City Hall, Newport Beach, April.4, 1927.
The Board of Trustees of the City of Newport Beach met in
regular session at 7:30 o-'clock P. M. on above date. The meeting
was called to order by President Conrad Richter.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved
as read.
The reports of the heads of the departments were read, and
' on motion of Trustee Wilkinson seconded by Trustee Williamson and
carried, the reports were accepted and filed.
On motion of Trustee Fred W. Young seconded by Trustee Harry
H. Williamson and carried, the Parking Committee were given until
next meeting to make their final report.
The communications were read and acted upon as follows:
On motion of Trustee F. B. Modjeska seconded by Trustee Fred
W. Young and .carried, the communication from the Newport Harbor
Chamber of Commerce thanking the Board for the appropriation of
$300.00 for the bipass on the State Highway, was filed.
On motion of Trustee Harry H. Williamson seconded by Trustee
F. B. Modjeska and carried, the communication from the Seeley
Guaranty Co. in regard to cement, was filed.
On motion of Trustee Harry H. Williamson seconded by Trustee
Fred W. Young and carried, the request of Ira RaiAbolt for transfer
of his apartment house license to Mrs. H. L. Robinson, was granted.
On motion of Trustee Harry H. Williamson seconded by Trustee
F. B. Modjeska and carried, the application of Geo. K. Noland for
license to run a Housie - Housie game at 108 1uain Street, Balboa,
and the application of H. H. Tackels for license to run a Cafe and
Entertainers on Palm Street, Balboa, were referred to the City Marshal
for 'a report and recommendation.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Fred W. Young and carried, the communication from the Newport Harbor
Chamber of Commerce in regard to advertising was referred to the
Committee of the ,;hole.
On motion of Trustee Harry H. Williamson seconded by Trustee
F. B. Modjeska and carried, the communication from the War Department
in re'gar'd to jetties, was filed.
The communication from 'Jessie B. Foote asking the City to
pay her $200.00.for the ocean frontage adjoining her Lot 1, Block 22,
East Side Addition, was read, and on motion of Trustee Harry H.
Williamson seconded by Trustee L. S. Wilkinson and carried, the
Clerk was instructed to notify her that the established price is
$5. 00 per.,front 'foot, and the City is ready to pay thIt'price on
such terms as may be agreed upon.
On motion of Trustee L. S. Wilkinson seconded by Trustee
F. B. Modjeska and carried, the plumbers Bond of Wm. E. Davis was
accepted and filed.
On motion of Trustee F. B. Modjeska seconded by Trustee
Fred W. Young and carried, the communication of A. W. Jackson was
filed.
On motion of Trustee L: S. Wilkinson seconded by Trustee
Fred T.. Young and carried, the petition signed by 10 citizens asking
that the Newport Beach pier landing be thrown open to the public,
was referred to the Committee of the Whole to be taken up with other
communications along that line.
The petition from 8 residents on Coast Boulevard, Corona Del
;,Gar asking for a eidewalk, lighting system and two illuminated signs
was discussed, and on motion of Trustee F. B. Modjeska seconded by
Trustee Harry H. Williamson and carried, the matter was referred to
the City Attorney to report as to whether the signs could be included
in the proceedings.
The request of E. 1. Burris for permit to build a landing at
the foot of Canal Way on Section 5, Balboa Island, was referred back
for sketch and permit on the proper form.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Harry H. Williamson and carried, the request of Fire Chief Crocker
for the purchase of some supplies, and the communication from him
asking for disposition of some old brass, copper, etc., was referred
to the Fire &Water Committee for'report.
The communication from the Service Laundry Co. asking that
the license covering the operation of laundries and laundry wagons
be raised to $30.00 per month, was considered, and on motion of

Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson
and carried, the Chair was instructed to appoint a committee of
two Trustees and the City Clerk to go over the license ordinance
and recommend any changes they thought necessary for the draughting
of a new ordinance.
The Committee is Trustees.Harry H. Williamson and Fred W.
Young and the City Clerk.
The communication from J. L. Barlow was considered and
City Marshal Adams stated he thought it would be a little noisy.
On motion of Trustee Harry H. Williamson seconded by Trustee Fred
W. Young and carried, the report of City Marshal Adams was accepted
and the matter laid over to next meeting.
The request of Ben Cope for permission to construct a pier
for R. J. Wig in front 'of Lot 3., Block 2, Section 5, Balboa Island
was referred to the City Engineer for the culstomary two weeks.
On motion of Trustee Fred W. Young seconded by Trustee
Harry H. Williamson and carried, the Oity Attorney was instructed
to draw up an ordinance to not allow any fishermen to use more than
two poles at a time from either of the piers.
On motion of Trustee Harry H. Williamson seconded by Trustee
Fred W. Young and carried, the letter from Geo. Du Bourdieu, Hugh
Mc Millan and Smith & Mc Farland in regard to live bait boats was
referred to the Committee of the Whole.
On motion of Trustee Fred W. Young seconded by Trustee
F. B. Modjeska and carried, the communication from the Orange County
Title Co. with a copy of deed for a 10 foot strip of The Hudson,
providing the City would,abp.ndon the balance, was filed.
Trustee Harry H. Williamson introduced a Resolution entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF
NE ?!PORT BEACH CONFIRuING THE ASSESSMENT FOR THE IiTPROV MENT
OF CERTAIN PORTIONS OF CENTRAL AVENUE 71ITHIN SAID CITY.
The Resolution was read, considered, designated RESOLUTIONd
NO. 421, and upon call of the roll passed by the following vote:
Ayes, Trustees L. S. Wilkinson, F. B. Modjeska, Fred V!. Young,
Harry H. Williamson, Conrad Richter.
NOES, Trustees None,
ABSENT, Trustees None.
The communication from Virgil Schwartz asking for a hearing
before the Board was considered, and on motion of Trustee F. B.'
Modjeska seconded by Trustee Fred W. Young and carried, the matter
was referred to the Committee of the Whole with the Chief of Police
and all parties interested to be notified to be present.
The communication from the Volunteer Fire Department asking
that a change be made in the Fire Chief was discussed, and on :notion
of Trustee L. S. Wilkinson seconded by Trustee F. B. Modjeska and
carried, the matter was referred to the Committee of the Whole with
the Fire Company and Mr. Koepsel invited to be present.
NEW BUSINESS.
On motion of Trustee Fred W. Young seconded by Trustee Harry
H. Williamson and carried, the City Clerk was instructed to ascertain
if the City of Los Angeles had approximately 120 more of the street
light standards similar to those purchased for the wharf, 60'for
Corona Del Mar and 60 for the boulevard entrance to Newport Beach, and i
if so what the price would be.
Building Inspector Fenelon presented the plans and specifi-
cations for the Fire House, and on motion of Trustee Harry H. Williamson
seconded by Trustee Fred W. Young and carried, the plans and specifi-
cations were accepted and the Clerk instructed to advertise for bids
on same to be opened Monday night, April 18, 1927-
On motion of Trustee L. S. Wilkinson seconded by Trustee Harry
H. Williamson and carried, the demands which were in proper form and
approved by the Finance Committee, were allowed and warrants to be
drawn for same.
On motion of Trustee Harry H. Williamson seconded by Trustee
Fred W. Young and carried, the demand of the Newport Harbor Chamber
of Commerce for $136.10 was. referred back to have the original bills
attached.
A recess was then taken for the Committee of the Whole to meet.
After the recess President Conrad Richter again called the
meeting to order.
On motion of Trustee F. B. Modjeska seconded by Trustee Fred
W. Young and upon call of the roll duly carried, the Board of Trustees
finds that the charges filed by the Police Committee against Officer
Virgil Schwartz are not sustained and Virgil Schwarts is reinstated
as Police Officer of the City.

On motion of Trustee Harry H. Williamson seconded by
Trustee F. B. Modjeska and carried, the Newport Harbor Chamber of
Commerce were authorized to disburse 1500.00 per month for three
months for advertising in Los Angeles and outside newspapers but not
to exceed 11,500.00 in all.; and were also allowed not to exceed
$312.50 for races and other activities, and the original bills to be
attached to the demands for same.
The matter of the Fire Chief was taken up and on motion of
Trustee Harry H. Williamson seconded by Trustee F. B. lodjeska and
carried, the former Volunteer Fire Co. were asked to appoint a
committee to meet with the Board of Trustees some night this week
' when convenient to the Board of Fire Underwriters, the committee to
be nmtified when the date is set.
President Conrad Richter brought up the matter of refund of
taxes asked for by W. T. Ohowell.on. his garage, and on motion of
Trustee Harry H. Williamson seconded by Trustee F. B. Modjeska and
carried, the matter was referred to Mr. Ohovell to make a demand for
the proper amount and the same.to be referred to the City Assessor
for .report.
City Engineer Kressly asked permission to employ a landscape
artist for beautifying Corona Del Mar, which was discussed, and on
motion of Trustee F. B. 11-odjeska seconded by Trustee Harry H.
'.7illiamson and carried, the City Engineer was granted permission to
do so with the understanding that the cost was to be assessed against
the property and without any obligation on the part of the.City of
Newport Beach.
There being no further business on motion of Trustee F. B.
Modjeska seconded by Trustee Fred W. Young and carried, the meeting
adjourned to 7:30 o'clock P. L.. on Monday, April 13,

The Board of Trustees cf.the City of Newport Beach met in
regular adjourned session at 7:30 o!clock P. Y. on above date.
The meeting was called to.order by President Conrad.Richter.
The roll was called showing President Conrad Richter and
Trustees L. S. Wilkinson and Fred VI. Young present.
The-minutes of the previous meeting were read and approved
as read.
This being the time set for opening bids for a new fire
hall, the Board.in.open session publicly opened, examined and declared
all sealed bids received, which were as follows:

The communications were read and acted upon as follows:
The petition signed by 295 residents asking that the licence
ordinance be left the way it is, was presented, and on motion of
Trustee L. S. Wilkinson seconded by Trustee Fred ti!. Young and carried,
the petition was referred to the committee having the license matter
in charge.
On motion of Trustee Fred S7. Young seconded by Trustee L. S.
ililkinson and carried, the application of Clinton kc Elheny as Fire
Chief was filed.
