City Hall, Bewport Beach, November,17,1924.
The Board of Trustees of the City of Newport Beach, met in regular session
on the above date, The meeting was called to order by President Geo.P.Wilson.
The roll was: called showing the full Board present. The minutes of the
previous-meeting were read and approved.
REPORT OF COMMITTIES.-
The Committee as a Whole report on the Burris bid for street work was
that the City should not consider any bids at present as the work was going
to be done on the budget system by the city. The committee as a whole vepuv:
that the application of J.h.Smith, C.E.McFarland and R.J.Shafer, for a boat
landing on the Neqport Wharf, would be given a public hearing at the
Council Chamber in the City Hall at 7;30 P.M. Friday November 28.
This being the hour set for opening of bids for 400 feet of lz
standard thread fire hose, the bids from the following named firms were
received. The American Rubber Mfg.Co., United States Rubber Co., Hewett
Rubber Co., Federal Supply Co., Pioneer Rubber P,_ills.
On motion of trustee Wilkinson, seconded by trustee Richter and
carried, all bids were referred to the committee as a whole and Fire Chief
Jackson for investigation and report.
Mr. H.I:I.17ooster of Balboa Island addressed the Board and stated that
the property owners of Section 5, Balboa Island were opposed to the
proposed proceeding for the improvement of certain streets in that sections
On motion of trustee Wilkinson, seconded by trustee Sloan, and
carried, the matter was referred to the committee as a whole.
NE17 BUSINESS.
The offer of Bay Island Club to convey to the city of Newport
Beach, the sower system existing on Bay Island, in accordance with the
terms and under the conditions of a deed therefor, this day considered by
the Board of Trustees, was accepted.
Trustee Conrad Richter introduced an ordinance, entitled as
follows.
AN ORDINANCE of the city of Newport Beach creating a subordinate
office, providing for the appointment of a competent person to fill said
office to be known as P/Ieat Inspec`or, regulating the sale of meat, fish,
game and poultry for human consumption, and providing penalties for all
violations of this ordinance.
This Ordinance was ordered filed, read, considered, designated
ORDINANCE NO. 270. and referred to the city attorney.
UNFINISHED BUSINESS.
aRDINANCE NO.267, entitled as follows'?
"An Ordinance of the city of Newport Beach declaring the intention
of the Board'of Trustees of said city, as the legislative body thereof, to
call an election in a proposed municipal improvement district in the city
of Newport Beach, as described in a petition for that purpose, or as said
district may be hereafter modified, as provided by law, for the purpose
of submitting to the qualified electors of said district the proposition
of authorizing the issuance and sale of bonds in the manner, and for the
purposes, set forth in the ordinance of intention, accurately describing
the exterior boundaries of the proposed municipal improvement district, setti.;;,
forth a general description of the improvement to be acquired, an estimate
of the cost of the proposed-public improvement, and of the incidental expenses
'in connection therewith, fixing a date, hour and place, where protests will
be heard, and a da:e upon which the election will be held, and referring
to a map showing the exterior boundaries of said district with relation to
the territory irr�iediately contiguous thereto, and a general description
of the proposed improvement, on file in the office of the Clerk of the
city of Nemort Beach" came on for final hearing: The roll was called and
the ordinance passed by the following vote.
-Ayes: Trustees, Geo.P.Wilson, H.C.Sloan, Fred Young, Conrad
Richter and L.S.l'Jilkinson.

Absent Trustees, None.
ORDINANCE NO 268, Entitled: "An Ordinance of the city of Newport
Beach requiring connection with the public sewer in said city ", came in
for final L::aring. The roll was called and the ordinance passed by the
following vote.
Ayes: Trustees Geo.P."ilson,H.C.Sloan, Fred Young, Conrad ^2�
Richter, and SL lRilkinson.
Noes, Trustees, None.
Absent, Trustees,None.
,ORDINANCE NO.269, entitled: "AN Ordinance of the city of Newport
Beach imposing a liscense upon vending machines and providing a penalty
for the non- pa<vment of said liscense" came on for final hearing. The
roll was called and the ordinance passed by the following vote:
Ayes; Trustees Geo.P.1ilson, H.C.Sloan, Fred Young, Conrad Richter
S.L.wilkinson. '
Noes: Trustees, None.
Absent Trustees,None.
Mr. J.C.Hayden presented the Board with the proposed Southern
Counties Gas Co. Franchise and in doing so stated that one clause in the
franchise as drawn up by city attorney Clyde Bishop was unfair to his
Company and requested a modification of the same. City Attorney Bishop
presented the board with his views on the subject and after some dis-
cussion, on motion of trustee Wilkinson, seconded by trustee Young
and car ied, the matter was refer'red'to the committee as a whole for
report at the next meeting, and Mr.Hayden was instructed to have his
side of the proposition before the board in uniting when the committee
as a whole met Friday Nov. 24th 1924.
President Geo.P.11ilson stated that he understood that the City
had never paid the owner of Lot 18 Block 1 of Newport Bay for the land
deeded by him to the City of Newport Beach, The matter having been discussed
was referred to City Engineer Paul E.Kressly.
Mr. A.Sovinsky appeared before the Board of Trustees and requested
the company operation df the City of Newport Beach in making the old
Country Club a semi - municipal proposition. The matter was discussed and
on motion of trustee Sloan seconded by trustee Wilkinson and carried, was
referred to the committee as a whole.
There being no further business, on motion of trustee Sloan
seconded by trustee Young, and carried, the meeting was adjourned to
Wer�nesday, Nov. 26, 1924 at 7 :30 P.LI. '

The Board of Trustees of the City of Newport Beach, net in regular
adjourned session on the above date. The meeting was called to rorder
by Pres. Geo.P.i`Jilson. The roll eras called showing the full board present
with the exception of Trustee Fred VT.Young.
The Cn vmiittee as a 17hole reported on the following:
The bid for fire hose was given the the American Rubber Co.,
In the matter of Balboa Island Street Improvement, it was
decided to let the present proceedings stand.
In the matter of the Southern Counties Gas Co,, the committee '
reported that as Mr.Hayden had not presented the committee with the
data asked for, nothing was done about the matter.
The request of the present managers of the old golf course wqs
not granted, but it was agreed that the city would advertise the course .
in the city advertising.
On motion of trustee Wilkinson, seconded by trustee Sloan, and
carried, the report of the comrittee as a whole was accepted.
City Attorney Bishop stated that the report of the planning
commission would be submitted to the Board at-the next meeting..
The Clerk was ordered to get any correspondence available retbraing
the agreement as to the payment of the Alvarado Street lot and report as
soon as possible.
