Harbou was trying to get possession.of some of the tidelands along the City channel westerly of 15th Street under the Torrens Land Law, was referred to the City Attorney. On motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried,-the request of H. W. Crenshaw for a concession on the pier was filed-, the Clerk to acknowledge same. The offer of Jake'Souder of $200.00 for the garbage contract of the City was discussed, and on motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, the Clerk was instructed to advertise for bids for the City garbage, the bids to be on basis of ' garbage delivered by the City and for the arty to do his own gathering. The successful bidder to put up a bond of 1,000.00 for the faithful performance of the contract; the bids to be on basis of 1, 2 and 3 years duration of contract. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the plumbers bond of Hickman Brothers of w500.00 was accepted and filed. ,On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, demands No. 1141 and 1142, having been signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. On motion of Trustee Geo. B. Wilson seconded by Trustee Conrad .Richter and carried, the City Marshal or Street Superintendent -were instructed to arrange tyro toilets in the City Hall. There being no further business on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the meeting adjourned Sine Die. Approved ATTEST: P si ent Board of rustees. 'city C erk. City Hall, Newport Beach, February 4, 1924. The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock p.m. on above date. The meeting was called to order by President J. J. Schnitker. The -roll was called showing the full Board present. The reading of the minutes of the previous meeting were read and approved. The reports of the heads of the departments were read and on motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried,, the reports were accepted and filed. City Engineer Kressly reported on the bids for printing, that ho would recommend dividing the contract as one paper was low In some items and the other lower in others. On motion of Trustee H. C. Sloan ' seconded by Trustee Wilson and carried, the report of the Committee was accepted and the recommendation adopted as to dividing the contract; Specifications No. 1, 21 31 4, 5, and 10 being awarded to the Newport- Balboa Bulletin, and specifications No. 6, 71 8, 9 andll being awarded to the Newport Harbor Publishing Co.; said specifications being as set forth in the advertisement calling for bids. Lew H. Wallace reported that the Fire Underwriters stated that a fire boat would be very expensive and would only serve part of the City, and they would make a recommendation later. The report of the Committee was accepted and the Committee continued. Mr. Wallace also stated he knew of some water - bearing land over at Talbert with two flowing wells on that could be bought very reasonable and would suggest investigating it. The matter was discussed and on motion of Trustee Conrad Richter seconded by Trustee Geo. P. Wilson and carried, a Committee was to be appointed to look into the matter and report. The Committee are Lew H. Wallace, Trustee H. C. Sloan and Water Superintendent Mc Millan. 172 This being the time fixed for opening bids for the sale of the City garbage, the Board in open session publicly opened, examined and declared all sealed bids received, to -wit: 1 2 3 Year. year. year. Souder, delivered 6 miles round trip, 400.00 400.00 400.00 On motion of Trustee Geo. P. Wilson seconded by Trustee H.C. Sloan, all bids were rejected except the one from Jake E. Souder and he was awarded the contract for the city garbage by the following vote: ' Ayes, Trustees J.J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. The Committee were not ready to report on the bids for the Wood Stave Pipe Line, and the matter was. laid over for one week. The report of the Harbor Master in regard to the silt from the dredger filling in the City Channel was discussed, and on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the Harbor Master was instructed to.investigate the matter and take some photographs at low tide to be used in presenting the matter further to the Dredger Company. The communications were read and referred to the proper order of business. The protest of George Bauer against the 16 foot sidewalk to be built by.Irwin & Racker from Ocean Avenue to Bay Avenue.along the southerly line of Block 20 First Addition to Newport Beach, was discussed and filed. The written protest from H. P. Thielen against the building of a concrete bridge across the Grand Canal on Balboa Island, brought forth four written protests and a lengthy verbal protest from G. W. Kitzmiller, but as the Engineer had not made an estimate of the cost of the bridge and the time had not arrived for hearing protests, the same were filed. '. The deed of the Irvine Company for the septic tank site for Municipal Improvement District No. 3 was referred to the City Attorney. On motion of Trustee Geo. P. Wilson seconded by Trustee H.C. Sloan and carried, the communication from Fred Kahler in regard to a sidewalk on Balboa Island being undermined by water, was referred to the Street Superintendent. The communication from the Women's Civic League in regard to vacating the 50 foot street in the Park at.East Newport was discussed at length, and on motion of Trustee L. S. Wilkinson seconded by�Trustee H. C. Sloan and carried, the matter was laid on the table to the next meeting. On motion of Trustee Geo. P. Wilson seconded by Trustee L:S. . Wilkinson a•Map of:'Tract No. 653 being a resubdivision of a portion of Fairview Farms, was ordered returned to have a 15 foot alley included ' by the following vote: Ayes, Trustees J. J. Schnitker,.H. C. Sloan, Geo. P. Wilson, . L. S. Wilkinson. Noes, Trustee Conrad Richter, Absent, Trustees None. Further hearing on the protests on Resolution of Intention No. 250 for vacating a portion of Coast Boulevard, were continued to 7:30 o'clock p.m. of Monday, February 11, 1924. The communication from A. W. Jackson, Fire Chief in regard to aerial wires being placed above the high voltage lines which is dangerous, was discussed, and on motion of Trustee L. S. Wilkinson ' seconded by Trustee Geo. P. Wilson and carried, the City Attorney was instructed to draw up an ordinance to remedy the matter if he considers that the proper way to handle it. On motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson and carried, the request of Wells and Bressler for 60 days extension of time on their contract for pavilng Santa Ana Avenue, etc. was granted. The communication from the Southern Pacific Company in regard ._ to the 3" gas pipe on their property from 39th to 47th Street was referred to the Street Superintendent for reply. On motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the request of Ben Cope for permission to build a pier in front of Lot 6 in Block 17 East Side Addition, was granted, to be subject to the will of the Board. 173 On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, demands No. 1139 to 1299 inclusive, having been signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. On motion of Trustee Geo. P. Wilson seconded by Trustee L.S. Wilkinson and carried, the City Clerk was authorized to make the necessary transfers from the general fund to the other accounts showing a shortage. There being no further business on motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson and carried, the meeting adjourned to 7:30 o'clock p.m. of Monday, February 11, 1924. The Board of Trustees of the City of Newport Beach net in regular adjourned session at 7:30 o'clock p.m. on above date. The ,meeting was called to order by President J. J. Schnitker. The roll was called showing the full Board present. The minutes of the previous meeting were read and approved. Mr. "Lew H. Wallace reported that the water bearing land they 6 were appointed to investigate was sold, but that the Talbert Company had 93.6 acres about a mile from there which could be bought for $350.00 per acre or a total of $32,571.00; $8,143.00 cash and $6,107.00 per year for four years. The matter was discussed and on motion of Trustee L. S. Wilkinson seconded by Trustee Geo: P. Wilson and carried, the ° present Committee was instructed to confer with the Treasurer of the City of Newport Beach, and if the means are available to close up the bargain for the land. 1 ' This being the time fixed for opening bids for the improvement of certain portions of 14th Street, Broad Street, San Bernardino Avenue and Ocean Drive in said City as described in Resolution of Intention No. 2790 the Board in open session publicly opened, examined and declared all sealed bids received, to -wit: Wells & Pacific Bressler. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the bids were referred to the City Engineer for report. The City Engineer reported•that the Conger -Daley Co. were the lowest bidders for the vmod stave pipe line and he would recommend giving them the contract for the Redwood Pipe would with No. 1 wire at the prices named "in their proposal of January 21, 1924. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson, all bids were rejected except the one from Conger -Daley Co. and they were awarded the contract for the wood stave pipe line, the President and Clerk being authorized to sign the same by the following vote:
