On a motion by Trustee Wilkinson seconded by Trustee Sloan
and carried, the request by Frank Suttora for a concession of a small
parcel of land on the bay front at the end of 19th Street, to be used
for a fish market, was refused, and the Clerk instructed to write.
The letter from the California League of Municipalities, sug-
gesting an amendment to the Constitution, to be knoim as Section 12A of
Article hIII, was discussed by the City Attorney, and on a motion by
Trustee Wilkinson, seconded by Trustee Sloan and carried was ordered
filed and the Clerk instructed to write.
On a motion by Trustee Sloan, seconded by Trustee Richter
' and carried, the bonds of City Treasurer Wallace and City 1arshall Porter
were referred to the Chair for approval.
The possibility of a parking space at Balboa was discussed,
by the board, and a committee of Trustees Sloan and Young was appointed
to investigate the matter.
On a motion by Trustee Sloan, seconded by Trustee Richter
and carried, the request made by City I,tarshall Porter, for maps showing
house numbers, was granted, and the City Engineer was instructed to pre-
pare same.
It was moved by Trustee Sloan and seconded by Richter and
carried, that the demands stand approved as read.
There being no further business, on motion of Trustee Sloan,
seconded by Trustee Richter and carried the meeting was adjourned to
7 :30 o'clock P M. on Y.onday, Kay 5th, 1924.

The Board of Trustees of the City of Newport Beach, met in
regular session at 7 :30 P. Iii. on the above date. The meeting was called
to order by President Geo. P. wilson.
The roll was called showing the full board present.
The minutes of the previous meeting were read and approved.
The communications were read and referred to the proper order
of business.
In the matter of the purchase of water bearing land from the
Associated Oil Co. on motion by Trustee Sloan, seconded by Trustee
Wilkinson, and carried, the Clerk was authorised to draw a warrant on
the City Treasurer for the amount of the first payment.
The committee delegated to investigate the matter of a camp-
ing place for employees of the Pacific Electric, reported that nothing
further had been learned and the committee was continued to report at-
the next meeting of the City Council.
ORDINA;:C11'NO. 251, entitled as follows: An ordinance of the City of New-
port Beach declaring its intention to widen certain alleys in part of the
city of Newport Beach, was taken up for final consideration; the roll
was called and the ordinance passed by the following vote:
Ayes, Trustees ',lilson, Sloan, Richter, Wilkinson and Young.
Noes, Trustees none.
Absent, Trustees none.
In the natter of purchasing an additional 550 feet of fire
hose from the Walsh Fire Apparatus Co., it was decided after some dis-
cussion to purchase same. The Dose to be paid for in instalments of
?250.00 after July 1, 1924. •
Trustee Young introduced an ordinance entitled as follows : -
An ordinance of the City of rewport Beach declaring
its intention to widen certain alleys in part of the
City of Tiewport Beach, describing the improvement, the
land necessary to be taken therefore, and in general
terms describing the district to be benefited to be
known as the assessment district, referring to a plat
approved by the City Council now on file in the office
of the En „ineer of said city and which indicates by
a boundary line the extent of the territory to be in-
cluded in the assessment district, and which will
govern for all details as to the extent of the assess-
ment district, directing the posting, publication and
the mailing of notices.
The ordinance was read and considered, ordered filed and
designated Ordinance No. 256 and referred to the City Attorney.
The matter of paving the 23rd St. crossing, was discussed to
some length and on motion by Trustee Wilkinson, seconded by Trustee
Sloan and carried, the clerk was ordered to advertise for bids, work
was ordered to be started at once as authorized by the City Engineer, and
the Street Superintendant.
RESOLUTION #287, a resolution adopting a certain plan showing
grades and curb lines of certain portions of property deeded by the
Southern Pacific Railway Company to the City of Newport Beach, and of
certain portions of 21st Street and 23rd Street within said city, was
passed by the following vote:
Ayes, Trustees Wilson, Sloan, Richter, Gfilkinson and Young.
Noes, Trustees none.
'Absent, T -ustees none.
ORD L•AYCE PLO. 257.. An ordinance was introduced entitled as
follows:
"An ordinance of the City of Newport Beach, declaring
that certain property owned by the City of Newport Beach,
to be used for street purposes, designating the name
by which said street shall-be known and called, and
changing the names of certain streets, and establishing
the grades and curb lines of certain streets within
said city.”
The ordinance was ordered filed, read, considered, designated
Ordinance No. 257, and referred to the City Attorney.
The Clerk was instructed to write the widow of the late John
McFadden and inform her as to the action of the Board in naming McFadden
Place.
It was moved by Trustee Wilkinson, seconded by Trustee Young
and carried that a committee be appointed to.investigate and report at
the next meeting the possibility of a permanent location for the U. S.
Yeteorological Station, and also the procuring of proper equipment for
the life- saving station.

On motion of Trustee Sloan seconded by Trustee Young and car-
ried, permission was granted J. Isi. Stevenson to conduct an archery game.'
The petition of the Liberty Motor Sales Co., regarding
franchise to operate a boat line, and landing at Balboa Pier, was dis-
cussed and referred to the Street Committee for report at the next meet-
ing.
In the matter of the State Highway bridge, Lew H. Wallace was
appointed to represent the City.
A communication written by D. M. Small, protesting agai st an
alleged excess assessment, was referred to the Tax Collector for in-
vestigation.
The petition of Ben Cope for permission to construct a pier
at Lot 5 Block 2, Section 1 of Balboa Island and a pier at Lots 6 and 7
Block 28 of Balboa East Side Tract, was referred to the City Engineer.
The bid of C. E. Hemstreet for a bait concession on the New-
port Pier was referred to Trustees Richter and Wilkinson, for investi-
gation and report at the next meeting.
A communication from the.Auto Club of Southern California, re-
garding a flasher system, was discussed and referred to Trustees Richter
and l;ilkinson for report at the next meeting. .
In the matter of the purchase of a suitable location for the
American Legidn Building and Club House, after a beautiful tribute was

paid to the Legion by Trustee Conrad Richter, a motion was made by Trustee
10,1ilkinson, seconded by Trustee Young and carried, that a committee con-
sisting of Trustee Sloan and Richter be appointed to confer with the
Legion Committee, and report at the next meeting.
The request of W. C. Burris, to transfer his restaraunt to Lars.
Martha Kirkpatric was considered and on motion by Trustee Wilkinson, sec -
onddd by Trustee Sloan and carried the petition was allowed and transfer
granted.
On notion of Trustee H. C. Sloan, seconded by Trustee'L. S.
'Wilkinson, and duly- carried, the Newport News, a weekly newspaper pub-
lished and circulated in the city of Newport Beach was designated as the
Inewrspaper for the purpose of publication of the notice of public work by
the Street Superintendant pursuant to laws and ordinance of intention No.
251.
The report of Harbor I.Taster, J. A. Beek, overlooked in the
reading of Reports of Heads of Departments, was read, accepted and ordered
filed.
The following conunittees were now appointed by the chair.
Finance Committee, Trustees Wilkinson and Sloan.
Street it " Richter and Young.
Police it " Sloan and Richter.
Fire and Water it Young and Pilkinson.
Trustee Conrad Richter, in a speech to the Board, condemned
the attitude of various oil companies, operating in this city, in that
they apparently had no regard for city property, and said that sidewalk
and curbing had been broken and that sidewalks were blocked by materials
used by them. On motion by Trustee Wilkinson, seconded by Trustee
Sloan and carried, the Street Superintendant was instructed to see that
they repaired what damage had been done and see that proper crossings
were applied for by the oil companies as provided by law, and all. ob-
structions removed from sidewalks.
The matter of constructing proper landings for small boats at
liewport and Balboa Piers, was discussed, and a sketch made by Engineer
Cundif, showing a plausible type of landing was shown to the Board. The
matter was continued for further investigation.
City Treasurer Lew H. Wallace called attention to the matter
of a City Wanager form of City Government, stating that efficiency would
be gained if this class of government was instituted. In closing, P::r.
Wallace stated that he believed the Board of Trustees should give this
matter very serious thought.
The matter of lights for channel markers was referred to Harbor
IGaster J. A. Beek for report and reccommendation at the next meeting.
On motion by Trustee 7ilkinson seconde d by Trustee Richter and
carried the Clerk was instructed to write the Board of Control regarding
the danger of the present condition of Bitter Point, caused by the grading
done for the State Highway, at that place, and City Treasurer Lew H.
vwallace was given the matter for investigation.
The request that I.r. Derago be appointed life guard in connec-
tion with his work at the Keteorological Station was considered and re-
ferred to the fire and water committee for investigation and report.
The matter of building a life saving station was referred to
the fire and water committee for report at the next meeting.
In as much as the Crown Stake Co. have not done their part as
agreed in the matter of parking at Balboa, City Attorney Clyde Bishop was
requested by the Chair to draft an ordinance to regulate the parking of
stages in the city of Newport Beach.
The committee investigating parking conditions at Balboa was
.continued for further investigation and report.
The narrowness of streets at Balboa was discussed and City
Engineer Kressley was appointed by the board to investigate widening of
same from Alvarado Street, down.
On motion by Trustee Wilkinson seconded by Trustee Sloan and
carried demands numbered from 1638 to 1816, having been examined and a1=
lowed by the Finance Committee, were passed by the Board and warrants
ordered drawn.
Harbor Easter J. A. Beek asked support of the Board of Trustees
in the enforcement of Ordinance -L' -180, which regulates and controls beats
while in Newport Harbor, on motion of Trustee Wilkinson, seconded by
Trustee Sloan and carried, the Board voted�to• back the Harbor Faster in
the enforcement of said Ordinance.
There being no further business, on motion by Trustee 7ilkinson

The Board of Trustees of the City of Newport Beach, met in reg-
ular session at 7:30 o'clock on the above date. The meeting was called
to order by President Goo. P. Flilson.
The roll was .called showing the full board present.
Bids were read for a live bait concession on the Newport Pier','."`
the concession to be for live bait only. On motion by Trustee Richter, -
seconded by Trustee Young and carried, the concession was awarded to Geo.
Heiner at ;j60.00 per mo. for June, July, August and September. The last
months rent payable in advance.
In the matter of a speed boat concession at Balboa, as pre- ,
sented by the Liberty I'otor Sales.Co., it was decided that no con-
cession should be granted owing to the dangerous nature of the proposi-
tion.
Trustee Conrad Richter, reporting on the Flasher System pro-
posed by the Auto Club of Southern California, stated that it might be
advisable to install,one at the 15th Street crossing, and asked an ex-
tension of time to investigate the matter further, which was granted.
In the matter of the proposed purchase of a site for a club
house, by the American Legion, Trustee Richter in a speech to the Board
stated that the plan as outlined by the Legion, was an ambitious and
meritorious plan, and on motion by Trustee Richter, seconded by Trustee
Young, and carried it was decided to sell all that portion of land
owned by the City of Newport Beach, the T'esterly 200 fet, lying Norther-
ly of Block 109, Section B., Newport Beach Tract, excepting a strip
6 inches wide along the Northerly side thereof, next to Newport Bay, to
the American Legion to be paid for at the rate of X250.00 per year until'
the amount of 01500.00 shall have been paid, at which time the American
Legion shall be allowed to obtain full title to the above described
land for the amount and sum total of $1.00.
The committee designated to report on the proposition for
life guards was continued to the next meeting of the Board.
This being the time fixed for opening bids for paving with
four inches of asphalt concrete Topeka wearing surface, all that portion
of 25rd Street lying between the Easterly line of Coast Boulevard, and
the Westerly lira: of Central Avenue, involving approximately five thou- '
sand (5000) square feet of, paving, the Board in open session publicly
opened, examined and declared all sealed proposals or bids for said
work, to -wit:

thereby on motion of Trustee Wilkinson seconded by Trustee'Richter and
carried the City rejected all bids , and the Street Superintendant was
authorized to go into the open market for the proposed work.
The report of D. C1. Ponteous, of the Pacific Electric was
read, discussed and referred to the City Engineer and Street Superintend-
ant.
