City Hall, Newport Beach, April 21, 1924
The Board of Trustees of the City of Newport Beach met in reg-
ular session at 7:30 o'clock P. m. on above date. The meeting was called
to order by President J. J. Schnitker.
The roll was called showing the full board present.
The minutes of the previous meeting were read and after a
change in the motions, were approved.
President J. J. Schnitker reported on the matter of a new
ordinance governing laundry licenses, and recommended that no change be
made. The report was accepted and the committee was discharged.
COUNT OF.VOTF.
This being the first regular meeting of the Board of Trustees
of the City of Newport Beach and the first Monday next after the 14th day
of April, 1924, on which date there was held a general municipal election
in said city, for the election of three members of the Board of Trustees,
one treasurer, and one clerk thereof, and the returns of said election
being in the hands of the Clerk, the Board of Trustees proceeded to can-
vass the returns and from the returns and canvass thereof, it appeared
and the Board of Trustees find that at t=ie election there were cast seven
hundred and forty -one (741) votes: That for member of the board of

a plurality of all votes
and at the election were elected
to the
office of member of the
of Trustees of the City of Newport
Beach
for the term provided.by
That for City Clerk Vivian Seebring received the highest
number and a plurality of all votes cast, and at the election was elected
to the office of Clerk of the City of Newport Beach for the term pro-
vided by law.
For Treasurer, Lew Wallace received the highest number and u
plurality of all votes cast, and at the election was elected to the office
of Treasurer of the City of Newport Beach for the term provided by law.
The said persons were duly declared elected to the said offices,
and the Clerk was ordered to issue and deliver to each of said persons a
certificate of his election.
T'-,at on the question of increasing the compensation of members
of the Board of Trustees; there were cast Yes three hundred and thirty -six
(336) votes and cast No one hundred and twenty -six (126) votes. The
same was declared carried, the same to take ef.ect on the 1st day of I,.ay,
1924.
On motion of Trustee C;ilson, seconded by Trustee Sloan and
carried, the bond of the City Clerk was referred to the Chair for approval.
Dr. Richter on behalf of the Board of Trustees, presented the retiring
chairman with a beautiful stick -pin.
Chairman Schnitker in thanking the Board for the remembrance
stated that, although lie was retiring, he believed that he left the affairs
of the city in capable hands.
The Board of Trustees then proceeded to organize.
T:.e question of a new chairman was now before the board,

Trustee Wilkinson was nominated by Trustee Geo. P. tb'ilson, and
Trustee 1.7ilkinson returned the compliment and nominated Trustee Geo. P.
lilson, who was duly elected to the Chair.
The following appointments were then made:
It was moved by Trustee Wilkinson, seconded by Trustee Sloan
and carried that J. A. Porter be appointed City Earshall.
On motion by Trustee Richter, seconded by Trustee 'ililkinson and
carried that Clyde Bishop be appointed City Attorney.
On motion by Trustee Wilkinson, seconded b%T Trustee Sloan and
carried, that Frank L. Rinehart be appointed Street Superintendant.
On motion by trustee Richter, seconded by Trustee Wilkinson and ,
carried, that John hicIr?illan be appointed Water Superintendant.
The Communications were then read and referred to the proper
order of business.
On motion by Trustee Sloan, seconded by Trustee Young and
carried, the bond of the City Clerk was accepted b- the Chair and ordered
filed.
KM BUSINESS.
On motion by Trustee Wilkinson, seconded by Trustee Sloan and
carried, City Engineer Kressley was instructed to prepare proceedings
for the paving to connect Bay and Central Avenues with the Coast Boule-
vard and to investigate the matter of having the crossings at Twenty -
first and Twenty -third Streets paved.
In the matter of the parking space at Newport, it was decided
after some discussion, that Ernest Burris should go ahead on.the work,
using gravel for the surfacing.
The water situation on Balboa Palisades was discussed and it
was decided that some immediate action should be taken.
On a motion by City Treasurer Wallace, seconded by Trustee
Sloan and carried, the matter of an open crossing at Twenty- cighth Street
was referred to City Engineer Kressley, for investigation.
On a motion by Trustee Wilkinson, seconded by Trustee Sloan
and carried, permission was granted Albert Soiland for the erection of a
one and one -half story stucco building and construction of a.pier at
Buena Vista Boulevard and Bay Avenue.,
A communication from Raymond Osborne Laboratories., regarding
testing of the city water, was read, and ordered filed.
Communications were read from Geo. C. Hiner „ Newport Beach
and E. 1,1.-Reid, Costa Fesa, regarding a bait concession on the Newport
pier. The matter was referred to a committee for investigation and-re-
port at the next regular meeting.
A communication signed b-y E. B. Spencer and other Balboa Is-
land property owners, regarding improvement of Sapphire Street, was
read and on a motion by Trustee P!ilkinson, seconded by Trustee Richter
and carried, the matter was referred to Street Superintendant Rinehart
and City Engineer Kressley for investigation along with other streets
in the vicinity of Saphire Street.
The communication of Ira Dinger for a permit to build a small
pier at 21st Street was not granted, was ordered filed and the Clerk
instructed to write.
Request of Fire Chief Jackson, that the City purchase 550
feet of new fire hose from the Walsh Fire Apparatus Co., was referred
to the Fire and Water Committee for investigation and report at the
next regular meeting.
A communication from Major E. D. Ardrey, U. S. Engineer, was
read, inviting the Board to attend the harbor development meeting at
Santa Ana, i °.ay 5, 1924. It was decided that as many as possible would
attend.
A communication from the California League of Eiunicipalities
was read and the Clerk instructed to write.

On a motion by Trustee Wilkinson seconded by Trustee Sloan
and carried, the request by Frank Suttora for a concession of a small
parcel of land on the bay front at the end of 19th Street, to be used
for a fish market, was refused, and the Clerk instructed to write.
The letter from the California League of Municipalities, sug-
gesting an amendment to the Constitution, to be known as Section 12A of
Article XIII, was discussed by the City Attorney, and on a motion by
Trustee Ailkinson, seconded by Trustee Sloan and carried was ordered
filed and the Clerk instructed to write.
On a motion by Trustee Sloan, seconded by Trustee Richter
' and carried, the bonds of City Treasurer Viallace and City Llarshall Porter
were referred to the Chair for approval.
The possibility of a parking space at Balboa was discussed,
by the board, a; -.d a committee of Trustees Sloan and Young was appointed
to investigate the matter.
On a motion by Trustee Sloan, seconded by Trustee Richter
and carried, the request made by City tlarshall Porter, for maps showing
house numbers, was granted, and the City Engineer was instructed to pre-
pare same.
It was moved by Trustee Sloan and seconded by Richter and
carried, that the demands stand approved as read.
There being no further business, on motion of Trustee Sloan,
seconded by Trustee Richter and carried the meeting was adjourned to
7 :30 o'clock P. M. on Ylonday, Pray 5th, 1924.

The Board of Trustees of the City of Newport Beach, met in
regular session at 7 :30 P. M. on the above date. The meeting was called
to order by President Geo. P. Wilson.
The roll was called showing the full board present.
The minutes of the previous meeting were read and approved.
The communications were read and referred to the proper order
of business.
In the matter of the purchase of water bearing land from the
Associated Oil Co. on motion by Trustee Sloan, seconded by Trustee
Wilkinson, and carried, the Clerk was authorised to drag a warrant on
the City Treasurer for the amount of the first payment.
The committee delegated to investigate the matter of a camp-
ing place for employees of the Pacific Electric, reported that nothing
further had been learned and the committee was continued to report at-
the next meeting of the City Council.
ORDINAII-CE NO. 251, entitled as follows: An ordinance of the City of New-
port Beach declaring its intention to widen certain alleys in part of the
city of Newport Beach, was taken up for final consideration; the roll
was called and the ordinance passed by the following vote:
Ayes, Trustees ',,dilson, Sloan, Richter, Wilkinson and Young.
Noes, Trustees none.
Absent, Trustees none.
In the matter of purchasing an additional 550 feet of fire
hose from the FJalsh Fire Apparatus Co., it was decided after some dis-
cussion to purchase sane. The hose to be paid for in instalments of
$250.00 after July 1, 1924.
Trustee Young introduced an ordinance entitled as follows : -
