THE 30AR D OF T UST:,HHS _4PPROV':D - :T^ City Hall, Newport Beach, March 15, 1926. The Board of Trustees met in regular session at 7 :30 P. M. at the above named place on the above date. The meeting was called to order by the president George P. Wilson. Roll call- ed showing the full board present. The minutes of previous meet- ing were read, corrected and approved as corrected. Communications were read and referrred to the proper order of business. Upon motion of Truetee Sloan seconded by Trustee Young the quitclaim deed of B. K. Stone and Phebe E. Stone, his wife, to the city of Newport Beach a part of Lot 19, "lock 21, Newport Beach as described in said deed be accepted by the city and the ' clerk was ordered to record same and issue a demand and draw a warrant for the sum of $1201.28 as refund of taxes on the said property in question. In regard to the matter of unequal taxation as refered to the tax collector at the meeting of March 8, 1926. He report- ed that according to the records he rec0idmended that the Sparr Fruit Coppany, as per list attached are entitled to a refund of p400.00 which on motion of Trustee Sloan seconded by Trustee Rich- ter and carried, the clerk was ordered to draw a warrant on the city treasurer for the same. 334 On motion of Trustee Wilkinson seconded by Trustee Sloan and upon call of the roll carried by the following vote: Ayes, Trustee Wilson, Sloan, "ilkinson, Young, Richter Noes, Trustees, none Absent, Trustee, None It was ordered that for the purpose of holding the gen- eral municipal election in the city of Newport Beach on the 12th day of April, 19262 that the five voting precincts established by the Board of Supervisors of the county of Orange and now exixting in said city for holding general elections shay. be and constitute the five voting precincts for the holding of said municipal elec- tion, and to be numbered 1- 2 -3 -4 -5 That a polling place and board of election for the pur- pose of said election in each voting precinct is hereby established and appointed as follows: Precinct No. 1 Polling Place, Roehets garage, 30th St. and Coast Blvd. Inspector Hiram C. C. Lilly ORDINANCE NO. 297 An ordinance of the Board of Trustees of the city of Newport Beach declaring vacant for public street purposes a cer- tain portion of Carnation Avenue within said city. On motion of Trustee Sloan seconded by Trustee Wilkinson and carried by the following vote; Ayes, Trustees Wilson, Sloan, Young, Richter, Wilkinson Noes, Trustees none Absent, Trustees, none I r °' I. In regard to two poles which are obstructing alleys at Balboa, the matter was referred to the street superintendent for adjustment. Resolution No, 368 A.resolution of the Board of Trustees of the city of Newport Beach adopting specifications No. 40 for the construction of macadam pavement, cement concrete gutters, culverts and appurt- enances,, catch basins, drains, guard fences, grading, concrete steps and concrete retaining walls, within said city. Being present- ed by city engineer Kressly was carried by the following vote: Ayes, Trustees Wilson, Sloan, Young, _�iehter, Wilkinson Noes, Trustees, none Absent, Trustees, none Resolution "o. 369 A resolution of the Board of Trustees of Newport Beach, adopting certain plans for the improvement of certain portion of ' Coast Boulevard and certain other streets and avenues within said city being presented by the city engineer was carried by the fol- lowing vote, Ayes, Trustees Wilson, Sloan, Young, Richter, Wilkinson Noes, Trustees, none Absent, Trustees, none Resolution No, 370 A resolution of the Board of Trustees, Newport Beach dec- - laring its intention to order the improvement of certain portion of Coast Blvd. and certain other streets and avenues in Corona Del Mar within said city under improvement acto of 1911 and the amendments to said act, being presented by city engineer and the ammendments to said act, being presented by city engineer and carried by the fol- lowing vote, Ayes, Trustees, Wilson, Sloan, Young, Richter, tiuilkinson Noes, Trustees, none Absent, Trustees, none In regard of Bay View Avenue matter in connection with Mr. Plummer the city engineer was ordered to give the necessary descrip- tions to the city attorney that he might draw a deed and other nec- ' essary papers to complete proceedings. The meat inspector's report was read and ordered to be filed. A protest from Mr. Weisel to Mr. Beek in regard to speed boat races and their annoyances to certain citizens, was read, no action was taken by the board. A letter from Mr. Ben Cope in regard to an account for work done for the Harbor Master, the city attorney advised that in as much as the city did not contract for the work it had no authority to pay for same but the clerk was ordered to ascertain from the assistant Harbor master, who it. is understood order the work done, the exact data in regard to same. 336 The three petitions of Ben Cope to construct piers were ordered held the usual two weeks for the city engineer's approval. On recommendation from the Tax Collector Dept. the demands of Floyd Gibson and R. J. Stauss and also a demand on the Reliance Title Company for service rendered, on motion of Trustee Sloan second- ed by Trustee Richter and carried, the clerk was ordered to draw war- rants on the city treasurer for same. At a request from Mr. Elrath for his property now in the process of that he be made condemnation it an offer was moved ' by Trustee Young seconded by Trustee Sloan and carried that the clerk be ordered to write him a letter offering him the sum of seven hundred dollars providing he would.gilre a clear title to the city, on the property in question. Trustee Wilkinson called the attention of the Board to the fact that certain well drillers on the Mesa had ditched and were drain- ing their refuse, oil and water across the city's property and asked that some action be taken to abate the nuisance and on motion of Trustee Wilkinson seconded by Young and carried, the superintendent of streets was ordered to take the necessary steps to remedy same. There being no further business before the Board on motion of Trustee Sloan seconded by Trustee young and carried the meeting was adjourned, sine die. PRESIDENT OF THE BOARD OF TRUSTEES APPROVED ATTESTED CLER OF THE CM OF NE1NP0RT ACH City Hall, Newport Beach, April 5, 1926. The Board of Trustees met in regular session on the above date at the above named place. Meeting was called to order by the President, George P. ITdilson, roll called showing full board present with the exception of Trustee Wilkinson. Minutes of previous meeting were read and approved as read. The Board appointed Trustee Young to ^.ct on the fin- ance committee in the absence of Trustee Wilkinson. Reoorts of heads of departments were read and on motion of Trustee Sloan seconded by Trustee Richter were approved and ordered filed. In regard to the petition of Lrs. Bernhard to the Carn- egie Hero Fund the clerk reported that all data in regard to same had been forwarded but as yet no answer received by him. In con- nection therewith L:r. Young stated that mrs.
