Sloan and carried, demands No. 1139 to 1299 inclusive, having been signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. On motion of Trustee Geo. P. Wilson seconded by Trustee L.S. Wilkinson and carried, the City Clerk was authorized to make the necessary transfers from the general fund to the other accounts showing a shortage. There being no further business on motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson and carried, the meeting adjourned to 7:30 o'clock p.m, of Monday, February 11, 1924. The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7:30 o'clock p.m. on above date. The ,meeting was called to order by President J. J. Schnitker. The roll was called showing the full Board-present. The minutes of the previous meeting were read and approved. Mr.,Lew H. Wallace reported that the water bearing land they were appointed to investigate was sold, but that the Talbert Company had 93.6 acres about a mile from there which could be bought for $350.00 per acre or a total of $32,571.00; $8,143.00 cash and $6,107.00 per year for four years. The matter was discussed and on motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the present Committee was instructed to confer with the Treasurer of the City of Newport Beach, and if the means are available to close up the bargain for the land. This being the time fixed for opening bids for the improvement of certain portions of 14th Street, Broad Street, San Bernardino Avenue and Ocean Drive in said City as described in Resolution of Intention No. 279, the Board in open session publicly opened, examined and declared all sealed bids received, to -wit: Wells & Pacific Bressler. Paving Co. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the bids were referred to the City Engineer for report. The City Engineer reported'that the Conger -Daley Co. were the lowest bidders for the mod stave pipe line and he would recommend giving them the contract for the Redwood Pipe would with No. 1 wire at the prices named in their proposal of January 21, 1924. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson, all bids were rejected except the one from Conger -Daley Co. and they were awarded the contract for the wood stave pipe line, the President and Clerk being authorized to sign the same by the following vote: 174 Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. 6" `4 Trustee H. C. Sloan introduced an ordinance entitled as follows: An ordinance of the City of Newport Beach declaring its intention to widen certain alleys in part of the City of Newport Beach, describing the improvement, the land necessary to be taken therefor, and in general terms describing the district to be benefitted by the improvement and to be assessed to pay the expenses thereof, to be kn6wn as the ' assessment district, referring to a plat approved by the City Council now on file in the office of the Engineer of said City, and which indicates by a boundary line the extent of the territory to be included in the assessment district, and which shall govern for all details at to the extent of the assessment district, directing the posting publication and the mailing of notices. The ordinance was ordered filed, read, considered, designated Ordinance No. 251, passed to the second reading and referred to the City Attorney. The communications were read and referred to the proper order , of business. The communication from the Women's Civic League in regard to the alley and street in the public park at East Newport, was discussed, and on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the letter was filed awaiting confirmation from Mrs. Egan that she would deed to the City her portion of the street vacated. On motion of Trustee L. S. Wilkinson seconded by Trustee H.G. Sloan and carried, the faithful performance bond of F. H. Owen in the sum.of 0506.00 covering his printing contract with the City, was accepted and filed. Further hearing on the protests on Resolution of Intention No. 250 for vacating a portion of Coast Boulevard, were continued to 7:30 o'clock p.m. on Monday, February 18, 1924. Inasmuch as the bids opened tonight for the work to be-done on 14th Street, Broad Street, San Bernardino Avenue and Ocean Drive were not in due form, on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, all bids were rejected and the Clerk was instructed to readvertise for bids, the sane to be opened at 7:30 o'clock p.m, of Monday, March 3, 1924. On motion of Trustee L. S. Wilkinson seconded by Trustee Gep. P Wilson and carried, the Deed from the Irvine Company¢ for the septic tank site for Balboa Island, having been passed on favorably by the City Attorney, was accepted and ordered recorded. Trustee Conrad Richter stated that some parties were desirous of getting hold of the lots owned by the City adjoining Block 109 of Section B for a hospital, and on his motion seconded by Trustee H. C. Sloan and carried, the Chair was to appoint a committee of two to put a value on the lots. The Committee appointed are*Trustees L. S. Wilkinson and H. C. Sloan. There being no further business on motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the meeting adjourned to,7:30 o'clock p.m, on Monday, February 18, 1924.
