City Hall, Newport Beach, February 18, 1924.
The Board of Trustees of the City of Newport Beach met in .
regular adjourned session at 7:30 o'clock p.m, on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing all members present except
Trustee L. S. Wilkinson.
The minutes of the previous meeting were read and approved.
The matter of the aerial wires being placed above the high
voltage lines was brought up by Fire Chief Jackson, and on motion of
Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the
City Attorney was instructed to draw up an ordinance in compliance with
instructions given by the City Electrician, and covering wires across
the Bay, alleys and streets.
Trustee H. C. Sloan reported that he would place a value on
the lots adjoining Block 109 in Section B of $1,500.00 for a 30 x ;022
foot lot.
This being Monday the 18th day of February, 1924, the regular
meeting of the Board of Trustees of the City of Newport Beach next after
the expiration of three days from and after the 11th day of February,
1924, the date of the election heretofore called to determine whether
the boundaries of the City of Newport Beach should be altered and new
territory annexed thereto, incorporated and included therein and made a
part thereof, and the said election having been duly held on the 11th
day of February, 1924, and the returns thereof delivered to and now in
the possession of the Clerk of the City of Newport Beach, the Board of
Trustees of said City proceeded to and did canvass said returns from
which it appears and the Board of Trustees find as follows:
(1) The election was fairly conducted and carried on as
provided by law, and the proposition submitted was "Shall Corona Del Mar
be annexed to the City of Newport Beach ?" that it is proposed to annex,
incorporate in and make a part of the City of Newport Beach the territory
' sought to be annexed, specifically describing it as follows: located in
the County of Orange, State of California, and
Beginning at a point in the northeasterly boundary line of the
City of Newport Beach, which point is the intersection of the south-
westerly prolongation of the northwesterly line of 27th Avenue, as 27th
Avenue is shown on a Map of Corona Del Mar, recorded in Miscellaneous
Map Book 3, pages 41 and 42, Records of Orange County, California;
thence northeasterly along the aforesaid southwesterly prolongation of
the northwesterly line of 27th Avenue, and the northwesterly line of
27th Avenue and its northeasterly prolongation to a point where the
aforesaid northeasterly prolongation of the northwesterly line of 27th
Avenue intersects the northwesterly prolongation of the northeasterly
line of Corona Del Mar as shown on the above mentioned map thereof;
thence southeasterly along the northwesterly prolongation of the north-
easterly line of Corona del Mar, and along the northeasterly line of
Corona del Mar, and its southeasterly prolongation to its intersection
with the eenter.line of the water course of that certain canyon lying
immediately southeasterly of Corona del Mar, commonly known as Buck
Gully; thence in a general southwesterly direction following along the
center line of the water course of the aforesaid Buck, Gully to its
intersection with the ordinary high tide line of the Pacific Ocean;
thence south 200 [Nest three (3)•miles into the Pacific Ocean to a point;
thence northwesterly along a line parallel to, and three (3) miles
distant from the ordinary high tide line of the Pacific Ocean to a
' point; which point is the most southerly corner of the City of Newport
Beach; thence northeasterly along the .southeasterly boundary line of
the City of Newport Beach, and northwesterly along the northeasterly
boundary line of the City of Newport Beach to the place of beginning..
The-said new territory is known as, designated and referred
to as CORONA DEL MAR.
(2) The whole number of votes cast thereon in the territory
proposed to be annexed was 7 votes.
(3) The number of votes cast therein in favor of annexation
was 7 votes.
(4) The number of votes cast therein against annexation was
no votes.

It appearing from the canvass of the returns of the election
that a majority of all the votes cast in such outside territory on the
question of annexation was in favor of annexation, Trustee H. C. Sloan
introduced an ordinance approving such annexation.
The Ordinance was ordered filed, read, considered, designated
Ordinance No. 252, passed to the second reading and referred to the City
Attorney.

City Attorney Bishop brought up the matter of a proposed
ordinance concerning the vaccination of dogs in the City, which was
discussed, and on motion of Trustee Geo. P. Wilson seconded by Trustee '
H. C. Sloan and carried, the matter was laid over for future consideration.
Trustee H. C. Sloan brought up the matter of the Crown Stage
busses blocking Main Street in front of the drug store at Balboa which
was discussed thoroughly, and on motion of Trustee Conrad Richter
seconded by Trustee H. C. Sloan and carried, the City Clerk was instructed
to write to A. B. Watson the Manager of the Crown Stage Line to come down
as soon as possible and go over the ground with the Street Committee and
try and find a location suitable to all concerned.
The communications were read and referred to the proper order
of business.
The three communications from Ben Cope for permission to build
piers in front of Block 27 of Eastside Addition to Balboa, were laid
over for the customary teo weeks.
The Clerk was instructed to acknowledge receipt of the invitation
from the Spanish War Veterans to attend the Memorial Exercises to be held
in the High School Auditorium Tuesday, February 19, 1924.
Trustee L. S. Wilkinson not being present the Chair appointed
Trustee Geo. P. Wilson to act on the Finance Committee.
A petition signed by 145 residents of the City asking that a
boat landing be placed at the outer end of the Municipal Wharf at Newport
was discussed, and on motion of Trustee H. C. Sloan seconded by Trustee
Conrad Richter and carried, the matter was referred to the City Engineer
for a recommendation on a boat landing for both the Newport and Balboa
wharves.
On motion of Trustee Geo. P. Wilson seconded by Trustee H. C. I
Sloan and carried, the Plumbers Bond of Frank F. Snell in the sum of
$500.00 was approved and filed.
On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad
Richter and carried, demands No. 1300 to 1309 inclusive, having been
signed and approved by the Finance Committee, were allowed and warrants
to be drawn for same. ;
There being no further business on motion of Trustee H. C. Sloan
seconded by Trustee Geo. P. Wilson and carried, the meeting adjourned to
7:30 o'clock p.m. on Monday, February 25, 1924.

Whereas, the City of Newport Beach heretofore voted to raise
money for
certain specific public improvements, to -writ: For dredging a
channel,
the construction of a jetty and the completion of said jetty,
WHEREAS, each of said improvements have been fully completed
and paid
for and a residue remains for the disposition of which there
'
is now no
provision of lawn;
RESOLVED, that by authority of an act of the legislature of
the State
of California, entitled:
"An act to provide for the disposition of money raised
by cities or towns for public improvements after the
same have been completed and paid for."
It is ordered that the sum of $915.7B in the Channel Completion
Fund, the
sum of $449.17 in the jetty fund, the sum of $138.43 in the
Jetty Completion fund, all of the City of Newport Beach, be and each of
them paid
into the general fund of said City.
The above and foregoing resolution was adopted the 18th day of
February,
1924, by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter.
Noes, Trustees None.
Absent, Trustee L. S. Wilkinson.
