City Hall, Newport Beach, February 25, 1924.
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock p.m. on above date. The
meeting was called to order by President J. J. Schnitker.
The roll was called showing all member.s present except Trustee
L. S. Wilkinson who came in later.
The minutes of the previous meeting were read and approved.
Trustee H. C. Sloan reported that the Fire Underwriters would
have a man down here very soon to arrange better fire protection for the
' City and the Committee was continued.
ORDINANCE N0. 252, entitled as follows:
An Ordinance of the City of Newport Beach approving the
annexation thereto of certain new territory referred to as
Corona Del Mar,
was taken up for final consideration; the roll was called and
the Ordinance passed by the following vote:
Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter.
Noes, Trustees None.
Absent, Trustee L. S. Wilkinson.
A petition was presented signed by 18 residents of the City
asking for a building ordinance providing that nothing but fire proof
rbuildings shall be erected in Block 20 First Addition to. Newport Beach
and Blocks 21, 22 and 23 of Newport Beach Tract, and not allowing any
alterations to buildings already erected in that district. The same
was discussed and on motion of Trustee Geo. P. Wilson seconded by Trustee
Conrad Richter and carried, the City Attorney was instructed to draw up
an Ordinance prohibiting the erection of any building in Block 20 First
Addition and Blocks 21, 22 and 23 Newport Beach Tract except Class B or
better as described by the Board of Fire Underwriters, and no alterations
costing 025.00 or over allowed on buildings already erected in that
district. The ordinance was ordered filed, read, considered, designated
Ordinance No. 253 and passed to the71second reading.
' The License Agreement of the Southern Pacific Company granting
the City the right to construct and operate a wood stave pipe line across
their private right -of -way at 15th Street, Newport Heights was presented
by City Engineer Kressly, and Trustee L. S. Wilkinson introduced the
following Resolution:
WHEREAS, the City has awarded a contract for the construction
of a wood stave pipe line extending from the present reservoir to the
Newport Heights seebion of the City, and that in the construction of the
same it will be necessary to construct a__portion thereof across the
private right -of -way of the Southern Pacific Railway Co.;
AND WHEREAS, a License Agreement from the Southern Pacific
Company granting to the City the right to construct, reconstruct, main -
tain-and operate the aforesaid wood stave pipe line at the location shown
upon a plan attached to said agreement has been submitted to this Board
for their approval;
NOW THEREFORE, it is hereby resolved that said License Agreement
be approved.and the President of this Board and the City Clerk of said
City are hereby authorized and instructed to sign said agreement in
behalf of the City of Newport Beach.
I, Alfred Smith, City Clerk of the City of Newport Beach do
hereby certify that the foregoing Resolution was duly adopted and passed
by the Board of Trustees of the City of Newport Beach at a regular meeting
of said.Board held on the 25th day of February, 1924, and that the same
was, adopted by the following vote, to -wit:
Ayes, Trustees J.. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson, the diagram of the assessment district prepared and submitted
by the City Engineer for the improvement of certain portions of Santa
Ana Avenue,, Ocean Drive, 12th Street and 14th Street contemplated upder
Resolution of Intention No. 249 and performed under Street Contract No.
19, was approved and adopted by the following vote:
Ayes, .Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.

Trustee H. C. Sloan introduced an ordinance entitled as
follows:
"An Ordinance of the Board of Trustees of the City of
Newport Beach granting to Southern Counties Gas Company
of California, a Corporation, a franchise to excavate for,
lay, construct, maintain and operate gas pipes, mains and
conduits for the transmission and distribution of gas for
heat, light, power and other purposes under and along all
of the streets, alleys, lanes, highways and public places
of and in said City of Newport Beach.'
The ordinance was ordered filed, read, considered, designated
Ordinance No. 254 and referred to the City Attorney.
On motion of Trustee L. S.- Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the voting place for Precinct No. 2 was
established at the East Newport Garage.
Mr. Lew H. Wallace referred to the Newport Beach Comfort
Station and did not think the architect was using a proper grade of brick.
The matter was discussed and on motion of Trustee L. S. Wilkinson
seconded by Trustee H. C. Sloan and carried, the Chair was asked to
appoint a Committee to interview the architect, and if the building will
not show a satisfactory appearance when completed to provide a stucco
facing for same. The Committee appointed is the Street Committee,
Street Superintendent and City Engineer.
There being no further business on motion of Trustee H. C.
Sloan seconded by Trustee Geo. P. Wilson and carried, the meeting adjourned
Sine Die.

The reports of the heads of the departments were read, and
on motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter
and carried„ the reports were accepted and filed with the exception
of the Electricians report which Bras to be acted upon later.
This being the time fixed for opening bids for the improve-
ment of certain portions of 14th Street, Broad Street, San Bernardino
Avenue and Ocean Drive in said City as described in Resolution of
Intention No.279, the Board in open session publicly opened, examined
and declared all sealed bids received, to -wit:
