The Board of Trustees of the City of Newport Beach met in
regular session-at 7:30 o'clock p.m. on above date. The meeting was
called to order by President J. J. Schnitker.
The roll was called showing the full Board present.

Trustee H. C. Sloan introduced an ordinance entitled as
follows:
'71
"An Ordinance of the Board of Trustees of the City of
Newport Beach granting to Southern Counties Gas Company
of California, a Corporation, a franchise to excavate for,
lay, construct, maintain and operate gas pipes, mains and
conduits for the transmission and distribution of gas for
heat, light, power and other purposes under and along all
of the streets, alleys, lanes, highways and public places
of and in said City of Newport Beach.'
The ordinance was ordered filed, read, considered, designated
'
Ordinance No. 254 and referred to the City Attorney.
On motion of Trustee L. S.° Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the voting place for Precinct No. 2 was
,
established at the East Newport Garage.
Mr. Lew H. Wallace referred to the Newport Beach Comfort
Station and did not think the architect was using a proper grade of brick.
The matter was discussed and on motion of Trustee L. S. Wilkinson
seconded by Trustee H. C. Sloan and carried, the Chair was asked to
appoint a Committee to interview the architect, and if the building will
not show a satisfactory appearance when completed to provide a stucco
facing for same. The Committee appointed is the Street Committee,
Street Superintendent and City Engineer.
There being no further business on motion of Trustee H. C.
Sloan seconded by Trustee Geo. P. Wilson and carried, the meeting adjourned
Sine Die.

The Board of Trustees of the City of Newport Beach met in
regular session-at 7:30 o'clock p.m. on above date. The meeting was
called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the previoVs meeting were read and approved.
The reports of the heads of the departments were read, and
on motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter
and carried., the reports were accepted and filed with the exception
of the Electricians report which z ;as to be acted upon later.
This being the time fixed for opening bids for the improve-
ment of certain portions of 14th Street, Broad Street, San Bernardino
Avenue and Ocean Drive in said City as described in Resolution of
Intention No.279, the Board in open session publicly opened, examined
and declared all sealed bids received, to -wit:

On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad
Richter and carried, the bids were referred to the City Engineer for
report.
The City Engineer reported that the Pacific Paving Company was
the lowest bidder for the work to be done on 14th Street, Broad Street,
San Bernardino Avenue and Ocean Drive within said City, and would
recommend giving them the contract, whereupon Trustee Geo. P. Wilson
introduced a Resolution entitled:
"A Resolution of the Board of Trustees of the City of
Newport Beach awarding the contract for certain work on
certain portions of 14th Street, Broad Street, San Bernardino
Avenue and Ocean Drive within said City."
The Resolution was ordered filed, read, considered, designated
Resolution No. 285 and passed by the following vote:
' Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Noes, Trustees None.
Absent, Trustees None.
The matter of cutting the corners of the 10 foot alleys in
East Newport was again discussed, and on motion of Trustee L. S.
Wilkinson seconded by Trustee H. C. Sloan and carried, the matter was
referred to the Street Superintendent and City Engineer as to what alleys
to include, and the City Engineer to furnish the proper data for
condemning the land necessary for same.
A communication f rom a Committee appointed on Balboa Island
in regard to repairing the bridge across the Grand Canal was referred
to, and the Committee being present presented their views orally also.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.C.
Sloan and carried, the Street Superintendent and City Engineer were
instructed to go over the bridge with the Committee from the Island,
and if it can be made safe and the City protected for $500.00 or less,
then to have it done at once.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, the balance left in the gas maintenance fund was
transferred to the general fund of the City.
The report of the City Electrician was taken up and discussed,
and on motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson
and carried, the report was accepted with the understanding that the
reduction in lights would be made as soon as the Newport Heights street
lights were connected up, which were to be on the same ratio of reduction
as the balance of the City. The City Cldrk was also instructed to
notify the Southern California Edison Co. to that effect.
Mr. F. E. Me Carter, Deputy County Assessor, was present and
stated that he would be willing to furnish the City of Newport Beach with
a copy of the County assessments of property within the City if desired
for equalization purposes. The matter was discussed and on motion of
Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried,
it was agreed to employ Mr. Me Carter to furnish us with a copy of the
County assessments for this year at a price of '$200.00.
The map of Tract No. 673 Corona Del Mar was laid over to next
meeting to consider an'objeution thereto.
Harry Welch, Publicity man; presented details of an attractive
folder, and Trustees H. C. Sloan and L. S. Wilkinson were appointed on
a Committee with Mr. Welch to consider same.
On motion of Trustee H. C. Sloan seconded by Trustee L. S.
Wilkinson and carried, permit was granted to Ben Cope to construct a
pier for W. F. Staunton in front of Lots 1 and 2 in Block 27 of Balboa
East Side Addition; Also one for W. R. Hervey in front of Lots 4 and 5
in Block 27 of Balboa East Side Addition, and one for H. S. Mackay in
front of Lot 7 in Block 26 of Balboa East Side Addition. All of the
permits for above are granted subject to the will of the Board.
The communications were read and the one from Mary E. Egan in
' regard to vacation of the street in the Park at East Newport, was tabled
for future action.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, demands No. 1309 to 1457 inclusive, having been
signed and approved by the Finance Committee, were allowed and warrants to
be drawn for same.
There being no further business on motion of Trustee Geo. P.
Wilson seconded by Trustee L. S. Wilkinson and carried, the meeting ad-
journed to 7:30 o'clock p.m. on Monday, March 17, 1924.
