location and condition and asked that it be moved to city property.
On motion of Trustee CJilkinson seconded by Trustee Sloan and carried
the matter was referred to the planing commission.for investigation: and
report. Mr. Beek also stated that automobiles were blocking the land-
ing.and obstructing 'traffic. The matter was referred to the Street Com-
mittee for investigation.
The matter of the moving picture company boats obstructing
the landing at Rodger Bros, was discussed to some length and on motion
'of Trustee Young seconded by Trustee Richter and carried the matter was
referred to the committee as a whole with power to act and it was decided
to have Rodger Bros. immediately make some sort of landing place for
small draft.
On motion of Trustee Wilkinson seconded by Trustee Sloan and
carried demands ;'1820 to #2000 were approved.
On motion of Trustee Richter seconded by Trustee "Uilkinson and
carried the signs at the Bast Ne-:port Comfort Station were ordered re-
moved and small signs `substituted.
There being no further business on motion of Trustee Richter
seconded by Trustee Young and carried the meeting was adjourned to 7: 30
P. M. Monday, June 16th, 1924.

The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 P. M. on the above date.
The meeting was called to order by President Geo. P. Wilson.
The roll was called showing the full board present.
The minutes of the previous meeting were read and approved.
Trustee Conrad Richter reported on the light situation and
suggested that two 75 candlepower lights be placed in brackets in front
of the Newport comfort station, and one large light be placed in the rear.
At the parking station it was sufgested that a pole having a cluster of
four lights, be used. In the matter of parking con6estion on Agate St.,
Balboa Island, it was reccommended that `an.ordinance be dram, prohibiting
parking on one side of the street and that the curbing be painted red,
back to the alley. The committee investigating the matter of grades ob-
jected to b,yMr. C. C. Henry, reccommended that the grades stand as they
are at present.
The committee investigating the matter of the Laguna Beach Short
Line application for permit, reported that the proposition was reasonable
and should be granted.
On motion of Trustee Wilkinson seconded by Trustee Sloan and
carried, the action of the Light Committee was approved.
On motion of Trustee Sloan seconded by Trustee Wilkinson and
carried,. it was decided that the City Attorney be instructed to amend the
ordinance so that parking on both sides of Agate St. would be prohibited.
On motion of Trustee Sloan seconded by Trustee Young and car-
ried, the report of the committee investigating the grades complained about
by C. C. henry, was accepted and the committee discharged.
On motion of Trustee Sloan seconded by Trustee Young and carried,
the request-of the Laguna Beach Short Line Automobile Stage for permit to

operate in the City of.Ilewport Beach was granted.
The committee investigating the Comfort Station situation at
Balboa Island, recconmiended that the old Balboa comfort .station be moved
to Balboa Island, on the city property on Agate St.
J. A. Beek asked permission to erect a canvas awning on the
dock near the Balboa Island Landing and on motion of Trustee Sloan seconded
by Trustee Young and carried, the permit was allowed.
The Clerk was instructed to advertise for bids for moving over
of the old Balboa comfort station to the City property on Agate St., Balboa
Island and resetting the fixtures.
On motion of Trustee Sloan seconded'by Trustee Young and carrie�
July 14th was the date set for hearing protests of Ordinance No. 251.
MMINTSIMM BUSINESS
On motion of Trustee Young seconded by Trustee Richter and
carried, there being no bids'on the proposed fill across the river and
Coast Blvd., the street Superintendant was authorized to employ W. F.
Beal on a time and material, plus 15 percent basis.
SPARK II.:PROVEI :._LNT.
Victor T. Watkins, representing the V1. S. Sparr interests of
Los Angeles petitioned the Newport Beach Board of Trustees to abandon
certain streets and alleys on Balboa Palisades so the section could be re-
subdivided along the lines of a vast club and residential project.
In this connection came the report from Ilarry Welch of the
Orange County Harbor Chamber of Commerce for the erection of a weather
station, light -house and life - saving department by the county and city in
the cove on Newport Bay at t_ :e promontory, beginning at the Sparr property
a site for which has been offered free by Er. Sparr. The construction will
be 76,000.00 and a committee :ias appointed to proceed with the work.
The city appointed a committee composed of Paul gressly, Harry
Vlelch and L. S. Wilkinson to confer with Er. Watkins on the site for the
lighthouse, while the City Engineer was instructed to proceed with the
abandonment of the streets requested so that the Sparr improvement '
could proceed. The County will appropriate $3,000.00 toward a weather
station and a like amount will be put.up by the city.
On motion of Trustee Sloan seconded by Trustee Young and
carried, the City Engineer was instructed to prepare abandonment proceed-
ings immediately.

A communication, protesting the Bathing Girl Parade, was re-
ceived from the 'loman's Temperance Union of Southern Calif., was read and
ordered filed.
Application of Everett S. Gardiner for the erection of a pier
at Lot 3, Block 13, Sectfon 1, Balboa Island was referred to the City
Engineer for the usual two weeks.
Application of I'erbert Iloore for salaried Life Guard was re-
ferred to the Committee as a whole.
On motion of Trustee Sloan, seconded by Trustee Wilkinson and
carried, City I:arshall J. A. Porter was granted two weeks leave of ab-
sence.
The chair appointed a committee of three citizens to investigate
water conditions with '.later Supt. John %ct:illan at his request.
In the matter of a pier at 917 Bay Front, to be erected by the
Southerland Sailing Club, on motion of Trustee Sloan seconded by Trustee
Young and carried, improvement was allowed, subject to the will of the
Board. ,
On motion of Trustee Young seconded by Trustee Wilkinson, ap-
plication of W. A. Eastlack for permit to operate a lunch counter was
granted.
A committee of K. C. Sloan, Fred 'dJ. Young, S. A. Cundiff, and
Levi H. 'aallace was appointed to go over the fill at the Santa Ana River
with I.,r. Iiancock Banning.
On motion of Trustee Wilkinson seconded by Trustee Young and
carried, City Engineer Paul Kressly was requested to start proceedings
for the improvement of the str, ;ets named in petitions presented to the
Board by E. B. Spencer.
The-Clerk was instructed to write the District Attorneys.' Assn.
stating that the City of " ewport Beach would co- operate in the matter of '
the hearing against the Southern Calif. Edison Co. to the extent of , ',50.00.

.5250.00 was allowed the committee having the Bathing Girl
Parade in charge, provided they furnished the Clerk with an itemized
statement of expenditures.
On motion of Trustee 'ililkinson, seconded by Trustee Young
and carried, 8150.00 was allowed each end of the City for the Fourth of
July, money to be paid out of the Publicity Fund.
The openings on the Ne,rport Pier were declared a menace in
their present condition and the Street Supt. was requested to see Geo..
Heiner and see if the matter could not be remedied.
_ The City Clerk received 50� from City Treasurer tlallace, the
moneys being donated by citizens who wished the chair of Trustee Richter
to be oiled before each regular meeting of the City Council. The Clerk
thereupon handed Citr Treasurer Wallace a receipt in full for the moneys
and agreed to assume the duty of Chief Imperial Oiler of Trustee Richter's
chair.
There being no further busines„ the meeting was adjourned,

Trustee Sloan in;,roduced an ordinance ordering an improvement
made in the City of i.ewport Beach, directing anaaction to be brought by the
city attorney in the Superior Court of Orange County in the name of the
City of "ewnort Beach for condemnation of the property necessary and con-
venient to be tai;en for such improvement, describing the improvement and re-
ferring to Ordinance of Intention No. 251; the ordinance was ordered filed,
read, considered, designated Ordinance No. 259 and referred to the City
Attorney.
