comfort Station at Balboa and one for East Newport to be
separate bids for each, the bids to be opened December 10th.
The tax bill from the County for the lot assessed to the
Southern Counties Gas Co. was referred to the Clerk for investigation.
The communication from E. Eltiste in regard to the pine
line was referred to the Clerk to acknowledge with thanks.
On motion of Trustee Geo. P. Wilson seconded by Trustee
H. C. Sloan and carried, the request of C. A. Price for permission
to build a pier in front of Collins Isle, was granted subject to
the will of the Board.
On motion of Trustee L. S. Wilkinson seconded by Trustee
H. C. Sloan and carried, the request of Chas. L. Laperruque for
transfer of hi.s license No. 271 to P. 0. Chilstrom, was granted.
. Further hearing on:the protests of Resolution of
Intention No. 250 for vacatin3 a portion �-f Coast Boulevard were
continued to Monday, November 26, 1923 at 7:30 o'clock p.m.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Geo. P. Wilson and carried, that demands No. 764 and 765 having been
signed and approved by the Finance Committee, were allowed and
warrants to be drawn for same.
On motion of Trustee Geo. P. Wilson seconded by Trts tee
Conrad Richter and carried, a Map of Tract No. 602 Dakota Tract, being
a. subdivision of Lots 293 and 303 of Newport Heights, was approved.
On motion of Trustee H. C. Sloan seconded by Trustee Geo.
P. Wilson and carried, a Map of Tract No. 594 East Costa Mesa, being
a. subdivision of'Lots 133, 134, 143, 144, 153, 154, 163 and 164 of
Newport Heights, was approved.
On motion of Trustee L. S. Wilkinson seconded by Trustee
H. C..Sloann and carried, the City Engineer was instructed to notify
the Pacific Electric Officials to remove the wires from the embankment
to be removed at once.
There being no further business, on motion of Trustee H.
C. Sloan seconded by Trustee L. S. Wilkinson and carried, the meeting
adjourned to Monday, November 26, 1923, at 7:30 o'clock p.m.

The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock p.m. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing all the members present except
Trustee Geo. P. Wilson who came in later.
The minutes of the previous meeting were read and approved.
The matter of the buildings on the Newport wharf was
discussed, and on motion of Trustee H. C. Sloan seconded by Trustee

Conrad Richter and carried, the Clerk was instructed to advertise for
bids on the buildings, all or separate, bids to be opened December
17, 1924, at 7:30 o'clock p.m.
On motion of Trustee H. C. Sloan seconded by Trustee L.
S. Wilkinson and carried, the City Attorney was instructed to prepare
the necessary notices to serve on the tenants to vacate within 30
days.
Trustee L. S. Wilkinson reported for the Fire and 'later
Committee that Mr. Irwin offered for approximately 100 x 200 feet
at the Bay end of 15th Street $100.00 for the first year, $p200.00
a year for the next four years and -$,300.00 a year for the next 5
years making a 10 year lease. The same was discussed and on motion
of Trustee Conrad Richter seconded by Trustee H. C. Sloan and carried
the report was accepted and 11r. Irwin was asked to put the offer in
writing and have it ready for the next meeting.
The communications were read and referred to the proper
order of business.
In regard to the taxes on the property in the Seashore Colony
and E1 Moro Tracts taken for the Coast Highway, City Attorney Bishop
stated the County had allowed their taxes and it would be proper for
the City to remit their taxes on the property, therefore on motion
of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and
carried, the city taxes assessed and levied against-the property as
sh „wn on the County's statement for 1923 -24 were ordered cancelled
and the Tax Collector to be credited therefor.
This being noonday and the first regular meeting of the
Board of Trustees of the City of Newport Beach next succeeding the
20th day of November, 1923, on which date there -was held in said City
the special referendum and initiative election, the Board of Trustees
being duly met and convened, and the returns of said elec .tion having
been filed with and now in possession of the Clerk, the Board of
Trustees of the City of Newport Beach proceeded to canvass the same,
and from said returns and the canvass thereof finds and orders to be
here.established of record:
(1) The election was for the purpose of submitting to the
qualified electors of the City of Newport Beach two propositions
as follows: •
Proposition No. 1 - was to the effect whether or not
Ordinance No. 242 passed by the Board of Trustees on the 3d day of
September, 1923, should go into effect.
Proposition No. 2 - was whether or not a proposed Ordinance
presented by the initiative petition should be adopted.
(2) The election was held in two special election precincts
respectively, Precinct No. 1 and Precinct No. 2; was fairly conducted
and carried on as provided by law, and that at said election
propositions Nos. 1 and 2 were voted for and-against as follows:

For proposition No. 1 in the City of Newport Beach there
were cast YES and in favor of Ordinance No. 242 going into effect
335 votes and a majority of all the votes cast.
For proposition No. 2 in the City of Newport Beach there
were cast NO and against the proposed ordinance being adopted 347
votes and a majority of all the votes cast.
Wherefore, it is ordered that Ordinance No. 242 of the City
of Newport Beach passed by the Board of Trustees thereof on the 3d
day of September, 1923, go into effect as provided by law and that
the same be and is an ordinance of the said City.
That the proposed ordinance be not adopted.

NEW BUSINESS.
The matter of a resolution compelling the Pacific Electric
Railway Co. to pave their crossings in the City was discussed, and on
motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson
and.carried, the Clerk was instructed to write the Pacific Electric
Officials to fix their crossings by December 15, 1923, or the Board
will pass the Resolution provided in Section 77 and Section 77a of
the "Improvement Act of 1911 "
Further hearing on the protests on Resolution of Intention
No. 250 for vacating a portion of Coast Boulevard, were continued to
Monday, December 3, 1923 at 7:30 o'clock p.m.
The City Engineer presented a diagram of the assessment
district for the improvement of certain .portions of the Promenade
within said City as contemplated by Resolution of Intention No. 223
adopted March 5, 1923, Upon motion of Trustee H. C. Sloan seconded
by Trustee L. S. Wilkinson the same was adopted by the following vote,
to -wit:

Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees Geo..P. Wilson.
The matter of the Comfort Station to be built at the shore
end of the Newport wharf was taken up, and Architect H. G. Corwin
stated that--the total ^cost including his commission would be under
$14,000.00. On motion of Trustee H. C. Sloan seconded by Trustee
L. S. Wilkinson and carried, Mr. Corwin was to be employed as Superin-
tendent of Construction and was to proceed with the work as soon as
possible after the buildings are removed.
The matter of the Wly 30 feet of Lot 17 in Block 119 of
Section "A" Newport Beach being too small to be of use to the City
was discussed, and on motion of Trustee H. C. Sloan seconded by
Trustee Geo. P. Wilson and carried, the Clerk was instructed to
advertise for bids on same, full details to be had from the Office
of the City Clerk or Engineer; the bids to be,opened at 7:30 o'clock
p.m. of Monday, December 17, 1923.
The matter of trading some other city property with Mr.
Crosier for a depot site was left with Mr. Wallace to take up with
him on his return from the east.
The matter of refund from the Southern Pacific Co. for rent
of stands on the wharf was referred to the City Attorney to write
them again.
The condition of the two Balboa Island bridges was discussed
and on motion of Trustee L. S. Wilkinson seconded by Trustee Conrad
Richter and carried, the matter of repairing the bridges was referred
to the Street Committee and Street Superintendent with power to act.
The communication from the Regional Planning Commission
of Los Angeles was taken up, and 6n motion of Trustee L. S. Wilkinson
seconded by Trustee H. C. Sloan and carried, the Clerk was instructed
to reply to them that the City will offer no objections to the cars
stopping at Florence Avenue.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Geo. P. Wilson and carried, that demands No. 766 and 767, having been
signed and approved by the Finance Committee, were allowed and. warrants
to be drawn for same.
The bill of E. id. Burris amounting to $142.00 for taking
down the old railroad trestle was presented, and on motion of Trustee
H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the bill
was allowed and a warrant to be drawn for same.
On motion of Trustee H. C. Sloan seconded by Trustee Geo.
P. Wilson and carried, a Map of Tract No. 427 of Newport Heights
coming within the three mile limit of the City, was approved.
On motion of Trustee Conrad Richter seconded by Trustee
H. C. Sloan and carried, a Map of Tract No. 590 being a subdivision
of Lot 63 of Newport Heights, was approved.
On motion of.Trustee L. S. Wilkinson seconded by Trustee
Geo. P. Wilson and carried, a Map of Tract No. 612 Costa Mesa Terrace
being a subdivision of a portion of Block "A" Banning Tr3.ct, was
approved.
The matter of the City taking over the golf grounds on
the Heights when the Golf Club gives it up, was taken up, and on
motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan
and carried, a Committee was appointed to take the matter up with
Mr. Irvine and report.
The Committee appointed is Trustees Geo P. Wilson and H.
C. Sloan.

The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'clock p.m. on above date. The meeting
was called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
The reports of the heads of the departments were read and
on motion of Trustee Geo. P. Wilson seconded by Trustee L. S.
Wilkinson and carried, the reports were accepted and filed.
The communications were read and referred to the proper
order of business.
This being the time fixed for opening bids for certain work
on certain portions of 36th Street and Finley Avenue as contemplated
by Resolution of Intention No. 266 of this Board, the Board in open
session publicly opened, examined and declared all sealed bids
received for said work, to -wit:

The City Engineer reported that the Newport Bay Electric Co.
is the lowest bidder for the work to be done on certain portions of
36t'- Street and Finley Avenue, and thereupon Trustee Geo. P. 77ilson
presented Resolution ?o. 270 entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach, awarding the contract for certain work on
certain portions of 36th Street and Finley Avenue within
said City,
and on his motion dulsr seconded, said Resolution was adopted
by the followir- vote:

Trustee Geo. P. '.7ilson introduced a Resolution rescinding
certain proceedings taken for the improvement of Tract No. 518. The
