tising were given more time to make their report.
This being the day and hour set for opening bids on 600 feet
of Fire Hose, the Board in open session publicly opened, examined and
declared all sealed bids received, which were as follows:

On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the bids were referred to the Fire & Water
Committee, Fire Chief and City Engineer with power to act.
This being the time fixed for opening bids pursuant to the
notice calling therefor, for the construction of a wood stave pipe line
together with other appurtenances for the Municipal Water Department of
the City of Newport Beach, according to plans and specifications on file
in bhe office of the City Clerk of the City of Newport Beach, the Board
in open session publicly opened, examined and declared all sealed

This being the time fixed by Resolution of Intention No.
279
passed
December 24, 1923, for hearing protests or objections against
the
work or the extent of the district or both described in said Resolution
of
Intention, and no written protests having been filed with the
City
Clerk
in said matter, and no persons desiring to be heard in the
matter
or
objected to the improvement or district, whereupon Trustee L.
S.
Wilkinson presented and moved the adoption of Resolution No. 283
ordering
the
improvement of certain portions of 14th Street, Broad Street,
San
Bernardino Avenue and Ocean Drive within said City under the Improvement
Act
of 1911 and the amendments to said Act, which motion was seconded by
,Trustee Conrad Richter and carried by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.

Trustee Geo. P. Wilson presented and moved the adoption of
Resolution•No. 284 entitled:
A Resolution of the Board of Trustees of the City of
Newport Beach directing certain work or improvement to
be done under the direction and to the satisfaction of
the-City Engineer of said City instead of the Superin-
tendent of Streets,
which motion was seconded by Trustee H. C. Sloan and carried
by the following vote:,
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
• In regard to the vacation of a portion of Coast Boulevard as
contemplated by Resolution of Intention No. 250, on motion of Trustee H.
C. Sloan seconded by Trustee Geo. P. Wilson and carried, the Committee
was instructed to take the matter up at once with the Pacific Electric
Officials and have a report for next meeting.
On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, the City Engineer was instructed to furnish the City
Attorney with the necessary data for vacating a portion of the street in
the public park and an alley.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P. ..
Wilson and carried, the Chairman was instructed to send a telegram to the
Railroad Commission setting forth the condition of our Railroad crossings
and ask for relief.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the matter of a trestle across the Santa Ana River
bed at the west end of Coast Boulevard, was referred to the City Engineer
to give an estimate of the cost on same at the next meeting.
The City Engineer reported that the California Construction Co.
is the lowest bidder for the work to be done on Ocean Boulevard, and
certain other streets, avenues and alleys in Tract No. 518 within said
City, and thereupon Trustee L. S. Wilkinson presented Resolution. No. 282
entitled:
A Resplution of the Board of Trustees of the City of
Newport Beach, awarding the contract for certain work on
Ocean Boulevard and certain other streets, avenues and
alleys in Tract No. 518 as per map thereof recorded in
Miscellaneous Maps,.Book 17, pages 33, 34, 35 and 36,
Records of Orange County, California, within said City,
and on his motion, duly seconded, said Resolution was adopted
by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad
Richter and carried, the City Attorney was instructed to draw up an agreement
between the City and W. A. Irwin for next meeting, for the construction
of a 16 foot cement sidewalk and curb from Ocean Avenue to Bay Avenue
on City property.along the •nesterly line of Lo# 7 in Block 20 of First
Addition to Newport Beach, and the City Engineer to furnish the necessary
data for same. The sidewalk to be built by Irwin & Racker subject to the
will of the Board.
The communications were read and referred to the proper order
of business.
A number of petitions asking that a concrete bridge be constructed '
across the Grand Canal on Park Avenue, Balboa Island, was presented and
discussed, and on motion of Trustee H. C. Sloan seconded by Trustee Geo.
P. Wilson and carried, the matter was referred to the City Engineer for
a report as to the cost of same, and also the assessment district in
Section 5 of the Island to pay for same.
The request of Ben Cope for permission to build a pier in
front of Lot 6 in Block 17 of Balboa Eastside Addition was laid over
for the customary two creeks.
On motion of Trustee Geo. P. Wilson seconded by Trustee L. S.
Wilkinson and carried, the request of E. A. Buckmaster for transfer of
his general business and lunch counter licenses No. 206 and 95
respectively was granted.
The further report from the Osborne Laboratories in regard to
our City water,-was referred to the `'later Superintendent.

The communication from Levi H. Wallace to the effect that Geo.
Harbou was trying to get possession.of some of the tidelands along the
City channel westerly of 15th Street under the Torrens Land Law, wras
referred to the City Attorney.
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C.
Sloan and carried,-the request of H. W. Crenshaw for a concession on
the pier was filed,, the Clerk to acknowledge same.
The offer of Jake Souder of $200.00 for the garbage contract
of the City was discussed, and on motion of Trustee Geo. P. Wilson
seconded by Trustee H. C. Sloan and carried, the Clerk was instructed
to advertise for bids for the City garbage, the bids to be on basis of
' garbage delivered by the City and for the arty to do his own gathering.
The successful bidder to put up a bond of 91,000.00 for the faithful
performance of the contract; the bids to be on basis of 1, 2 and 3 years
duration of contract.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the plumbers bond of Hickman Brothers of 0500.00
was accepted and filed.
-On motion of Trustee L. S. Wilkinson seconded by Trustee H. C.
Sloan and carried, demands No. 1141 and 1142, having been signed and
approved by the Finance Committee, were allowed and warrants to be
drawn for same.
On motion of Trustee Geo. B. Wilson seconded by Trustee Conrad
Richter and carried, the City Marshal or Street Superintendent were
instructed to arrange two toilets in the City Hall.
There being no further business on motion of Trustee H. C.
Sloan seconded by Trustee Geo. P. Wilson and carried, the meeting
adjourned Sine Die.

The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o'clock, p.m. on above date. The meeting was
called to order by President J. J. Schnitker.
The-roll was called showing the full Board present.
The reading of the minutes of the previous meeting were read
and approved.
The reports of the heads of the departments were read and on
motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and
carried,, the reports were accepted and filed.
City Engineer Kressly reported on the bids for printing, that
he would recommend dividing the contract as one paper was low in some
items and the other lower in others. On motion of Trustee H. C. Sloan
' seconded by Trustee Wilson and carried, the report of the Committee was
accepted and the recommendation adopted as to dividing the contract;
Specifications No. 1, 21 31 41 5, and 10 being awarded to the Newport-
Balboa Bulletin, and specifications No. 6, 7, 8, 9 andll being awarded
to the Newport Harbor Publishing Co.; said specifications being as set
forth in the advertisement calling for bids.
Lew H. Wallace reported that the Fire Underwriters stated that
a fire boat would be very expensive and would only serve part of the
City, and they would make a recommendation later. The report of the
Committee was accepted and the Committee continued.
Mr. Wallace also stated he knew of some water - bearing land over
at Talbert with two flowing wells on that could be bought very reasonable
and would suggest investigating it. The matter was discussed and on
motion of Trustee Conrad Richter seconded by Trustee Geo. P. Wilson and
carried, a Committee was to be appointed to look into the matter and
report. The Committee are Levi H. Wallace, Trustee H. C. Sloan and
Water Superintendent Me Millan.
