City Hall, Newport Beach, March 17, 1924.
The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 otclock p.m. on above date. The meeting
was called to order by President J. J. Schnitker.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
The Clerk notified the Board of Trustees that this was the
day, hour and place fixed pursuant to statute for the hearing on the '
assessment for the improvement of portions of Santa Ana Avenue and
other streets as contemplated by Resolution of Intention No. 249
passed by the said Board of Trustees on the 20th day of August, 1923,
and the Clerk also reported to the Board of Trustees that no written
appeals or objections had been filed in his office prior to the day
set for the hearing. The President of the Board asked if there were any
interested persons present who desired to be heard, and all interested
persons having appeared before the Board and having been given full
opportunity to show cause why the said assessment should not be
confirmed, and all objections presented having been heard and fully
considered, and the skid Board having been satisfied with the work
and the correctness of the assessment, thereupon Trustee H. C. Sloan
introduced a Resolution entitled:
"A Resolution of the Board of Trustees of the City of
Ne:^:port Beach confirming the assessment for the improvement
of certain portions of Santa Ana Avenue, Ocean Drive,
12th Street and 14th Street in said City."
The Resolution was ordered filed, read, considered, designated
Resolution No. 286 and passed by the following vote:
Ayes, Trustees J. J. Schnitker; H. C. Sloan, Geo. P. Wilson,
Conrad Richter, L. S. Wilkinson.
Pioes, Trustees None.
Absent, Trustees hone.
A communication from the Board. of Fire Underwriters making '
recommendation of changes in our water and fire departments to bring
the City up to standard for fire protection, was read and considered,
and on motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson
and carried, the Clerk was instructed to acknowledge receipt of the
communication and to express the appreciation of the Board for their
sending a man down here and going into the matter so completely.
The recommendations concerning the Water Department were
referred to the Fire and Water Committee.
The Sims - Guedel Company presented a petition orally, as the
written petition was missent, asking for the installation of a water
system for Corona Del Mar section. The matter was thoroughly dis-
cussed and on motion of Trustee L. S. Wilkinson seconded by Trustee
H. C. Sloan and carried, the matter of hoar best to get the water over
there and the cost was left with the Water Superintendent and City
Engineer to report on at the next meeting.
On motion of Trustee Geo. P. Wilson seconded by Trustee
H. C. Sloan and carried, a map of Tract No. 673 and a map of Tract No.
682 of Corona Del Mar Section, were approved.
Ordinance No. 254 granting a franchise to the Southern
Counties Gas Company to construct gas mains in the City, was ready
for final passage, but Mr. J. C. Hayden desired to have their Attorney '
Mr. Edwards, look over it, and it was therefore laid over to next
meeting.
Trustee L. S. Wilkinson introduced an Ordinance concerning
a raise in salary for the City Trustees. The Ordinance was ordered
filed, read, considered, designated Ordinance No. 255 and referred
to the City Attorney.
Street Superintendent Rinehart reported for the Committee
on the Balboa Island bridge across the Grand Canal that they were
expecting to draw up a contract with bond, and on motion of Trustee
H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the
Committee was continued with power to act.
Trustee H. C. Sloan referred to the leaky water tank on
Corona Del liar and stated that Mr. F. D. Lewis could get a good 2d
hand tank for 95.00 which would probably cost not more than 0150.00
installed, and on motion of Trustee L. S. Wilkinson seconded by
Trustee H. C. Sloan and carried, the Water Superintendent was
instructed to see that the leaky tank was replaced as soon as possible
by the one referred to.
The matter of the Crown Stage parking on gain Street, Balboa
was discussed and on motion of Trustee Conrad Richter seconded by
Trustee Geo. P. Wilson and carried, the City Clerk was instructed to
write the Crown Stage Company to send a representative here to meet the
Board the first Idonday night in April to settle the matter.
On motion of Trustee Conrad Richter seconded by Trustee L. S.
Wilkinson and carried, the Street Superintendent via"s instructed to clean
up the Park at East Neirport as the Comfort Station was completed.
The matter of the Pacific Electric Railway Co, not using the
groove girder rails on the crossings on 21st, 23d, 26th and 29th
Streets was taken up and on motion of Trustee Geo. P. Wilson seconded
by Trustee H. C. Sloan and carried, the President of the Board and City
Clerk were instructed to send a telegram to D. W. Pontius, Vice
President and General Manager, calling attention to the matter and
referring to the contract witbi the Street Superintendent.
On motion of Trustee Conrad Richter seconded by Trustee Geo.
P. Wilson and carried, the Street Superintendent was instructed to replace
the broken curb along the Pacific Electric track at 20th Street, and the
City Clerk to notify the Pacific Electric Co. to remove the ties Which
they placed there.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Wilson and carried, the City Engineer was instructed to submit a plan
and estimate of the cost of a bridge across the river bed at the west
end of Coast Boulevard to connect with the Coast Highway, and have it
ready For the next meeting.
The.communications were read and referred to the proper order
of business.
The communication of Frank Subtora asking to lease some land
at 19th and Bay front, was referred to the Street Superintendent and
Street Committee.
The communication from the 'Uater Superintendent stating the
' need for another well and an engine for the pumping plant was discussed,
and on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson
and carried, the Clerk was instructed to advertise for bids on an
engine and pump such as the Water Superintendent desires, the purchase
price to beipaid in installments if desired.
The communication from Wm. Bedney asking permission to put
a bootblack stand in the Comfort Station at the shore end of the
Newport wharf, and rental to be paid in work keeping the toilets clean
and sanitary, was taken up and discussed, and on motion of Trustee L.
S. Wilkinson seconded by Trustee Conrad Richter and carried, the
request ryas granted subject to the will of the Board.
The insurance policy of the Fireman's Fund Insurance Co.
covering a number of municipal buildings was discussed, and the matter
was referred to the Fire and Water Committee with Mr. Wallace to make
a report on at the next meeting.
On motion of Trustee H. C. Sloan seconded by Trustee Geo. P.
Wilson and carried, demands No. 1458 to 1466 inclusive, having been
signed and approved by the Finance Committee, were allowed and
warrants to be drawn for same.
Mr. P. E. Paige stated that the municipal pier at Balboa was
being blocked by boats anchoring there so that the public could not
use it. • The matter was discussed and on motion of Trustee Conrad
Richter seconded by Trustee H. C. Sloan and carried, the Clerk was
instructed to- notify the Harbor :caster to be at the next meeting of the
Board for explanation of why the boats are allowed to anchor there.
' There being no further business on motion of Trustee H. C.
Sloan seconded by Trustee Geo. P. Wilson and carried, the meeting
adjourned Sine Die.
