In the matter of ds.-its on the Newport pier for life boats,
Resident engineer S.A.Cundiff sub.aitted a report on the cost as requested.
Mr. Lew H.77allace suggested that the Red Cross Life Saving Corps be
interviewed as to the possibility of obtaining; davits from that body.
On notion of trustee 17ill,inson, seconded by t;-ustee Sloan, and carried,
it was ordered that the matter be taken up with Mr.Deraga to see '.ghat
could be done.
On motion of trustee Sloan seconded by trustee Young and
carried, demands were allowed as ap-)roved by the finance corunittee and
warrants ordered drgwn. ,
There being no further business, the meeting was adjourned
to January 26,1925, Irionday,7:30 P.M.

The Board of Trustees of the City of Newport Beach, vet in
regular session on the above date. The meeting was called to order by P '
President Geo.P.s!ilson, The roll was called showing the full Board
present. The minutes of the previous meeting were read and ap,?roved. The
cort-iunications were read and Deferred to the peeper order of business
The report of the joint meeting of the Board of Trustees and City Planning
Co3nmission was read and the matter having been discussed was referred to
City Attorney for final drafting of the ordinance.
Trustee Sloan introduced a resolution entitled as follows:

This being the time fixed by Resolution of Intention No.312 '
passed January 5th, 1925, for hearing protests in the matter of the
improvement therein described, and no written protests having been
filed with the City Clerk in said matter, and no persons desiring
to be heard in the matter of said protests, 'whereupon Trustee Sloan
introduced the following resolution: N0.316.

Thereupon, the roll was called the trustees voting in the following
manner,

FINAL REPORT.
This being the time fixed for a public healing upon the
tentative report and final report of the City Planning Commission,
concerning a zone in the city of Negport Beach, wherein the drilling
for, development, and storing of petroleum, and other hydrocarbon
substances, should be carried on the prescribing regulations therefor
and due notice of this meeting having been given, all persons interested
and the general 'public were given an opportunity to be heard.
After full discussion and consideration, the Board of
Trustees decided that the territory or zone in the city of Newport Beach
in vi' ich the drilling for, development and storing of petroleum and other
hydrocarbon substances should be permitted is all that portion of the
city of NegportBeach, bounded and particularly described as follows to -wit:
Beginning at the southerasterly corner of Lot 5, Block 115
of Section B.Newport Beach, as per map recorded-in P,Iiscellaneous Maps
Bllk 4, page 27, Records of Orange County, California: thence northeasterly
1 in a Clirect line co the northeasterly corner of the last mentioned Lot 5;

as said bulLaead station is laid out and shown upon a Map of Negport Bay, 5

The following restrictions be be enforced in the described
zone upon persons conducting any of said businesses: That adequate
and prover protection against fire upon prope»ty occupied in conducting
said business, or u. )on- adjoining property be enacted and enforced.
That adequate protection be required to t)revent any refuse, oil, or other
substances produced in the drilling, production, storing, refining of
petroleum, gas, or other hydrocarbon substances from flowing upon, over,
o^ along any public street, sidewalk, curb or public place, or upon the lands
of another. That all operations be carried on so as not, by noise, or
smell, or the giving off of gasses or odors, become a nuisance either public
or private.
On motion of Trustee Young, seconded by Trustee Wilkinson
and carried, the ddeed for right of way ect for the sel:rer system on Bay
Island was accepted and the Clerk ordered to have the deed recorded.
City Engineer Kressly submitted a tenative plan and estimate
for a new water system for the City* of No -oport Beach. The plan was explained
to the Board of Trustees by Mr.Kressly who stated that the improvement
would necessitate the voting of Bonds in the amount of 4'350,000900
A communication was received from the Onbario Chamber of Commerce
inviting one or more of the City Trustees to a meeting to be held in.Ontario
to discuss means of heating orange groves without smudge. The comunnication
having been read, was ordered filed.
A resolution was read from the Newport Beach Chamber of '
Commerce endorsing and supporting the city administration. On motion of
Truatee Richter seconded by trustee Sloan and carried, the resolution
was ordered filed and the city Clerk ordered to acknowledge receipt of the
resolution
Application to erect a pier on Lots 3 and 4 of Block 3 of Section
5 Balboa Island, Ralph R.Jones builder, having been laid over the regular
two weeks and approved by the city engineer was granted subject to the
,rill of the Board._
The.audit report of the city treasurers affairs was submitted
and referred to the committee as a whole for investigation and report
at a future d te.
City Engineer Kressly was appointed as a committee of one to
confer with the Pacific Electric Company regarding the crossing at 30th St.
On motion of Trustee Young seconded by trustee Sloan, and carried,
demands were approved by the finance committee and allowed and -,rarrants
ordered dra•,m.
