Absent, Trustees,None, ORDINANCE NO.269, entitled: "AN Ordinance of the city of Newport Beach imposing a liscense upon vending machines and providing a penalty for the non -pey ment of said lisepnse" came on for final hearing. The roll was called and the ordinance passed by the following vote: Ayes; Trustees Geo.P.71ilson, H.C.Sloan, Fred Young, Conrad Richter S. L.71ilkinson. ' Noes: Trustees, None. Absent Trustees,None. Mr. J.C.Hayden presented the Board with the proposed Southern Counties Gas Co. Franchise and in doing so stated that one clause in the franchise as drawn up by city attorney Clyde Bishop was unfair to his Company and requested a modification of the same. City Attorney Bishop presented the board with his views on the subject and after some dis- cussion, on motion of trustee Wilkinson, seconded by trustee Young and carried, the matter was referred to the committee as a whole for report at the next meeting, and Mr.Hayden was instructed to have his side of the proposition before the board in writing when the committee as a whole met Friday Nov. 24th 1924. President Geo.P.Wilson stated that he understood that the City had never paid the owner of Lot 18 Block 1 of Newport Bay for the land deeded by him to the City of Newport Beach, The matter having been discussed was referred to City Engineer Paul E.Rressly. Mr. A.Sovinsky appeared before the Board of Trustees and requested the company operation df the City of Newport Beach in making the old Country Club a semi - municipal proposition. The matter was discussed and on motion of trustee Sloan seconded by trustee Wilkinson and carried, was referred to the committee as a whole. There being no further business, on motion of trustee Sloan seconded by trustee Yount, and carried, the meeting was adjourned to Wednesday, Nov. 26, 1924 at 7 :30 P.P.I. The meeting was called to .,order by Pres. Geo.P.Wilson. The roll eras called showing the full board present with the exception of Trustee Fred U.Young. The Cm mmittee as a 17hole reported on the following: The bid for fire hose was given the the American Rubber Co., In the matter of Balboa Island Street Improvement, it was decided to let the present proceedings stand. In the matter of the Southern Counties Gas Co., the committee ' reported that as Dir.Hayden had not presented the committee with the data asked for, nothing was done about the matter. The request of the present managers of the old golf course wqs not granted, but it was agreed that the city would advertise the course. in the city advertising, on motion of trustee Wilkinson, seconded by trustee Sloan, and carried, the report of the committee as a whole was accepted. City Attorney Bishop stated that the report of the planning commission would be submitted to the Board at -the next meeting.. The Clerk was ordered to get any correspondence available regarding the agreement as to the payment of the Alvarado Street lot and report as 223 Trustee �Nilkinson introduced the following resolution: "Resolved, that the deed from the Irvine Company to the city of Newport Beach, conveying to said city land for apumping station, dated November 22, 1924, be and the same is hereby accepted, and that the City Clerk be, and is hereby ordered to attach to said deed a certified copy of this resolution, The above and foregoing resolution was passed by the Board of Trustees by the following vote to -ait: Ayes: Trustees Geo,P.Wilson, H.C.SloAn, Conrad Richter)S.L.Wilkinson. Noes, Trustees, Npne. Absent, Trustee Fred W.Young. I. V.A.Sebring, Clerk of the city of Newport Beach, do hereby certify that the foregoing is a true and correct copy of the resolution adopted by the Board of Trustees of the city of Newport Beach at their regular meet- ing thereof held on the 26th day of November 1924. Trustee, Sloan introduced the follov =ping resolutiof: " Resolved, that the deed from the Irvine Compardy to the city of Newport Beach conveying to said City, land for a reservoir site and an easement .for the construction of a water pipe line dated August,22,1924 be and the same is hereby accepted, and that the City Clerk be and he is IK hereby ordered to attach to said deed a certified copy of this resolution." The above and foregoing resolution ti^ras passed by the Board of Trustees by the following izote,to -wit: Ayes. Trustees, Geo.P.Wilson, H.C.Sloan, Conrad Richter, ,S.L.Wilkinson. Noes: Trustees None. Trustee Richter introduced the following resolution: "Resolved, that the easement from the Irvine Cb mpany to the City of Newport Beach for a right of way upon which to construct, lay and maintain a water pipe line, dated November 22,1924, be and the same is hereby accepted, and that the City Clerk be and he is hereby ordered to attach to said easement, a certified copy of this resolution." The above and foregoing resolution was passed by the following vote, to -i:it: Ayes; Trustees Geo.P.,Nilson, H.C.Sloan, Conrad Richter, S . L. Wi lkins on. Noes: Trustees None, Absent; Trustee, Fred Young. The City Engineer presented a diagram of the assessment district for the improvement of certain portions of McFadden Place and 21st. Street,.ds contemplated by Resolution of Intention No.289, passed by this Board on the 7th day of July, 1924. The said diagram upon motion of,Trustee Sloan seconded by Trustee Richter, was adopted by the following vote, to -wit: Ayes: Trustees Wilson, Sloan „Richter, Wilkinson. Noes: Trustees, None. Absent, Trustee Young. Trustee Sloan presented and moved the adoption of Resolution No.302 entitled. "A resolution of the Board of Trustees of the city of Newport Beach adopting Specifications No.36 for the construction of a water distribution system for domestic supply and fire protection, Storage Reservoirs, Pumping Plants and Appurtenances thereto, within the said City of Newport Beach.” which motion was seconded by Trustee Richter and adopted by the following mote, Ayes; Trustees Wilson, Sloan,Richter and `:Uilkinson. Noes; Trustees, None. Absent: Trustees,Young. Trustee Wilkinson presented and moved the adoption of Resolution No.303 entitled, "A resolution of the Board of Trustees of the City of Newport Beach adopting certain plans for the improvement of certain portions of Coast Boulevard and certain other streets, avenues and alleys, within said City ", which motion was seconded by Trustee Sloan and adopted by the following vote. Ayes: Trustees Wilson, Sloan, Richter Wilkinson. Noes : Trustees None. Absent: Trustee, young. 224 Trustee Richter presented and moved the adoption of Resolution No.304 entitled. "A Resolution of the Board of Trustees of the City of Newport Beach declaring its intention to order the improvement of certain portions of Coast Boulevard and certain other streets, avenues, and alleys within said City, and certain property and rights of way owned said City under the Improvement Act of 1911r,i and the Amendments bo said Act." which motion was seconded by Trustee Wilkinson and adopted by the following vote. Ayes: Trustees Geo.P.Wilson, H.C'.Sloan, Conrad Richter and S.L. Wilkinson. Noes: Trustees None. Absent: Trustee,Young. by There being no further business, on motion of Trustee Wilkinson seconded by Trustee Sloan; and carried, the meeti was akjourned sine die. ----6 Press ent oar o mrustees. City Hall,Newport Beach,Dec. 1, 1924. The Board of Trustees of the City of Newport Beach met in regular session on the above date. The meeting was called to order by President Geo.P.Wilson. The roll was called showing the full Board present. Reports of heads of Departments were read accepted and ordered filed. This being the time fixed in Resolution of- Intention No.300 for hearing of protests in said matter, the Clerk reported that certain protests 1,•rere filed in his office before the flour set for hearing said protests and certain oral protests were presented. The Board of Trustees of the ' City of Newport Beach h eard all of said protests; CJhereupon Trustee Sloan--presented Resolution into. 305, entitled " A Resolution over - ruling protests in the matter of the improvement of certain portions of Park Avenue and certain other streets and avenues on Balboa Island ". The resolution having been read was numbered Resolution No. 305 and the roll was called the trustees voting in the following manner: Ayes: Truatees Geo.P.17ilson, H.C.Sloan, Conrad Richter, SL. Trustee Richter introduced "A Resolution of the Board recinding certain resolutions for Certain other Streets and Avenues resolution was designated resolut vote: the following. of Trustees of the city of Newport the improvement of Park Avenue and on Balboa Island within said City. Lon No.306, read and passed by the Beach, The following Ayes: Trustees Geo.P.Clilson, H.C.Sloan, Fred Young,Conrad Richter S.L.Wilkinson. Noes: Trustees, None. Absent,: Trustees, None The tenative report of the planning commission recommending a zone in which to develope and store petrol6um and other hydrocarbon substances was taken up and it was ordered that a public - meeting be held before the Board of Trustees of the city of Newport Beach at the council chamber of the City Hall at 7;30 o1clock P.I.I. on Monday,December 15, 1924 ' and the Clerk was informed of the time and place of said Hearing. Ielotion of trustee Sloan seconded by trustee Wilkinson and carried a refund was allowed for the taxes -on Lots 19 and 20 Block 14 of Sec. B.NewportBeach. Application for the erection of piers on Lots 6 and 7 on Block t'Bf of the East Side Addition to Balboa-Tract and Lot 1 Block 6 of First Addition to Balboa was referred to City Engineer Iiresily for the usual 2 weeks. The report of Advertiseing Manager Harry Welch was read and on motionof trustee I1ilkinson seconded by trustee Young and carried,$100.00 was ordered set aside for espenses for the month of December,1924. The matter of landings on the piers was again discussed to great length and the clerk was instructed t_o write the City Clerk of Redondo Beach for information regarding cost of maintainance,construction ect.,
