The Board of Trustees of the City of Newport Beach, met in reg-
ular session at 7 :30 o'clock on the above date. The meeting was called
to order by President Geo. P. Giilson.
The roll was .called showing the full board present.
Bids were read for a live bait concession on the Newport Pier,-;
the concession to be for live bait only. on motion by Trustee Richter, -
seconded by Trustee Young and carried, the concession was awarded to Geo.
Heiner at ?60.00 per mo. for June, July, August and September.. The last
months rent payable in advance.
In the matter of a speed boat concession at Balboa, as pre- ,
sented by the Liberty I;otor Sales Co., it was decided that no con-
cession should be granted owing to the dangerous nature of the proposi-
tion.
Trustee Conrad Richter, reporting on the Flasher System pro-
posed by the Auto Club of Southern California, stated that it might be
advisable to install.one at the 15th Street crossing, and asked an ex-
tension of time to investigate the matter further, which was granted.
In the matter of the proposed purchase of a site for a club
house, by the American Legion, Trustee Richter in a speech to the Board
stated that the plan as outlined by the Legion, was an ambitious and
meritorious plan, and on motion by Trustee Richter, seconded b7- Trustee
Young, and carried it was decided to sell all that portion of land
owned by the City of Newport Beach, the Viesterly, 200 fet, lying Norther-
ly of Block 109, Section B., Newport Beach Tract, excepting a strip
6 inches wide along the No side thereof, next to Newport Bay, to
the American Legion to be paid for at the rate of $250.00 per year until'
the amount of x;;1500.00 shall have been paid, at which time the American
Legion shall be allowed to obtain full title to the above described
land for the amount and sum total of $1.00.
The committee designated to report on the proposition for
life guards was continued to the next meeting of the Board.
This being the time fixed for opening bids for paving with
four inches of asphalt concrete Topeka wearing surface, all that portion
of 23rd Street lying between the Easterly line of Coast Boulevard, and
the Westerly fir^ of Central Avenue, involving approximately five 'thou- '
sand (5000) square feet of paving, the Board in open session publicly
opened, examined and declared all sealed proposals or bids for said
work, to -wit:

carried the City rejected all bids , and the Street Superintendant was
authorized to go.into the open market for the proposed work.
The report of D. L7. Ponte'ous, of the Pacific Electric was
read, discussed and referred to the City Engineer and Street Superintend]
ant.
I.arbor Faster Beek had no report as to the channel markers and

the report was continued to the next meeting.
The matter of an easment of a strip of land to be used as an
alley,,between 28th and 30th Sts. to be obtained from the Pacific Electric
Railway Co., was reported on, discussed and referred back to the City
Engineer.
City Farshall Porter reported on the following applications to
operate concessions as follows:
Pitch Till You Wih ame - Tillie La Due proprietor, Balboa,
that the application be allowed.
Roll Dorm Game - Charles Simpson Proprietor, Balboa, that
the application be allowed.
Application by Geo. Noland that he be allowed to transfer
Flasher game license from 203 i:;ain St., to lot next to Snug
Iiarbor Cafe., to Hatzer and Young, was refused as City ordin-
ance forbids such action.
In the matter of refund of taxes in the case of Sam Stifel,
City L.arshall Porter submitted a report regarding same and on motion of
Trustee Sloan seconded by Trustee Young and carried the refund was not
granted and City Attorney Bishop was instructed to write 1r1r. Stifel to
that effect.
In the matter of refund of taxes in the case of D. W. Small the
refund was not granted and the communication ordered filed.
Applications for permits to operate concessions were read and
decided in the following manner.,
Or motion of Trustee Young seconded by Trustee Sloan and
carried the applications for lunch counters made by the follow-
ing persons, L. Osser, Chas. A. Stenderand, and Robert Herbert,
were approved and permits granted by the Board.
On motion of Trustee Young seconded by Trustee Sloan and
carried, upon reccommendation of City Marshall Porter, the ap-
plication of Y. A. Curtis to run a boat house cafe, was granted
with the understanding that all garbage, papers etc. should be
properly disposed of.
On motion of Trustee Sloan seconded by Trustee Young and
carried the application of C. A. Garrison to conduct a dance
' hall in the Irwin Block was granted.
On motion by Trustee Sloan seconded by Trustee Young and
carried the application of 1,rs. Elsie Simpson and Charles Simp-
son, to conduct•a hotel to be known as the Balboa Hotel, was
granted.
The communications were read and referred to the proper order of
business.
ORDII:A3 -CE 110. 256, entitled:
An Ordinance of the city of Newport Beach, by the Board
of Trustees thereof, declaring its intention to order an im-
provement to be made in said city, briefly describing the im-
provement, the land necessary to be taken therefor, and des-
cribing the district to be benefited by the improvement and
to be assessed to pay the expenses thereof, to be known as the
assessment district, approving and referring to a plat on file
in the office of the Engineer of the City of Newport Beach,
which indicates by a boundary line on said plat, colored red,
the extent of the territory to be included in said assessment
district, and which shall Govern for all details as to the ex-
tent of the assessment district, directing the posting, pub-
lication, and mailing of notices and designating a newpaper
for the said publication.

The matter of retaining P +Ir. Harry Welch for another year as
publicity manager was brought before the board by Dr. Houston. The mat-
ter was referred to the Council as a committee as a whole for report at
the next meeting.
The report of Mr. ?tarry '; 7elch as publicity manager was read '
and on motion of Trustee `:iilkinson, seconded by Trustee Sloan and carried
the report was accepted and ordered filed.
The communication from Geo: Peabody regarding having the City
Attorney draw an amendment to the 1911 Improvement Act, making it com-
pulsory for contractors to mail written notice to each property owner
for whom work is done, was read, discussed and ordered filed.
A communication from the City Clerk requesting additional
help during the composition of the 1924 -5 tax roll was read and on motion
of Trustee Sloan seconded by Trustee Young and carried the Clerk was
authorized to hire the help needed.
kpplicatio- of the Southerland Sailing Club, for permission to
construct a pier was referred to the City Engineer for investigation.
On motion of Trustee Young seconded by Trustee Sloan and
x carried an extension of time to October -1,1924 was granted the Newport
Bay Electric Co., on the 36th Street Lighting Job.
On °n':i.en of Trustee Wilkinson seconded by Trustee Young and
carried the Woman's Civic League was given permission to erect playground
apparatus on the beach.
On motion of Trustee Viilkinson seconded by Trustee Young and
carried permission was granted A. J. Twist to cut the curb at 127 E.
Central Ave., work to be done under supervision of the Street Superintend -
ant.
Application of A. B. griffin to construct a pier at Lot 10
Block 2 Balboa Bayside Tract was referred to the City Engineex.
Communication of T..I,:ussleman regarding the 28th St. crossing '
was read and ordered filed.
Two communications from Geo. Bauer, one regarding the oiling
of the parking space at Newport and one requesting that police patrol ..
the town all night were read and ordered filed.
Complaints regarding the early cinTing of newspapers were re-
ceived from E. G. Smith, K. G. Goodland and H. C. Garret, City P+iarshall
Porter stated that he would interview; the persons causing the inconvenience
and have the noise stopped.
A communication received from Cahn, i +IcCabe & Co. regarding a
guaranty fund of 10/ on each ti100.00 on each improvement issued under the
1915 Improvement Bond act was discussed and on motion of Trustee Wilkinson
seconded by Trustee Richter and carried the matter was referred to the
committee as a vfholc and City Treasurer Wallace., for ir_vestigation'before
the assessment roll is completed.
Application of Ben Cope for the construction of a pier on lots
6 and 7 of Block 28, Balboa East Side Tract was granted subject to the still
of the Board.
Application of Robert E. Rodgers to construct a pier in front
of residence, -'309 Bay Front eras granted subject to the will of the Board.
Application of Ben Cope to construct a pier on lot 5 of block
2 Section 1, Balboa Island Tract, was granted subject to the will of the
Board.
Applications received from J. A. Beek and VV. E. Spofford, re-
garding Appointment as Harbor I,iasker were ordered filed for future refer- '
ence.
In the matter of an earth fill. and concrete pavement along
Coast Boulevard from 45th St. to the Northerly Boundary Line of the City
of Newport Beach, it was decided that.construction should begin at once
and the Clerk was insliructed to advertise for bids.
A petition was presented by 18 property owners of Newport
Heights requesting the paving of the following str':uts, Ocean Drive, 14th
St., Redlands Ave., Tustin Ave., and E1 Eodino Ave:; with a 3" concrete
base and a 2" V;`ilitite or :iarrenite Process Topeka Top.
After a great deal of discussion on motion of Trustee Viilkinson
seconded by Trustee Young and carried the matter was referred to the City
Engineer and proceedings started for the proposed work.
.The matter of sidewalks and Dirtin�, of Diamond and Ruby Streets
was presented but no action was taken owing to the fact that no petition
was presented.

IIIT- :ODUCI; G ORDIiiAiyCE PIO. 258, Trustee Sloan introduced an
ordinance entitled as follows:
An ordinance of the City of Newport Beach regarding the
loading and unloading of passengers upon and from automobile
busses operated by transportation companies within the City
of Newport Beach.
The ordinance was ordered filed, read, numbered 258 and referred
to the City Attorney.
A map of Tract No. 692, being a subdivision of Lot 302, ITewport
Liesa Tract, was submitted to the Board and on motion of Trustee Wilkinson
seconded by Trustee Sloan and carried the map was approved.
On motion of Trustee Wilkinson seconded by Trustee Sloan and
carried warrants 7# 1817 - 1818 -1819 having been signed and approved by
the finance committee were alloyed and warrants ordered drawn for same.
The matter of more room for housing of the library was referred
to the committee as a whole.
On motion of TrustF,e Wilkinson seconded by Trustee Young and
carried it was decided to employ Earry ';elch for another year in the
capacity of Advertising I,:anager, paying him the same monthly salary as
previously.
There being no further business on motion of Trustee Wilkinson
seconded by Trustee Sloan and carried the meeting was adjourned to 7:30
P. M., i.;onnday, June 2, 1924.

The roll was called showing the full board present.
The reports of heads of departments were read and on motion of
Trustee ;!ilkinson, seconded by Trustee Sloan and carried the reports were
accepted and ordered filed with the exception of the Farbor I. :aster and
City Electrician reports, which were laid aside for further discussion.
In the matter of widening Central Avenue from Alvarado to B St., City En-
' gineer Kressley reported that he had•two plans that might work out and
stated that some definite solution would be-arrived at in the near future.
The communications were read and referred to t1n proper order
of business.
