A communication regarding the matter was received and read from
J.B.McNally and others setting forth their side of the matter. The
discussion developing many angles was finally referred to the corraittee
as a whole for investigation and report.
R.C.Bell presented the Board of Trustees with a plan which is to
be used for a new building to be erected by Mr. B.Y.Stone on his property
The question of the -ownership of the alley running along his property, was
discussed and laid over to the nExt meeting, the clerk being ordered to
communicate with I +Ir. Stone, and adjacent property owners regarding the matter
and City Engineer Kressly was instructed to make a survey of the property
in question.
On motion of trustee Wilkinson, seconded by trustee Young and carried
the Demands were approved and warrants ordered drawn.
There being no further business on motion of Trustee Wilkinson,
seconded by Trustee Sloan, and carried, the meeting was adjourned to
7;30 P.M. Monday December 15.1924.

session on the above date, The roll was called showing the full Board
present except Trustee 1I.C.S1oan.

Reports of Standing and Special Committees.
City Attorney Bishop submitted in writing his opinion of the
ovmers'lip of the -ton feet in question on the Right of Way knonn as
21st.Place. Thereupon, on motion of Trustee Conrad Richter, seconded by
Trustee S.L.'.7i.7.hinson, and carried, the report was accented and ordered Pil.,:
for future r ference.
In the matter of the proposed improvement of certain portions of
Coast Boulevard and certain other streets, avenues and alleys within said
city, and certain property and rights of ';ray owned by said city.
This being the time fixed in resolution of intention ITo.304
passed November 26,1924 for hearing protests in the matter oftthe
ii:,provement therein described, and no protests having •een filed -with t?-e
City Clerk in said matter, and no persons desiring to be heard in the

Trustee Richter presented a communication and map sho',-ring a por-
tion of Tract 518. The Blankenhorn Company offered Block "Q" Tract 518
as a gift to the city of Neqport Beach, it being the intention_ to es-
tablish a park at that place at a future date, The matter •.ias discussed
and on motion of Trustee Richter, seconded by trustee Young and carried,
the Property ti ^:as accepted with thanks and the Clerk ordered to write
the Blankenhorn Company, notifying them of the Board's decision and
thanking them.
A communication vias received from Harry 111elch of the Orange
County Chamber of Commerce regarding the procuring of a right of Tray
to the Jetty upon which to lay a track for the conveyance of material
to the jetty. The matter was.discussed and referred to City Engineer
Paul E.hressly for report,
A communication was received from Fire Chief Jackson requesting
new material and supplies for the Fire Department. On motion of trustee
'.`1ilkinson seconded by trustee Richter, the matter was referred to the
Committee as a '.'!hole for report at the next meeting if possible,
Wate Superintendent John McMillan in a communication to the Board
brought up the matter of free crater for the Balboa Pavillion, stating
that other consumers mould like thw same privelege extended them. The
matter ryas discussed and on notion of t.ustee Young, seconded by Trustee
Wilkinson, and carried, the Water Supt. was instructed to install a mete t
at the Pavillion and charge for the water. used.
Fire Chief Jackson stated that it would be a good plan to
arrange for Peee ester for boa'36 in the Harbor. There being no objection
the matter was referred to the committee as a whole.
On motion of Trustee Wilkinson, seconded by trustee Ridhter
and carried, applications for piers were granted Ben Cope on Lots 6 and7
of B16ok 19 Balboa East Side Addition, and Lot 1 Block 6 Section 2
of Balboa Island, Subject to the will of the Board
Application for the erection of a pier on Lots 3 and 4 of Block
three of Section 4 Balboa Island, was laid over for the regal =.r two weeks
and referred to the City Engineer.
There being no objection, the letter from B.K.Stone was
ordered filed.
A communication as tkadread from the City Clerk of Redondo
Beach regarding `:he cost, maintaina.nce etc, of tho landings at the
Redondo Beach wharf. The letter was disussed and the matter of Landings
on t'ie city of Newport Beach -.-;arves, was again laid over to the next
meeting.ft
A petition from property oynners on Balboa Island were presented
regulating street improvements. Unon motion of Trustee S.L.Wi1?cinson
seconded by trustee Richter, the city en ineer eras ordered to )renare
plans, specifications and proceedings for the improvement of all streets
on Section 1,2,3, and 4 and Park Ave. on- section 5, Balt,oa Island, by
grading and co::structing cement pavements, including cement curbs and '
ce r:nt side,aalks whe-e none existed at this tine, and to replace
all broken curb and sidewalk with new cement curbs and sidevralks
also the construction of rr•iter pipes in all a.leys of Section_ 1,2,3,'
and 4 and to replace a.11 pipe at present in place that is in Lad condition
•:pith new pipe.
Thereupon the Poll was called the trustees voting in the following

This being Monday the 15th day of Decenber,1924, and the
first regular meeting of the Board of Trustees of the City of Newport
Beach provided for and 'held after the day on which was conducted the
election in and for said city,, to determine whether the boundaries
thereof should be altered or not, and certain uninhabited territory, a par#
of said city, be excluded therefrom, which election rlas called and ordered
to be held by Ordinance No.266 of the City of Neqport Beach, and was
duly hedl on Tuesday the 2nd day of Lecember,1924, It appearing that
the returns of said election had been dul7r made and in the possession of ti-e
Clerk of said City of Neqport Beach, the same were ordered opened and
the Board of Trustees proceeded to and did canvass said returns, from
which returns and the canvass thereof, it appeared and the Board of Trustees
of the City,/ of Newport Beach find and order it to be here established of
record:
(1) The proposition submitted to the electors of the City of
Newport Beach at said election was "Shall the boundaries of the City of
Newport Beach be altered and that certain uninhabited territory herein-
after described, now a part of said city, be excluded therfrorn ?"
(2) At the election rotes were cast for and against the proposition
as follows:

The Clerk of the City of Newport Beach shall enter this report

President Geo.P...,ilson introduced a propos 'ion to transfer from the
General Fund the sum of 669,656,00 for the pur_?ose of covoring over - drafts
in the following funds., tIatcr Works Extension, Bridge Fund, Carap Mai n-
tainance Fund, Library Fund, Salary Fund, and Street Fund. On motion
of Trustee `Uilkinson, Seco tied by trustee Young and carried, the City
Clerk was ordered to transfer the funds as suggested.
