The meeting was called to order by President Geo. P.V7ilson. The roll was called showing the full board present. The reports of heads of departments were read, accepted and ordered filed. The city Engineer presented a diagram for t1je improvement of certain portions of Sari Bernardino Avenue, Broad Street 14th Street as contemplated by Resolution of Intention No. 279. Upon motion of Trustee Wilkinson seconded by Trustee Richter, the ' said Diagram was approved by the following vote, to -wit: Ayes: Trustees, Wilson, Sloan, Young Richter and Wilkinson Noes: Trustees, None. 14bsent, Trustees, None. The City Engineer presented a diagram for the improvement of certain portions of 36th Street and Finley Avenue as contemplatedby Resolution of Intention No. 266. Upon motion of Trustee Sloan, seconded by Trustee Young, the said deagram was approved by the following vote: Ayes: Trustees Wilson, Sloan, Young, Richter, Wilkinson. Noes: Trustees, None, Absent:Trustees, None. ORDIANACE #263, An ordinance of the Board of Trustees of the city . of Newport eac h, RF- locating and establishing the curb lines of Central Avenue, Park Avenue, Emerald Avenue, Garnet Avenue, Ruby Avenue,Diamond Avenue,Sapphire Avenue, Coral Aveneu, Apolena Avenue,Amethyst Avenue, Onyx Avenue and Marine Avenue, within said city was taken up for Final consideration and passed by the following mote: Ayes: Trustees Wilson, Sloan, Young, Richter and Wilkinson Noes: Trustees, None. Absent, Trustees, None, The matter of landings on the Newport and Balboa Piers was brought up again by trustee Richter. The resident Engineer was asked the reason ' for delay and Iv1r. Cundi£f explained that the necessary creosoted lumber had not come from Wilmington, and st,at4d that as soon as the necessary m material arrived, work would commence on the construction. On motion of Trustee Conrad Richter, seconded by Trustee Sloan, and upon call of the roll duly carried by the affirmative vote of the follwoi.ng named.members of the Board of Trustees: Ayes: Trustees, Wilson, Sloan Richter, Young and `iillcinson Noes: Trustees, None, Absent Trustees, None, It Was Resolved: Whereas, it appears to be to the benefit of the City of Newport Beach to dispose of and convey unto Newport harbor Post No. 291 of the American Legion, a corpor9tion, the following described real property, located in the city of Newport Beach, coutity of Orange and State of California; Beginning at the intersection of the easterly line of 10th Street and a line 120 feet northerly of and parallel with the northerly line of Central Avenue (North drive),thence, easterly along a line.. .!hich line is 120 feet northerly of and parallel with the northerly line of Central Avenue f North Drive) a distance of 200 feet to a point; thence northerly along a line, which line is 200 feet easterly of and parallel with the northerly prolongation of the easterly line of 10th Street to its intersection with a line, which line is one foot southwesterly of and parallel with the United Status Government meander line, said meander line being the northeasterly boundary line of a portion of the above ' mentioned Lot 4; thence northwesterly along a line, which line is one foot southwesterly of and parallel with the aforesaid government meander line to its intersection with a line which line is 210 feet northerly of and parallel with the northerly line of Central Avenue (North Drive); thence westerly along a line, which line is 210 feet northerly of and parallel tiwith the northerly line of Central Avenue (North Drive), to its intersection with the northerly prolongation of the easterly line of 10th Street; thence southerly along the northerly prolongation 6f-the easterly line of 10th street to the place of beginning; The described real property being a portion of Lot Four (4),Section 34, Township 6 South, Range 10 ':Iest,S.B.B.& NI. WHEREAS: the described Al property is not waterfront of the city of Newport Beach, 209 RESOLVED: That the city of Newport Beach convey to Neqport Harbor Post No. 291 of the American Legion, a corporhtion, the described real property, for a consideration of $150000, and that the President of the Board of Trustees and Clerk of the city of Newport Beach be and they are hereby authorized, directed and eiipoaered to sign and countersign in the name of said city, under the corporate seal thereof, and to deliver to said.corporation.a conveyance herein provided for. It was moved by Trustee Wilkinson and seconded by Trustee Young and carried that the City Clerk advertise for bids for the construction of water mains on Balboa Island in I4.T.D. 1#13 to be received Sept. 22,1924 Owing to the failure of the Clerk to send proper notices of hearing of protests on the porposed abandonment of Streets at Corona Del Mar, the matter was delayed, but informal. protests were heard More that ten days after the expiration of the time of the ppublication of "Notice of Public ''forks" pursuant to resolution of intention N9. 000, al � protests filed were laid beforo tip board of tru.steoa at its m ee ing Sept, 8,1924, and the.Board of �rustees therupon fixed September 22,1924 -at the hour of 7:30 P.M. in the Council. Chamber of said board of trustees, in the City Hall 6ity of.Newport Beach as the time and place of hearing the protests and ordered the Clerk to give notice as provided by last. It was moved by trustee Wilkinson and seconded by trustee Richter and carried, that the Clerk reply to 'the request of the California State Board of Health that the Health officer, be sent to Monterey at the Meeting o,,�- the California League of Municipalities, stating t at it was hoped that the City would be represented, Comunication of Geo.Heiner requesting renewal of thelease of the live bait concession on Negport pier for the coming year was referred to the City Marshall. Thereupon,City Marshall Porter reported that as Mr. Heiner had lived up to his part of the agreement and promptly paid his rent, he would reco mend a renewal of the lease, On motion of Trustee Slm.bn, seconded by Trustee Youngrand carried, Geo. Heiner was granted the lease for the bait concession n Newport Pier ' for the 1924 -259 the terms of the lease being that Mr, Heiner pay the City of Newport Beach $60.00 each month for the months of June, July, Aug. and Sept. 1925, and keep the pier clean at all times during the entire year. On motion of Trust ee Wilkinson, seconded by trustee Young and carried H.F.Lobnow of the Negport Bay Electric Co. was granted an extension of time on his contract to Nov.1,1924 A comunication was received from the Disabled Veterans of the World '.far and was referred to the president of the board for action. A communication was received from the National Defense Day committee of Anaheim, and the clerk was instructed to reply. On motion of trustee Wilkinson seconded by trustee Sloan and carried, the communication from Mr. Wadsworth regarding Colorado River Waber matters was referred to the president to appoint a committee to attend the meeting, On motion of Trustee Young, seconded by trustee Wilkinson and carried the demands presented were allowed and warrants ordered drawn, On motion of trustee Wilkinson, seconded by trustee Richter and carried, the Chair was instructed to appoint a committee with power to act in the matter of moving books, constructing and generally supervising the completion of the new Public Library. On motion of trustee Wilkinson.. seconded by trustee Sloan, City attorney Bishop was instructed to frame an ordinance Providing for a city manager, Thereupon the roll was called and the motion carried by the following Vote: ' Ayes: Trustees Wilson, Sloan and Wilkinson. Noes: Trustees, Young and Richter Absent,Trustees, None, On motion of trustee Sloan seconded by trustee Wilkinson and carried, City Attorney Bishop was instructed to frame an ordinance prohibiting all slot machines, roll down games and games of like nature in the city of Newport Beach. On motion of trustee Wilkinson, seconded by trustee Sloan and carried the board of trustees voted approving the action of City Attorney Bishop in his refusing to have the Simons pipe line franchise bond canceled. On motion of trustee Wilkinson, seconded by trustee Sloan, and carried, City Engineer ICressly was instructed to make a survey of Lot 21 of Block 30 of Newport Beach tract, for recoriendation as to how much of the land would be needed for the straightening of Cosst Boulevard and sidewalk. 21(V AISERICAN LEGION LEASE: On motion of trustee Richter, seconded by trustee Sloan, and carriAA it was decided to lease all that portion of land lying northerly of the recently purchased Americah Legion Site to the.Government Bulkhead Line to the American Legion for 25 years at a rental of x"1.00 per year. Or motion of trustee Richter seconded by trustee Young and carried, the °.Clerk was ordered to write the Board of Supervisors regarding the matter of waste oil from the well on the old Wurdringer Place asking some relief from the situation.. ' On motion of trustee Nilkinson, seconded by trustee Sloan and carried, the meeting wad adjourned to 7:30 P.M.
