City Hall, City of Newport Beach,Calif.
July 27th, 1925
The Board of Trustees of the City of Newport Beach met in regular
session on the above date. The meeting was called to order by Pres.
Geo.P.Wilson. The roll was called showing the full board present.
The minutes of the previous meetinggwere read and approved.
Trustee Richter vepbrted on the investigation of an add1tional
telephone for the Fire Depabtment at the Fire Hall. It was the recom-
mendation of the committee that a telephone be installed for the season
each year beginning June 15 and being disconnected Sept. 15. The
committee reported the total cost of such installation would be $3.00
On motion of Trustee Wilkinson seconded by Trustee Young and carried
the report of the committee was accepted the resommendation to be
carried out.
The report of the City Planning Commission upon certain proposed
improvements was referred to the committee as a whole for investiga
tion.
The written opinion of the Cit« Attorney Bishop on Section 1 of
Ord. # 276 was read for the ipformation of the Board of Trustees and
ordered filed.
In the matter of the second reading on Resolution # X337 the matter
was discussed and referred by the chair to the next meeting.
Trustee Richter introduced the matter of forming a mosquito abate-
ment district of which the City of Newport Beach is to,form a part.
The proposition was discussed.Thereupon Trustee Richter introduced a
resolution for the forming of a mosquito abatement under an act bf
the Legislature for §ugh purposes, approved May 29, 1919. The Reso-
lution was ordered filed, read, considered, and upon call of the-roll
passed by the following vote;
Ayes, Trustees Geo.P.Wilson, H.C.Sloan, Fred W.Ytung,Conrad Richter
and L.S.Wilkinson.
Noes. Trustees None.

On motion of Trustee Wilkinson, seconded by Trustee Sloan and c
carried the invitation of the Balboa Chamber of Commerce to attand a
meeting to be held on July 28, 1925 to discuss the traffic situation
at Balboa was accepted. The Board.of Trustees to attand in a body,
On motion of Trustee Sloan seconded by Trustee Young and carried
Application of Harry Lucas to out the curb for a drive way to Lot 3
Block 9 Balboa Tract was allowed under the supervision of the Street
Superintendent.
On motion of Trustee Sloan,seconded by Trustee Young and carried.
the application of Ben Copp to construct a•pier in front of Lot 6,
Block 2 of Balboa Bayside jraet, having been laid over for 2 weeks
and approved by the City Engineer, was allowed subject to the will
of the Board.

A committee of City Marshall J.A.Porter and City Treasurer Lew H. ,
Wallace was appointed by the Chair to draft a resolution to present
to the State Board of Health at their meeting in San Francisco call -
ing for prompt' action on the sewer outfall at the mouth of the Santa
Ana River and suggesting that all sewage be septicised before being
emptied into the waters of the Pacific Ocean. The Communication to be
addressed in care of Dr.W.M.Dickey, Civic Center, San Francisco,Calif.
On motion of Trustee Sloan,seconded by Trustee Young, the resig-
nation of John McMillan,Water Superintendent was accepted to take ef-
fect July 31, 1925. John McMillan was- appointed as head pumper of the

City Pumping.Plants -and the application of Freeman A.Daley for the
position of Viater Superintendent was allowed and Freeman A.Daley was
appointed Water Superintendent, appointment to take effect August 1st
1925, all upon call of the roll and carried by the following vote.

NOES. Trustee Geo.P.Wilson
ABSEIMTT TRUSTEES None.
On motion of Trustee Sloan, seconded by Trustee Young and carried
the President of the Board was instructed to plan acceptable danger
signs to be placed along the Beach to take the place of the danger signs
now in use.
There being no further business, on motion of Trustee Wilkinson
seconded by Trustee Sloan and carried, the meeting was adjourned to
5 o'clock P.M. Thursday, July 30, 1925,

was laid over to the next meeting.
City Engineer again presented his plan for completion of the Water
`7. System of the City of Newport beach, The plan was shown having been
discussed to some length.
RESOLUTIOI,�I10. 337 ENTITLED AS FOLLOWS:
"A Resolution of the City of Newport �each,a municipal corporation
under the laws of the State of California, by its Board of Trustees as
a Legislative Branch thereof, determining that the public interest and
also the public necessity demands the completion-by the City of Newport
Deach of the municipal water works of said City, and that same is neces-
sary and convenient to carry out the objects, purpposes and powers of the
municipality, the costs of which will be too great to be paid out of the
ordinary annual income and revenue of the City of Newport beach.:
was taken up for final considetation. The resolution was read considered,
the roll was called and the resolution passed icy the vote of the following
named two - thirds ana more of all the members of the Board of Trustees of
the City of Newport Beach, and was there upon signed and approved by the
President of the Board of Trikstees and certified by the Clerk.

A communication addressed to Dr.Conrad Richter regardligg the
election of the U.S.Local Inspectors of the Departgient of Commerce in
the matter of the THELMA case, was read and ordered filed for future
reference.
