City Hall, Newport Beach, February 2,1825.
The Board of Trustees of the city of New-,ort each, met in re-
gnlar session on the above date.
The meeting was called to order by Pres. Geo.P.'ilson, The
roll was called showing the full Board present. Reports of nead.s of
Departments were read and on motion of Trustee 'Til inson, seconded by
trustee Richter and carried the reports were accepted and ordered filed.
On notion of Trustee Sloan seconded by Trustee Young, and
carried by unanimous vote, the city attorney was instructed to bring an
action in the proper_ooart to determine what money, if any, was due the
City of Nermort Beach from Leq H.l!allace, First National Bank of Newport
Beach, or any other persons arising through the use of the public funds
of said city. There was referred to the city Attorney, t e audit lately
compiled by Alvin R.Johnson Co. and filed Faith the city clerk, for his
advice and informatio:_ in bri-riging and conducting the said action.
Trustee `7ilhinson introduced an ordinance establishing a
zone within which is drilling for, development, and starin.- of petroleum
and oth< -r k drocar�bon substances might be carried on the prescribing
regultions therefor. The said ordinance. amending Ordinance No.204
of the city of Newport Beach. The ordinance was ordered filed, read, con-
sidered, designated Ordinance No.274, and referred to the city attorney.
Resolution No.318, entitled as follow:

Beach as the ligislative body thereof, declaring that public and
necessity demands the completion of the municipal crater system of the
City of New ort Beach and t'ae cost of which will be too greet to be
paid out. of the ordinary annual income and revenue of the City of Newport
Beach."

Noes: Trustees, None.
Absent: Trustees., none.
C ormunicat ions were read and referred to the proper order of
business. Hr. Funci ?eon of Balboa asi ed a continuance of the ''near:inG for
the abandon*c:ent of "L" Strect which was granted.
A communication eras received from i.Ir. G.'i.ISitzniller requesting
the Board of Trustees to nave the Balboa Island Bridge repaired, stating
that it would be an advantaze in the matter of proposed ita_)rovcments on
Balboa Island. On motioli of trustee [7il_inson, seconded by trustee Young,
and carried, the co=,.unication was referred to the City Engineer and
the Street Supt for report.
Mr. H.O.Ensign and others presented the Board of Trustees with
a request for aid in buying milk for under weight children in the city
sbhool. It being illegal to use the City Advertising fund for the puruose,
a collection was proposed, thereupon a collection was taken fro;z t'?ose
present at the meeting; and a fund of :$94.22 was raided. On motion of
Trustee Richter seconded by trustee Young and ca ried, the City Clerk via-,
ordered to write the Negport and Balboa Chamber "s of Cori erce on the
matter.
The Tax Collector, I1r. J.APorter,'presented the request of
`"lilliam Iler6dith for refund of penalty on assessments, stating treat cir-
cunstances in the case were such thai; a refund might be justly made,
City Attorney Bishop however, ruled that refund could not be remade lerrally.
On motion of Trustee Wilkinson, secondet by trustee Sloan, and carried, t',.e
tax collector was instructed t'hat refund could not he legally made.
Trustee Conrad Richter asked a leave of absence fron 1 -is duties
and permission to leave the United Statos for sixty days. On motion of
Trus�ee Sloan, seep »ded by trustee Young, and carried, and request was
granted.

The Board of Trustees of the City of I1evr-)ort Beach, 2aet in
regular session on the above date. The meeL-inr was called to order by
President Geo.P.'Jilson. The 1-011 •.vas called,showing Trustee Conrad Richter
absent on leave and Trustee did not answor but came in later.
This being the hour set for the openin,^ of bids on City
printing, the Cleric -proceeded to open said bids, The ne;r)ort HIa -bor pub-
lishing Co;-ipany and the Balboa Bulletin being t'.ze only bidders. There
being; some s;uestion Bf the legality of one of the bids, 21ainly that of
t'1e Balboa Bulletin, all bids were referred to city Attorney Bishop
for consideration. ,
This being the first regular m eting of the Board of Trustees
of the the city of Newport Beach, neat succeeding the second day of
